About this file
This is a Statement of Requirements for a 9mm Duty and Training Ammunition contract for the United States Secret Service, James J. Rowley Training Center, establishing a new five-year Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contract.
The contract requires three ammunition types in 1,000-round cases: 9MM Luger Duty (8,000 cases), 9mm Frangible (2,000 cases), and 9mm Ball (2,000 cases), with all ammunition to meet minimum ANSI and SAAMI performance standards. All ammunition must be no older than one year from manufacture date, packaged in virgin brass cases (nickel-plated brass for duty rounds), and feature 100% hand inspection prior to packaging. Each offeror must submit initial product samples by October 28, 2026, consisting of 2,000 rounds of duty ammunition, 1,000 rounds of frangible, and 1,000 rounds of ball, clearly marked with offeror name, solicitation number, ammunition lot number, and CLIN to the James J. Rowley Training Center in Laurel, Maryland. Testing criteria include velocity measurements using Glock 19 Gen 5 firearms in Ransom Rest with specific chronograph equipment, accuracy testing at 25 yards, function testing of 1,000 rounds in a Glock 19 Gen 5, and terminal ballistics testing for duty rounds using gelatin media to assess penetration and expansion across multiple scenarios including bare gelatin, heavy clothing, steel plates, and auto glass. The duty round specifications require 130-150 grain bonded jacketed hollow points with nickel-plated brass cases and demonstrate minimum expansion of 0.50 inches with 0.60 inches optimal, and penetration between 6.0 and 11.0 inches. Frangible rounds must be 100±10 grain lead-free nontoxic bullets in brass cases with nontoxic primers, while ball rounds require 130-150 grain bonded or jacketed bullets ideally with no exposed lead. Final inspection and acceptance testing will be conducted at the James J. Rowley Training Center in Laurel, Maryland, with third-party testing available at manufacturer expense if disputes arise.

5.0 Testing Criteria:
Ammunition that fails to pass any aspect of specification(s) shall be considered technically unacceptable and no additional testing shall be performed.
Material Safety Data Sheet (MSDS) shall be included which each product submitted.
Velocity
The velocity test for pistol ammunition will be performed utilizing a Universal Receiver, a SAAMI test barrel, a Glock 19 gen 5 in Ransom Rest, and an Oehler Model 85 chronograph with Model 57
Sky Screens. Velocity testing will be concurrent with Accuracy testing. The nominal mean velocity at fifteen (15) from the muzzle shall be in accordance with performance standards for each caliber as indicated on specification sheet for each CLIN.
Accuracy:
The accuracy test for pistol ammunition will be performed utilizing a Universal Receiver with
SAAMI specified test barrel and a Glock 19 gen 5 mounted in a Ransom Rest. Two (2) strings of ten (10) shots will be fired from the SAAMI test barrel, and five (5) strings of five (5) shots will be fired from a Glock 19 gen 5. The maximum extreme spread at twenty-five (25) yards, measured from center to center between the two (2) furthest shots, shall be in accordance with performance standards for each caliber as indicated on specification sheet for each CLIN. If the initial test of a particular lot of ammunition fails to meet the accuracy requirements, the procedure may be repeated for up to five (5) individual five (5) round samples (including the initial five round sample). If two consecutive five round samples do not meet the requirements, the lot shall be rejected.
Terminal Ballistics
In addition to other testing, gelatin testing shall be performed on CLIN 001 (9MM Duty). Gelatin medium shall be Gelita ordnance gelatin 250A, 20% mixture. Gelatin will be produced within
SAAMI specifications. Each test will consist of one (1) round being fired into a virgin block of gelatin from a distance of fifteen (15) feet from the muzzle. Results shall be in accordance with specifications of product tested.
The media used will be 20% 250A ordnance gelatin, for a standard block approximately
6”x6”x16”, (pistol). Standard distance for all tests will be 15 feet from muzzle of barrel to the front of the gelatin block unless otherwise specified. Each bullet that is fired into a block, (pistol) will be recovered and measured for expansion, weight, penetration, fragmentations etc. and velocity will be recorded.
The Terminal Ballistics test procedure* consists of a maximum of four (4) test events. There will be maximum of three (3) shots fired per event. Each shot will be fired into a new block of gelatin and new test media. All data will be recorded during the test.
Event#1 – Bare Gelatin
This shot is taken 15 feet from the muzzle to the front of the block. Penetration, expansion, retained bullet weight and velocity will be recorded.
Event#2 – Heavy Clothing
The gelatin block is covered with four layers of clothing, one layer of cotton T-shirt material (48 threads per inch), one layer of cotton shirt material (80 threads per inch), a 10-ounce comforter (232 treads per inch), and one layer of 13-ounce denim (50 treads per inch). This is to simulate cold weather wear. This shot is taken 15 feet from the muzzle to the front of the block. Penetration, expansion, retained bullet weight and velocity will be recorded.
Event#3 – 20-gauge steel
Two pieces of 20-gauge steel are placed 3 inches apart; the steel plates are 6-inch square and placed 18 inches in front of the block of gelatin. Light clothing is placed over the front of the gelatin block (light clothing consists of one T-shirt and one cotton shirt, as described above). This shot is taken 15 feet from the muzzle to the front of the block. Penetration, expansion, retained bullet weight and velocity will be recorded.
Event#4 – Auto glass
This test is used to simulate an off center shot at the vehicle’s driver. One piece of
A.S.I., ¼” laminated auto safety glass measuring 15”x18” inches is set at 45 degrees to the horizontal and 15 degrees off set to one side of the bore center line resulting in a compound angle of impact to the auto glass. The auto glass is placed 18 inches in front of the gelatin block. Light clothing is placed over the front of the gelatin block
(light clothing consists of one T-shirt and one cotton shirt, as described above). This shot is taken 15 feet from the muzzle to the front of the block. Penetration, expansion, retained bullet weight and velocity will be recorded.
Frangible Ammunition
Projectile - Projectile shall be of such design that it does not produce accelerated bore erosion when compared to service ammunition. The diameter of the projectiles along the cylindrical bore bearing surface shall be in accordance with the SAAMI specification for the caliber projectile diameter in question.
Propellant – Each cartridge shall contain smokeless propellant. Nominal charge weight shall be established by the manufacture to meet performance specifications. Propellant shall be clean burning so as to minimize firearm maintenance and to prevent fouling caused malfunctions.
Projectile Integrity – Projectile when fired must not fragment in the bore, while in flight, or when striking paper media target with a cardboard backing at twenty-five (25) yards. Projectile must stabilize in flight so that a single round hole is created in the target medium, specifically paper targets and cardboard backing. Additionally, a second 24”X48” paper target will be placed five (5) yards form muzzle of test barrel to check occurrence of projectile breakage.
Workmanship:
Metallic components and the complete cartridge shall be free from folds, wrinkles, deep draw scratches, scaly metal, dents, burrs, and other defects. All components and complete cartridges shall be free from foreign material including, but not limited to, corrosion, stains, dirt, oil, grease, and metal chips. 100% hand inspection of each produced round is required prior to packaging.
*United States Secret Service reserves the right to use, (at government expense) an outside testing facility for any of the tests described within this solicitation.
