If actual attendance is lower than 192 participants, will the firm-fixed-price event amount remain unchanged?Offerors should develop price on maximum capacity of 192 and build match for match for that number. Attendence is not contractor responsibility. Lower shooter participation rate will not affect bid price.
Number of Competition StagesThe PWS requires a minimum of eight shooting stages. For evaluation and pricing purposes, should offerors assume exactly eight stages per event? If an individual BPA Order requires more than eight stages, will the additional requirement be separately negotiated or priced at the order level?Minimum of eight stages is the standard requirement. Instance of extreme circumstances will be negotiated separately
BPA Order Lead TimeWhat minimum advance notice does the Government anticipate providing between issuance of an individual BPA Order and the scheduled event date? This information is particularly important for securing commercial range availability, personnel, equipment, and other event resources.30-days minumum, however every effort will be given to provide 60-day notice
N/ACan you tell me if the competition will be held on weekdays or would this possibly be scheduled on a weekend? Both, with priority to weekdays including Mondays and Fridays which may require contractor contractor set up/tear down on weekends.
N/AOur company has extensive experience in building/hosting multi-gun matches but very little experience with government bids. The posting refers to a signature, but I see no place on the excel sheet to sign. Is the completed Price Template Firearm Competition spreadsheet the only required submission for this bid, or is there something else that needs to be submitted?A signauture is not required for the excel pricing template. No, the completed price tempate spreadsheet is not the only required submission. Per the Instructions to Offerors, FAR 52.212-1; there is a list of requirements for submission. This includes, the brief Technical plan and Past Performance references. Reference (a) states "submit signed and dated offers to the office specifed in this soliciation at or before the exact time specified in this soliciation." was a typo and not required.
N/ADoes the Price Template's "up to 192 shooters" (Instructions tab, row B5) reflect an expected typical turnout, or should offerors price directly against 192 as a planning maximum?192 as planning maximum
N/AWhat is the anticipated on-site duration (setup, competition, and teardown, in days) of a typical event, for planning purposes? Two competition days. Duration requirement for contractor to set up and tear down a factor of contractor needs and resources, typically 2-3 days prior and 1 days after competition days
N/ABeyond the Price Template's baseline assumption of one event per ordering period, could more than one BPA Order be issued within a given ordering period, or should offerors expect order frequency to remain at one per year?Yes, order frequency will remain at one per year.
N/AWill JJRTC or another Government-controlled facility be available under Option 1 for events under this BPA, or should offerors assume they must independently secure a commercial range for all orders?Site determination made at time of order based on available government owned facilities. Contractor should be prepared to offer commercial range
Section 4.0 PWSSection 4.0 of the PWS (Deliverables table, RFQ p. 11) contains a blank/unlabeled row (deliverable #4). Could you clarify the missing deliverable requirement? The Government acknowledges a typo. There was no missing information regarding deliverable #4.
Price TemplateThe Price Template's Instructions tab (rows B10–B11) references an "Assumptions and Exceptions" tab for listing cost exclusions and travel exceptions. This tab does not appear in the workbook posted with the solicitation. Should offerors add their own Assumptions/Exceptions tab, or was a Government-provided tab omitted from the posted file in error?Yes, the quoter should add their own assumptions/exceptions tab.
Section PWSDoes the Federal Firearms License requirement referenced in PWS §3.5.2 apply to the Contractor directly, or only where the Contractor's proposed approach involves the sale, transfer, or possession of firearms requiring FFL licensure (for example, if some events use participant-owned firearms only)?Only when contractor proposed approach involves sale, transfer, possesion of firearms requiring and FFL.
Factor 2 Past PerformanceFor Factor 2 (Past Performance), may a proposed subcontractor's or teaming partner's past performance be submitted and credited alongside the prime's, and how will a prime/subcontractor combination's past performance be evaluated together?Per the Solicition Factor 2, the quoter shall submit past performance references that show the quoter has performced similar work to the PWS requirements. No the Government will not accept past performance from a proposed subcontractor. The Government will evaluate past performance from a joint venture partner as being the prime quoter. If a Quoter does not have a record of relevant past performance, or if past performance information is unavailable or so limited that no meaningful rating can reasonably be assigned, the Quoter will not be rated favorably or unfavorably.
Factor 2 - Past Performance, Page 2; Section G States: "Quoters must submit past performance references demonstrating work similar to the PWS requirements, either ongoing or completed within the last five (5) years from the solicitation date. However, on Page 3, the solicitation instructions specify: "The USSS will evaluate past performance based on recency and relevancy using Government databases and other available sources. Quoters must show a proven track record of successfully completing projects of similar scope, emphasizing quality of work, adherence to schedule, and compliance with contract requirements."Since past performance is a key factor for award, can the government clarify how "recency" is defined? Is work completed within the past five years considered "recent" by the government? The Governnment defines recency as having performed similar work to the PWS requirements that are in progress or were completed in the last five (5) years of the solicitation date.
Page 10, Section 3.15(7), the PWS notes; 7. Provide evidence of past performance organizing similar events and references upon request. Is the government seeking projects of similar scope that highlight quality, schedule, and compliance, or are references only required when requested?Yes, the Contractor is required to submit evidence of past performance organizing similar events and references. "References upon request" is a typo.
