About this file

This is a Questions and Answers document for a Blanket Purchase Agreement (BPA) Request for Quote (RFQ) for tent rental services, solicitation number 70US0926Q70092765.

The Government seeks rental of multiple tent configurations across three operational areas at a Sterling, Virginia golf course property over a 30-month contract period. Area 1 involves monthly seasonal tent rentals on grass for golf cart parking (no air conditioning required); Area 2 involves as-needed tent rentals on concrete pavement with 48-hour notice (or minimum 24-hour emergency notice); and Area 3 involves special event tent rentals on concrete pavement with similar notification requirements. Contractors must execute deployments with less than 12-hour notice capability. Tent specifications include frame-style tents (20'x60'x10' or similar dimensions without high peaks), hard floor staging decking, three solid white sidewalls, and ambient lighting. Area 1 requires no air conditioning; Areas 2 and 3 require generators. Tents must be anchored using ballast/weights rather than ground stakes due to irrigation system restrictions. The Government will furnish ballistic glass panels and support stands (contractor has no responsibility for these items). All CLINs are for tent rentals only; mobile office trailers and storage containers were clarified as outside the contractor's scope following document corrections. This is a new requirement with no incumbent contractor. Pricing will be determined at the individual call order level rather than established at the BPA level. Mandatory site visit attendance occurred July 7 at 10:00 AM in Sterling, Virginia. Tent installation locations will remain consistent throughout the BPA period.

Tents BPA – RFQ Questions:

• The SOW (Section 1.1) specifies that tents must meet stringent requirements for durability and weather resistance. Could the Government please clarify the preferred method of anchoring for these structures (e.g., standard stakes, water barrels, or concrete ballasts)?

Additionally, are there any restrictions on ground penetration at the Sterling, VA sites that would necessitate non-penetrative anchoring?

o No stakes in the ground due to the irrigation system.

• Section 1.4.1 states that the contractor "must be able to execute with less than 12 hours’ notice."

• Does the Government anticipate providing longer lead times for Area 1:

Seasonal rentals, given their monthly nature? Yes

• For Area 2 (“As Needed”) and Area 3 (Special Events), can the Government provide an estimate of the average expected lead time (e.g., 24–48 hours) versus the 12-hour emergency minimum requirement? This information is vital for ensuring staffing and logistics readiness.

o We aim to provide 48 hours notice; however, less than 24 hours notice can be given.

• Section 1.5.3 states the specific project site will be identified at the Call Order level.

• Can the Government confirm if any or all of these tents will be installed on a golf course or similar turf environment?

- Area 1 will be on a grass area. Areas 2 & 3 will be in a concrete parking lot.

• If the tents are to be placed on a golf course or high-quality turf, are there specific requirements for turf protection (e.g., plywood paths for lifting equipment or specific decking requirements) to minimize the property damage liability mentioned in Section 1.5.13? N/A

• The document states that "Only vendors who attend the site visit can submit a quote." Could the Government please provide the date, time, and location for the mandatory site visit?

- The site visit took place on July 7th at 10am in Sterling, VA.

• 5- Regarding Section 3 (Client Furnished Items), can the Government provide the estimated weight and dimensions of the Ballistic Glass Panels and Support Stands? This will ensure we provide the correct lifting equipment and transportation to prevent damage to the GFP."

o This has been corrected and the revised version of the RFQ document is now posted.

• On Page 1 under Additional Requirements, the solicitation states: “The mobile office trailers and storage container will be used throughout a golf course property.” However, the Statement of Work title is strictly “Rental of Tents,” and the Requirements Table (Section

1.4.3, CLINs 0001–0003) only lists line items for Seasonal Tents, "As Needed" Tents, and Special Events Tents.

- This has been corrected and the revised version of the RFQ document is now posted.

• Is the contractor required to provide the mobile office trailers and storage containers under this contract, or are these items provided by the Government/another vendor?

o This has been corrected and the revised version of the RFQ document is now posted.

• If the contractor is required to provide the trailers and storage containers, will the Government issue an amendment to add specific CLINs, quantities, and technical specifications (e.g., trailer dimensions, power/HVAC requirements, and container sizes) to the Requirements Table?

o This has been corrected and the revised version of the RFQ document is now posted.

• The type of tents that are required doesn’t list the quantity. Is it just the four tents listed or is it multiple of these tents?

o This will be a Blanket Purchase Agreement, quantities may vary.

• The 30’x60’ high peak tent is considered a pole tent which requires staking into the grass. Is this acceptable?

o It doesn’t have to be a high peak tent. We have used the following in the past

20X60x10' Tent Length: 60 ft. · Tent Style: Frame · Width: 20 ft.

Sidewalls and lights rented separately.

• No center pole on a high peak tent doesn’t exist. The tent would need to be a frame tent.

Frame tents come in a hip style or a gable style. Does it mater which style?

o We don’t need a high peak fence.

• What do you consider hard floor decking? Staging or portable flooring?

o Staging.

• What type of sidewall? Solid white, cathedral window, or clear wall?

o Solid Wall

• What type of lighting? Enough for ambient light or bright light?

o Ambient

• Are there any pictures or specs. of the ballistic glass panels?

• Mobile office trailer & storage containers. How many on site? What size? Will they be moved during the 30-month contract or stationery once in place?

• While the RFQ is titled for tent rentals and the listed CLINs appear focused on tents, the additional requirements reference mobile office trailers and storage containers. Can you please confirm whether vendors may submit a solution that includes mobile offices and storage containers in addition to the required tent scope?

- This has been corrected and the revised version of the RFQ document is

• Please confirm how many sides of each tent should be closed off with white sidewalls.

For example: 2 sides / 3 sides / 4 sides o 3 sides

• Will the USSS be responsible for obtaining the tent permits for each event rental including the long-term rental?

o Permits aren’t necessary, we received permission from the golf club.

• Please confirm if a generator should be included with Area 2 and 3 tent setups o Correct, a generator is needed for Area 2 and 3.

• During the site visit, it was stated that the Area 1 tent will be installed on ground and not on turf, while the Area 2 and Area 3 tents will be installed on Payment Area not Ground or Turf . Kindly confirm that this understanding is correct.

o Area 1 will be installed on grass and Area 2 and 3 will be installed on pavement.

• Area 1 Air Conditioning o Since the Area 1 tent will be used solely for golf cart parking, it was communicated during the site visit that air conditioning will not be required for this tent. Please confirm that this is correct.

Correct, no A/C

• Tent Anchoring Method o The Scope of Work states that the contractor assumes full responsibility for any damage to turf, irrigation systems, or landscaping during performance. To ensure compliance with this requirement, could the Government please confirm the required tent anchoring method? Specifically, will the tents be secured using ballast/weights, or is another anchoring method required?

Ballast/Weights.

• Ballistic Glass Panels o During the site visit, it was stated that the contractor will not be responsible for handling, moving, or integrating the Government-furnished ballistic glass panels and support stands. Kindly confirm that these items are outside the contractor's scope of work.

• Tent Locations for Future Call Orders o Will the installation locations for the tents remain the same throughout the BPA period, or may the installation locations change with each individual Call Order?

Yes, they will remain in the same location.

• Section 1.4 (Specific Tasks) of the Statement of Work identifies rental periods such as Monthly Rental for Area 1 and Weekly Rental for Areas 2 and 3. However, Section 1.4.3 (Requirements Table) states that pricing will not be established at the BPA level and will instead be determined at the individual Call Order level.

o Could the Government please clarify the required pricing format and Unit of Measurement (UOM) for the quotation?

This is a Blanket Purchase Agreement. Pricing will be determined for each order.

• Should offerors submit a standard pricing schedule based on Daily, Weekly, and

Monthly rental rates for each tent size identified in the SOW to support future Call Orders?

o Offerors are welcome to provide a pricing schedule, if desired.

• If a future Call Order requires a rental period that does not align with the standard increments (for example, a 10-day rental), how should offerors calculate and submit pricing?

o This is a Blanket Purchase Agreement. Each order might vary in terms of rental times. The vendor selected will receive a Statement of Work for each order. The SOW document will include all needed information for that specific order, the vendor will then give their pricing.

• Is this a new requirement, or is this a follow-on contract?

o New requirement

• Is there an incumbent contractor currently performing these services?

o New requirement

• If applicable, what is the total value of the current or previous contract?

o N/A

• Have there been any significant changes to the scope of work compared to the previous contract? If so, could the Government please identify the major changes or additions?

o No
