About this file
This file is a Portable Restroom Vendor Questions and Answers document for RFQ 70US0926Q70092688, providing clarifications on key contract requirements and terms for portable restroom and port-a-john rental services in West Palm Beach, Florida.
The Q&A addresses four critical areas: (1) Janitorial Service Timing—services will occur Monday, Wednesday, and Friday with times coordinated by the U.S. Secret Service (USSS) Point of Contact, varying based on property events; (2) Emergency and Change Fee Structure—contractors must provide per-event fees (covering two port-a-johns per event) with separate pricing for emergency fees (less than 48 hours' notice) and change fees (modifications after deployment), to be billed under CLIN 0010; (3) Period of Performance and Mobilization—delivery will occur on or about August 1, 2026, coinciding with the base year performance start, with the USSS POC confirming exact timing after contract award and acknowledging an incumbent contract ending July 31, 2026; and (4) Portable Handwash Stations—no separate requirement exists; however, each port-a-john must include hand sanitizer sufficient for the rental period. The responses clarify that pricing should be presented per event rather than as percentages, and that mobilization timing will be coordinated with the USSS rather than occurring prior to the official performance period.

Portable Restroom Vendor Questions and Answers
RFQ 70US0926Q70092688
Portable Restrooms West Palm Beach
| Question | Response | ||
| 1 | Janitorial Service Timing | ||
| The SOW states that janitorial services shall occur on Monday, Wednesday, and Friday with "Time: TBD." Will the time of day be coordinated and fixed at contract award, or will it vary week to week at USSS direction? | The time may vary depending on events on the property. The USSS POC will notify the contractor if the date/time needs to change. | ||
| 2 | Emergency and Change Fee Structure (CLIN 0010) | ||
| CLIN 0010 references both an Emergency Fee (less than 48 hours' notice) and a Change Fee (changes after port-a-johns have been deployed), with quantity listed as "TBD." Should offerors price these as flat per-event fees or as a percentage of the base rental rate? Additionally, should a single unit price cover both fees within CLIN 0010, or are they intended to be separate line items? | The contractor provides the fee per event. The price sheet shall include what each fee is per event. If there is an emergency or change fee, the contractor will bill against this CLIN. Please note, per event is for two port-a-johns. | ||
| 3 | Period of Performance Start / Mobilization | ||
| The base year period of performance begins August 1, 2026. Will the Government require trailer delivery and setup prior to August 1 for site staging purposes, and if so, will that mobilization period be compensable under the contract? | The delivery will be on/about August 1, 2026. There is currently an incubment with a contract end date of July 31, 2026. The USSS POC will confirm the date once the contract is awarded. | ||
| 4 | The current Statement of Work does not reference portable handwash stations. | ||
| Will the Government require portable handwash stations to be provided in conjunction with the portable toilets under this solicitation? If so, please advise on the anticipated quantity, frequency of service, and whether a separate CLIN or line item should be added to Attachment 1 - Price Worksheet to capture this requirement. | Each port-a-john shall come with hand sanitizer (enough for the rental period). |
