About this file

This is a Request for Information (RFI) issued by the United States Secret Service for Utility Terrain Vehicles (UTVs). The RFI seeks information on commercial, planned, modified, specialty, and custom UTVs that meet specific requirements, including ANSI/SVIA 1-2023 standard compliance, a minimum 999cc engine, 1,200-pound payload capacity, four-wheel drive, side mirrors, rear camera, full cabin enclosure with hard doors, and climate control. The agency is conducting market research to identify potential sources and is interested in vehicles that can be delivered in FY2025 or provide a detailed timeline.

Vendors must submit unclassified responses by April 25, 2025, at 4:00 PM Eastern Standard Time via email to specified contacts. Responses should not exceed 10 pages and include company information, technical capabilities, lead times, and potential solutions. The RFI emphasizes that this is not a formal solicitation, and no contract will be awarded from this request. Potential small business set-aside opportunities are noted, with a requirement that at least 50% of contract performance costs for personnel be expended on the responding company's employees. The government is likely to pursue a firm fixed-price contract in any subsequent procurement.

No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI; all costs associated with responding to this RFI will be solely at the responding party’s expense.

The USSS is not at this time seeking proposals, nor will it accept unsolicited proposals. 6.0 RFI Objectives and General Requirements

6.1 Objectives

The objective of this RFI is to engage industry to find potential sources for the availability of a Utility Terrain Vehicle (UTV). The USSS is seeking information on commercial production vehicles, planned production vehicles, modified production vehicles, specialty production vehicles, and custom produced vehicles that best meet the specifications in Section 6.2. Modified commercial vehicles and custom produced vehicles should optimize the use of commercial off-the-shelf (COTS) components to provide validated reliability and facilitate enhanced support.

6.2 General Requirements

The information and specifications of available commercial or noncommercial Utility Terrain Vehicles (UTVs) with the following minimum requirements listed below is requested.

Utility Terrain Vehicle (UTV) that meets the ANSI/SVIA 1-2023 standard.

Minimum engine cubic centimeter (cc) of 999 (999cc).

Minimum payload of 1,200 pounds.

Four wheel drive (4X4) or all wheel drive capable.

Side view mirrors attached to the door.

Rear camera.

Full cabin enclosure with hard doors.

Fuel Option – Gas or Diesel.

Climate controlled in the cabin (HVAC) capable.

6.3 Questions

Can the vendor deliver a Utility Terrain Vehicle (UTV) in FY2025? If not, what is their timeline?

If the vendor cannot meet the minimum requirements listed above on a factory unit, are they willing to install quality aftermarket parts to meet requirements?

7.0 Acquisition Strategy

A contract is not being solicited nor awarded from this announcement; however, in the event the Government proceeds toward a solicitation/award, one firm fixed price contract would be most likely.

Responses may include potential firm fixed price CLIN structures for use in a possible RFQ.

8.0 Inquiries

All questions regarding this RFI must be submitted, in writing via email to Jade Gaston at jade.gaston@usss.dhs.gov and Melissa Chabot at aisha.collins@usss.dhs.gov. Questions will be addressed generally no more than 48 hours after receipt.
