About this file

This is a Questions and Answers document and Phase I Evaluation Checklist for a 9mm Pistol Caliber Carbine solicitation (70US0925R70092838) issued by the United States Secret Service (USSS).

The Q&A section addresses vendor questions about handguard length requirements, evaluation checklist discrepancies, accessory provisions, sample submission requirements, quality management system (QMS) requirements, muzzle device specifications, and ISO certification alternatives. Key clarifications include: evaluation checklists should read "minimum" handguard lengths (9.00 inches for full-size PCC, 7.00 inches for PDW variant), USSS will supply testing accessories (magazine, Aimpoint T-2 with mount, Streamlight TLR RM2 flashlight), samples must arrive at Rowley Training Center by 5:00pm August 15, 2025, all samples require suppressors, and QMS requirements were amended to allow quality manuals or process synopsis in lieu of strict ISO certification. The document specifies submission of 5 PCC and 5 PDW firearms per offeror (up to two submissions allowed), with samples returned to offerors except potentially retained from the winning contractor. The evaluation checklist appendices outline technical requirements including weight limits (7.0 lbs maximum), barrel lengths (10.0-12.0 inches for PCC, 6-8.0 inches for PDW), overall length restrictions, trigger pull specifications (3.0-5.0 pounds), and accuracy/velocity testing protocols with detailed evaluation criteria for both firearm variants.

9mm Pistol Caliber Carbine Solicitation: 70US0925R70092838

Vendor Question USSS Response To verify, on the State of Requirements vs the Phase I Evaluation Checklist:

2.9.15.6 on Page 9 it says, “Handguard length:

9.00 inches (minimum, measured from the front of the magazine well). The handguard assembly shall have MLOK-compatible slots along the length of the handguard at the 3:00, 6:00 and 9:00 o'clock positions.

Now on the Phase I Evaluation Checklist Appendix A on the top of page two it clarifies the handguard length to be 9.00 inches. We would like to see this be amended to minimum 9.00 inches, so that it matches that of the SOR.

Evaluation checklist should read "minimum 9.00 inches".

2.9.222 on Page 10 it says, “Handguard length:

7.00 inches (minimum, measured from the front of the magazine well). MLOK slots are not required.

Now on the Phase I Evaluation Checklist Appendix B on the top of page two it clarifies the handguard length to be 7.00 inches. We would like to see this be amended to minimum 7.00 inches, so that it matches that of the SOR.

Evaluation checklist should read "minimum 7.00 inches."

On page 5 of the Testing Criteria/Procedures document it says, “The evaluation shall be conducted with the following utilizing the following accessories: Magazine, Aimpoint T-2 with mount, Streamlight TLR RM2 flashlight”. Do the rifles need to be supplied with these?

No, USSS will supply the accessories.

Under the 2.2.1 of the SOR when are the Proposal Submission samples due for initial proposal submission for USSS evaluation the proposed variants? Also, will the proposal submission samples become property of the USSS or will they be returned to the offeror?

Samples should be hand-delivery or shipped to arrive at Rowley Training Center by 5:00pm, August 15, 2025. All hand-delivery submission should be coordinate with Michael Kummer at 240-624-3621 or Michael.Kummer@usss.dhs.gov. If delivery is sent via FedEX or UPS, notification is required to Michael Kummer.

Samples will be returned to offerors. USSS may purchase and retain the samples from the winning offeror.

For the First Article Test (FAT) in section 2.2.3 of the SOR, are these samples considered part of the quantity of the original contract 150-1000 units?

Yes

On page 3 of the SOR, the last paragraph of 2.2.3 states, “The Government will be responsible for conduction a FAT if it is invoked for Condition"a ".

Please verify what condition “a” is.

Condition "a" refers to section 2.2.3.1 "First fifteen (15) production samples after solicitation."

In lieu of ISO 9001 certification or DCMA Certification, would a Statement of Quality practice suffice as a substitution? We have successfully fulfilled a federal contract for firearms within the last two years. Would that suffice to show our commitment to our quality, high standards, and our 34 years of business?

Alternatively, would receipt of ISO 9001 certification following award of the contract be acceptable?

Solicitation should be amended to read: "The manufacturer shall have a QMS (Quality Management System) in place that enables the organization to identify, measure, control, and improve key manufacturing processes. The offeror(s) shall provide a current QC/QA process synopsis including examples of their quality plans for the manufacturing of USSS firearms with their solicitation sample. Submission of a complete copy of the manufacturer's Quality Manual or a copy of the manufacturer 's ISO certification will fulfill this requirement.

We are having confusion with the SOR and a muzzle device. Are we to provide a suppressor for each of the firearms or some other type muzzle device (compensator, birdcage)? There are no specific instructions/specs for the device other that the muzzle is to be threaded.

Yes, all samples will be threaded for a suppressor. All samples will be supplied with a suppressor. No other muzzle devices are required. Testing will be conducted with offeror supplied suppressor installed.

We are currently in the process of our ISO certification. How do we handle this requirement.

We have always had an internal QMS to manufacture quality products and our OEM customers have never required ISO. I can send our quality manual if you like.

Refer to Q#12.

Are we submitting a proposal for costing by August, 15th or are all these items to be delivered by August 15th? Ten firearms, 100 magazines, spares and all associated technical items needed to comply.

Yes, you are required to submit a cost proposal by August 15, 2025.

Yes, the offeror shall submit 5 PCC and 5 PDW per submission. Up to two (2) submissions per offeror are allowed.

All hand-delivery submission should be coordinate with Michael Kummer at 240-624-3621 or Michael.Kummer@usss.dhs.gov. If delivery is sent via FedEX or UPS, notification is required to Michael Kummer.

section 2.3 Quality Management System (QMS)

2.3.2 Section defines, contractor shall posses

either a Department of Defense (DoD), Defense Contracting Management Agency (DCMA) ceritification or a current ISO 9000 ceritfication to certify their quality controll/quality assurance protocols.

We work with the DoD, DLA (Defense Logistics Agency), they define that statement ISO 9000 certification or compliance. This allows compliant contractors to enter into contracts if they are ISO 9000 compliant.

We are ISO 9000 compliant but not ISO 9000 certified, we are asking if we can bid this contract as an ISO compliant contractor.

Refer to Q#12

This verbiage was confusing- “Only two (2) specific nomenclature model firearms from each offeror shall be submitted for solicitation testing and considered for contract award.”

We understand now it is 5 full firearms and suppressors needed for testing. When are they due to your office for testing? Is it the same as the proposal due date?

Refer to Q#15

Just want to confirm when the two test samples are due to U.S.S.S. of the complete weapon system, and the shipping address as well.

See Question # 15.

The Government will be responsible for conducting a FAT if it is invoked for section 2.2.3.1. The Contractor shall be responsible (under Government supervision) for conducting the FAT for all other conditions and shall be responsible for all associated expenses to include testing, shipping costs, administrative/processing costs, and any other expenses associated with FAT and/or firearm quality issues.

2.2.4 Limited Technical Inspection (LTI) During the contract term post-award, if the manufacturer of the weapon modifies the design of the firearm in any way, the contractor shall be required to notify the USSS Office of Training - Firearms Policy and Research Section the Contracting Officer's Representative (COR), and the Contracting Officer at least thirty (30) days in advance of any changes in material, make up, or specifications of the firearm prior to delivery. The specifications designated for LTI in the official solicitation will be verified for each production sample received during the duration of the contract. All contract production samples must meet the requirements set forth in the official solicitation and exhibit performance that is comparable to what was exhibited during solicitation testing for all requirements during LTI. The Government reserves the right to increase the amount of testing it performs under the LTI protocols up to the full amount of testing conducted during all phases of solicitation testing. Firearms shall be inspected in their entirety for general contract compliance.

If the new modifications do not pass the Government's testing (via LTI or further), the Government reserves the right to reject the modifications. If the Government refuses the modifications, then the Contractor shall continue to deliver in accordance with the original contract specification.

2.3 Quality Management System (QMS)
