About this file
This document is a comprehensive Questions and Answers (Q&A) file for a United States Secret Service (USSS) solicitation for Applicant Physical Abilities Testing (APAT) services. The solicitation seeks a contractor to provide maintenance, hosting, administration, and scoring of physical abilities testing for Secret Service law enforcement personnel recruitment. Key details include a proposal response deadline extended to July 24, 2025 at 12:00 PM EST, with projected annual testing volumes of 8,492 Special Agent applicants and 4,928 Uniformed Division applicants. The contract requires the vendor to be FedRAMP Authorized, develop API interfaces with the Applicant Lifecycle Information System (ALIS), and establish testing locations primarily in major U.S. cities, with a potential expansion to multiple locations in FY27 Q1.
The Q&A document addresses numerous technical and operational details, including testing site requirements, weather condition measurements, scheduling constraints, and system integration specifications. Notable requirements include providing distraction-free testing environments, using validated weather sources, supporting large-scale testing events (defined as 4-20 applicants per session), and potential implementation of alternate physical testing sites. The USSS will provide training materials and performance evaluation criteria, and the contractor must accommodate various testing scenarios while maintaining strict technical and operational standards. The solicitation leaves several specifics to be determined after contract award, indicating flexibility and collaborative approach in final implementation details.
