NOTICE OF INTENT TO SOLE SOURCE

Notice of Intent to Award Sole Source Purchase Order to VirTra Systems, Inc.

Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to VirTra Systems, Inc. for VirTra systems upgrades.

The product provided by VirTra Systems, Inc. and benefits to the Agency are described in the following below information.

VirTra is the sole proprietor and point of sale for all goods and services VirTra related. The Secret service originally purchased VirTra simulation systems for their proprietary software and ability to virtually copy and use real sites for training scenario purposes. The VirTra systems have proven to be reliable and flexible enough to benefit the Secret Service Training mission. Like the other virtual simulator systems, VirTra systems are not compatible with other simulation systems. Keeping with VirTra systems means keeping continuity in both instructor and student training while keeping updates and maintenance consistent. Changing from VirTra would require a wholesale revamp to include instructor training, all system and peripheral replacement and the loss of all current virtual scenarios.

A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.

The North American Industrial Classification System (NAICS) code for this effort is 339999, All Other Miscellaneous Manufacturing.

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 1:00 PM ET on May 5, 2021. Responses must be submitted in writing to willie.bethune@usss.dhs.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.
