About this file
This document provides an amendment to a request for proposals for perimeter security assets and solutions for National Special Security Events and other protective events. The amendment responds to vendor questions by clarifying requirements for pricing of labor, equipment, installation and other costs to be included in ceiling prices for perimeter security assets. Ceiling prices will establish maximum amounts for future task order negotiations under multiple-award contracts to small businesses in NAICS code 561990 with a period of performance of five years and ceiling amounts of $76 million for Tier 1 contracts and $5 million for Tier 2 contracts from the Department of Homeland Security's US Secret Service. Subcontracting and teaming arrangements are permitted. The deadline to acknowledge receipt of the amendment was February 18, 2020.

Request for Proposals 70US0920R70090003 Perimeter Security Assets Questions and Responses
1. Is it the intent of the USSS to award multiple contracts to vendors for each tier type and then issue task order bids as each event approaches?
Response: Yes. Task orders will be issued subject to ordering procedures.
2. Should suppliers and installers to the “Main Vendor” show labor pricing on the pricing submittal sheets? Typically, second tier vendors provide pricing to supply and install assets as a turnkey price as opposed to perpetually broken down prices due to the various items that go into completing the projects. IE, material and labor are not the only items that would go into furnish and install.
Response: Offerors shall submit pricing for perimeter security assets that includes the labor associated with the installation and tear down of those assets.
Fully burdened labor rates shall be submitted separately for consultative services.
Subcontractors: The request for proposals is designed for proposals from prime contractors (to the Government only). Prospective subcontractors should submit proposals to prospective prime contractors.
3. When necessary, or when improved/better assets are available, will we be able to substitute assets?
Response: At the issuance of a task order, contractors will not be permitted to substitute assets unless approved by the Government. If the assets are not already included in the contract, a contract modification will be required.
4. Can we “co-bid” with companies who have previously secured NSSE contracts?
Response: To be eligible for an award, the offeror needs to be a small business under North American Industry Classification System (NAICS) code 561990 - All Other Support Services.
The proposal submittal strategy is up to the offerors.
5. Can we use personnel that pass E-Verify work on the project?
Response: All work must be performed by U.S. Citizens.
6. Should we price assets as individual units or based on the estimated scale for the events?
Response: Perimeter security assets shall be priced for one (1) unit of issue for one (1) day. The price shall be the ceiling unit price realizing that task order prices may vary depending on the scale and location of an event.
7. I am assuming after reading the attached link - that this bid process is taking the place of how you had been doing it for the last three years?
Response: That is correct.
8. I am assuming that you need me to complete all of the attachments to the best of my ability and send back to you asap?
Response: Offerors shall follow the instructions in the request for proposals and ensure the proposals are received by the date and time stipulated in the request for proposals.
9. When you request a "Fully Loaded/Burdened Rate" for labor, are we to assume that this includes Rate Per Hour and Overhead only? Per Diem should not be included in the "Fully Loaded Rate", correct (as it will change from year to year)?
Response: Per Diem and travel costs shall not be included in the fully loaded/burdened rate and will be reimbursed per the Federal Travel Regulations (FTR).
All labor costs shall be included in the fully loaded/burdened rate with the exception of travel and per diem.
10. When you request a "Fully Loaded Rate" for labor, would you like to see the Double Time ONLY rates or would you like to see Straight Time, Overtime, Double Time and Holiday rates for each position?
Response: Offerors shall submit for each position one (1) fully burdened firm fixed-price labor rate that is a ceiling labor rate.
The fully burdened labor rates associated with all labor categories shall be the ceiling prices for all task order negotiations; no proposed task order labor hour pricing shall exceed the Ceiling Price Worksheet (CPW) fully burdened rates, but contract awardees may propose lower fully burdened rates during task order solicitation.
11. The RFP States "Perimeter security asset unit pricing shall be all inclusive with the exception of delivery/transportation:"
a) Do you want us to include the price of heavy equipment that will be required for the installation/operation of the asset? (e.g. to load/unload a 20' portable vehicle barrier we require a specialized forklift - which isn't listed under "Heavy Machinery/Major Items" on the Ceiling Price Worksheet).
Response: Offerors shall include all costs associated with the installation and operation of the asset to include heavy machinery.
The proposed prices for the perimeter security assets shall be firm fixed-price ceiling prices for all task order negotiations; no proposed future task order pricing shall exceed the CPW prices, but contract awardees may propose lower prices during task order solicitation.
b) Does "all inclusive with the exception of delivery/transportation" mean that you want us to include the cost of labor to install and strike the asset?
For Example: For Anti-Scale Fencing, to install 1 piece of anti-scale fencing in a union town, we would require several departments and personnel.
Response: Offerors shall include all costs associated with the installation and operation of the asset to include labor to install and strike the assets.
The proposed prices for the perimeter security assets shall be firm fixed-price ceiling prices for all task order negotiations; no proposed future task order pricing shall exceed the CPW prices, but contract awardees may propose lower prices during task order solicitation.
c) Please confirm that we are not expected to include any travel/lodging/per diem costs for crew required to install/operate/strike the asset.
Response: Per Diem and travel costs shall not be included in the ceiling price and will be reimbursed per the Federal Travel Regulations (FTR).
12. There are specific pieces of equipment (e.g. heavy-duty forklift for portable vehicle barriers) that are not listed under the Heavy Machinery/Major Items category on the CPW. If these items are not to be included in the unit price (Question 3A above), how would you like us to show the price for these items, if at all?
Response: Offerors shall include these costs in the ceiling prices.
13. This RFP specifies only one of the two primary types of Anti-Scale fencing used by USSS. This does not address the Anti-Scale/Anti-Pass-Through fencing (8' tall x 8' wide Steel fence with diamond mesh) that has been used previously by USSS. Should we include pricing for this type of anti-scale as well, or is this what you mean by "Steel Fence" in the CPW?
Response: The steel fence included in the CPW refers to the Anti-Scale/Anti-Pass-Through fencing.
14. Is the ceiling amount for each Tier 1 or Tier 2 contract as listed in the RFP ($76,000,000 and $5,000,000 respectively) the ceiling amount per vendor contract or for ALL Tier 1/Tier 2 events that fall within the contracted 5-year period?
Response: The ceiling amount is the per vendor contract maximum award amount over the full duration of the contract, for each Tier.
