PART B: Evaluation Factors
The Government will evaluate the submission based on the following three (3) separate evaluation factors and relative order of importance.
Technical Factor (Testing) Past Performance Price
The evaluation factors are listed in descending order of importance. As the non-price merits of competing quotations approach equal, price will become more important in the best value trade-off decision.
Technical Factors
U.S. Secret Service requires the submission explanation addressing all the requirements detailed in the Specifications and Descriptions. Technical Factors shall include a full description of all ammunition being submitted for evaluation, complete with all specifications and performance characteristics. The offeror’s submission should include a complete report detailing their quality control plan and any commercial warranty being offered for the ammunition. Both the offeror’s quality control plan and warranty will be incorporated into the contract.
Past Performance
The offeror shall submit three (3) recent, i.e., within three (3) years of the deadline for submission of proposals, past performance references for the delivery of Ammunition to the Government. If Government (i.e., federal, state or local) references are not available, the offeror may provide references from private entities. Past Performance Questionnaires are not required.
Additionally, vendors shall identify all contracts/orders during the three (3) year period preceding the deadline for submission of proposals that resulted in formal disputes concerning performance issues such as delivery or cost problems in performing the contract, the corrective action taken, and the effectiveness of the action(s) taken to address such issues. To the extent, the following information is available, the following information shall be included with the submission of all references:
1. Name of Government Agency/Company Client whether served as prime or as subcontractor on effort;

Contractor employees responsible for preparing material that may be source selection sensitive must mark each page that the contractor believes contains source selection information with the legend “Source Selection Information”.
The Government reserves the right to query other relevant past performance information found on the Contractor Performance Assessment Reports (CPAR) located in the Past Performance Information Retrieval System (PPIRS).
A review of the Federal Awardee Performance & Integrity Information System (FAPIIS) will be conducted in order to determine contractor responsibility.
Price
The offeror shall provide a firm-fixed price to include each deliverable separately as listed on the SF18. The Government shall evaluate quotes for award purposes by adding the total price for all deliverables.
An award will be made based on the best overall (i.e., best value) offeror that is determined to be the most beneficial to the Government with appropriate consideration given to the following evaluation factors: Technical, Past Performance and Price. Offerors are cautioned that the award may not necessarily be made to the lowest price offered or the highest rated technical offeror.
Best value is defined as the offer that results in the most advantageous acquisition decision to the Government as determined by an integrated assessment and trade-off analysis among non-price and price factors. The quotations received under this RFQ will be evaluated in accordance with the instructions found in this solicitation.
The Government anticipates making an award on initial offers. The Government reserves the right to remove quotations from further consideration for award if they are not among the most highly rated offers. An offeror that receives a rating of unsatisfactory in any factor may not be determined to be among the most highly rated offerors and may be excluded from further discussions and/or eliminated from competition.
The Government reserve the right to issue a single or multiple awards, up to two (2) different offerors, if more than one offeror meets all Statement of Work factors.
In the event an order is awarded under this RFQ, the FAR provisions, clauses, terms, and conditions shall be applicable to the awarded order. The Government reserves the right not to issue an order and to cancel this solicitation.
