The U.S. Secret Service shall perform pressure, velocity, accuracy, functioning, and dimensional acceptance testing in accordance with the statement of work/specifications under the contract. Ammunition failing to meet the specifications will not be accepted and shall be replaced by the contractor at no cost to the Government.

5.1 DEFINITIONS

5.1.1 Ballistic Coefficient – A measure of a bullet’s ability to resist air drag. This is a ratio of the sectional density of a bullet to its external shape.

5.1.2 Certified – A data worksheet, test report, or inspection report bearing the signature of the person completing the report, and the signature or initials of the supervisor.

Page 6 of 8 SOW: 5.56mm 64gr (+/-3gr) – AMMO dated 03/21/19

5.1.3 Pounds per Square Inch – A measure of chamber pressure derived by use of an electronic transducer. Pressure is the force per unit area, in this case the force is pounds and the unit area is square inch.

5.1.4 Extreme Spread – The diameter of the smallest circle which, when drawn on the target, contains the center of the holes for all rounds fired in this sample. When measuring, measurements are taken from the inside edge of one hole to the outside edge of the most distant hole.

APPENDIX A

ACCURACY TEST PROCEDURE

A.1 Scope. The accuracy test shall be performed to determine the uniformity and dispersion of the bullets at a specified distance from the test barrel.

A.2. Equipment

A.2.1 Test Barrels. The test barrels shall be a 20 inch 5.56x45mm NATO specification (1:7 twist) test barrel mounted in a Universal Receiver.

A.3 A total of three (3) strings of ten (10) shots shall be fired from the specified test barrel for record, with the target being changed after each 10 shot group.

A.3.1 Each target shall be measured to determine the maximum spread of each 10 shot group. This shall be accomplished by measuring the center-to-center distance between two bullet holes which are farthest apart. Measurement shall be accurate within plus or minus 0.01 inch and results shall be recorded to the nearest one-hundredth of an inch.

A.3.2. Misfired cartridges and fired cartridge cases and primers shall be retained for further examination.

A.4 Test Protocols

A.4.1 Cartridge Examination. If visual defects are found in the test cartridge prior to testing, the defective cartridge(s) shall be rejected.

A.4.2 Cartridge Conditioning. The required number of test cartridges shall be permitted to come to a temperature of 60 degrees to 80 degrees Fahrenheit prior to being placed in the controlled temperature room or container. The cartridges shall be placed in a controlled temperature room or container in such a manner that all the cartridges are subjected to a uniform temperature for a minimum of two hours prior to firing. The room or container shall be maintained at 70 degrees +/- 5 degrees Fahrenheit, and be of sufficient capacity to allow free circulation of air.

A.4.3 Barrel and Weapon Preparation. The test weapon and specified test barrel shall be thoroughly cleaned prior to the beginning of testing. The test weapon shall be lubricated using factory recommended lubrication. The weapon shall be

Page 7 of 8 SOW: 5.56mm 64gr (+/-3gr) – AMMO dated 03/21/19 maintained at room temperature for a minimum of two hours prior to the start of testing.

A.5 Examinations. All fired cartridge cases and primers shall be visually examined to determine compliance with the applicable requirements in the specification. In the event that fired case or primer defects are encountered, or if a misfire occurs, then the test barrel shall be examined to determine if the defect is attributable to the barrel. If the barrel is at fault, then the test shall be disregarded and the barrel shall be repaired or replaced prior to performing a retest. If the defect cannot be attributed to the barrel, then the defect shall be attributed to the cartridges. Misfired cartridges and fired cartridge cases and primers shall be retained for further examination.
