About this file
This is a Questions and Answers (Q&A) document for a TSA procurement of magnetic stanchions. The solicitation requires 220 stainless steel magnetic base stanchions with specifications including a maximum 5.5-inch diameter base, locking mechanisms on the retractable belt, and domestic origin compliance per the Buy American provision. The document clarifies key specification and procedural requirements through nine reference questions.
Critical clarifications include: the 5.5-inch diameter base requirement is non-negotiable and TSA will not accept 7-inch alternatives; the submission deadline is September 22 at 10:00 AM ET; completed PDF pricing submissions are acceptable; only domestic end products qualify, with TAA-compliant products not considered; the applicable NAICS code is 332510; and TSA requires a complete order of all 220 stanchions with no partial awards accepted. Additional guidance specifies that extended delivery timelines for overseas production are acceptable if noted in proposals, previous purchase price information will not be provided, and the locking mechanism requirement refers only to the retractable belt lock, not the post-to-base connection.

# Reference Question Answer
1 SOW section 2.2 specifies a stainless steel magnetic base "with a 5.5" or less diameter."
Would TSA consider a stanchion with a 7-inch diameter base to be technically acceptable? In our experience, a slightly wider base provides meaningfully better stability in a busy checkpoint environment, where stanchions are frequently bumped by travelers
No
2 due date Due date: the SAM.gov notice shows quotes due September 22 at 10:00 AM ET, while paragraph (iv) of the description says 10:00 pm ET. Which time is correct?
10:00 AM ET.
Pricing table: Section 5 refers to cell G16 of Attachment 1, but the attachment was posted as a PDF.
Is an Excel version available, or is a completed PDF acceptable?
A completed PDF is acceptable
Locking mechanism:
does "locking mechanisms to prevent unauthorized adjustments or tampering" refer to a lock on the retractable belt end, a lock securing the post to the magnetic base, or both
Only referring to the lock on the retractable belt.
Country of origin the solicitation incorporates 52.225-1, Buy American–Supplies. Will TAA-compliant products be considered, or must the stanchions be domestic end products?
TSA will only consider domestic products
NAICS
the notice lists NAICS 332510, while provision 52.204-8 lists 424350 with a 150-employee size standard. Which NAICS code and size standard apply?
The NAICS code is 332510
7 Delivery Could the delivery time be extended a little? We plan to provide products from overseas, so the production and shipping time may take longer A longer wait time is acceptable and shall be noted in your proposal
8 purchase price Could you please provide the previous purchase price for this type of Magnetic Stanchions? No
9 quantity
Would the Government consider a partial-quantity award -- for example, a quote for a portion of the 220 stanchions -- or is this an all-or-none award? If a partial award is possible, is there a minimum quantity the Government would consider?
No. TSA is looking for a complete order of 220 stanchions
