About this file
This is a Request for Proposal (RFP) from the Transportation Security Administration (TSA) for mats and wall pads installation at the TSA Training Center in Atlantic City International Airport. The project involves completely updating the mat room in building 360, including removing existing mats and wall pads and installing new vinyl mats and wall padding with specific requirements: black color, minimum 2" thickness, four gray vinyl squares approximately 387 sq ft each, and a dedicated footwear removal area. The room dimensions are 62-feet 4-1/4-inches by 57-feet 1/8-inches, with a 7-foot by 33-foot footwear removal zone.
The solicitation requires a site visit on September 15th, 2025, from 10am-12pm Eastern, with only one person per company allowed. The delivery and installation timeframe is within 60 days after award, and contractors must include all travel, lodging, meals, and incidentals in their total price. The evaluation will use a best-value trade-off analysis based on three factors: Technical (approach), Prior Experience (within last 3 years of mat/wall pad installation), and Price. The government will assign confidence ratings for Technical and Prior Experience factors and intends to make an award without further communication with contractors.
