First Article Items format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written a solicitation will not be issued.
The solicitation number for this procurement is 70T05025Q5900N002, and this is a request for quote (RFQ). The acquisition is being conducted full and open competition pursuant to the authority of Federal Acquisition Regulations (FAR) Part 12, and Part 13 utilizing procedures in Subpart 13.5.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective 1-17-2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 424350 - Clothing and Clothing Accessories Merchant Wholesalers.
SECTION 2: STATEMENT OF WORK
2.1 Scope of the Product, Service, or Outcome:
The Transportation Security Administration (TSA), Security Operations is seeking to purchase uniform items to be shipped throughout to the following airports: IND, MIA, and ORD.
This contract is intended as a proof of concept of uniform items. The first delivery will require First Article Testing.
The Contractor shall provide the TSA select Uniform Items for both male and female officers in accordance with this Statement of Work. Of importance is TSA Made In America Requirements for Uniforms. These are summarized as follows:
• TSA uniform items are required to comply with the Kissell Amendment (Pub. L. 111–5, 123 Stat. 115, 165–166).
• This means TSA uniforms must be either:
(1) Manufactured in the United States (U.S.) and consist of fibers that have been grown, reprocessed, reused, or produced in the United States; or
(2) Manufactured in Chile and meet the conditions of the Chile Free Trade Agreement.
World Trade Organization (WTO) Government Procurement Agreement (GPA): TSA procurements under Federal Supply Class (FSC) 83 (textiles, leathers, furs, apparel, shoe findings, tents and flags) and FSC 84 (clothing, individual equipment, and insignia and jewelry) are not covered by the WTO GPA.
Chile Free Trade Agreement (FTA): TSA procurements under FSC 83 and FSC 84 are covered by the Chile FTA.
United States-Mexico-Canada Agreement (USMCA): TSA procurements under FSC 83 and FSC 84 are not covered by the USMCA.
Note: Prior to the USMCA, which entered into force on July 1, 2020, TSA could obtain uniform items from the U.S., Mexico, Canada and Chile under the Kissell Amendment.
In addition, TSA must also comply with the Homeland Procurement Reform (HOPR) Act (Pub.
L. 117-263) This means:
To the maximum extent possible, at least one-third of the funds obligated for the procurement of uniforms and protective equipment covered by the HOPR Act be used to purchase goods manufactured by entities that qualify as a U.S. small business.

2.2 Technical Requirements/Specifications
2.2.1 TSA OFFICER BADGE EMBLEM
The “TSA Officer Badge” emblem shall be approximately 2 1/3" x 3 1/3".
The “TSA Officer Badge” emblem shall be made of majority polyester twill fabric.
The “TSA Officer Badge” emblem shall be 1/16 inch thick.
The “TSA Officer Badge” emblem shall be made with 8 thread colors (gold, silver, navy blue, royal blue, white, green, aqua blue, and red).
The “TSA Officer Badge” emblem shall be made with approximately 10,000 stitches, as appropriate.
2.2.2 DHS/TSA EMBLEM
The “DHS/TSA” emblem shall be round and shall have a 3 3/4" in diameter.
The “DHS/TSA” emblem shall be made of majority polyester twill fabric.
The “DHS/TSA” emblem shall be 1/16 inch thick.
The “DHS/TSA” emblem shall be made with six thread colors (silver, royal blue, white, green, aqua blue, and red).
The “DHS/TSA” emblem shall be made with approximately 20,000 – 25,000 stitches, as appropriate.

TSO Unisex Items
2.2.3 TSO Nameplate Design
The nameplate shall be rectangular in shape.
The nameplate shall have no border.
The nameplate shall have a double clutch back.
The nameplate shall have two lines of engraving.
Engraving The top line shall be the officer’s last name.
The bottom line shall be officer’s title. Potential titles shall include:
Officer Lead Officer Supervisory Officer The font style shall be SL513 Hung.
The name letter size shall be 0.1875 in.
The title (rank) letter size shall be 0.1250 in.
The title (rank) letter coating shall be Gravoxide (turns letters black).
Color The nameplate shall have a brushed silver finish.
Size The nameplate shall be 2-13/16” x 7/8”
2.2.4 Shoulder Board—Officer Design
The shoulder board shall be designed to fit over the shirt epaulets.
The shoulder board shall designate the rank of Officer.
The shoulder board shall taper, measuring 2 ¼” at the armhole end and 1 7/8” at the button end.
The shoulder board shall measure 3 ½” in total length.
The shoulder board shall be fused with Pellon or equivalent for reinforcement.
The loop shall be closed with a ¼” seam, single needle lock stitched.
The ends of the shoulder board shall be turned under ¼” and edge-stitched (to finish).
Fabric The fabric shall be a polyester/cotton blend.
The fabric shall be navy in color.
The fabric shall be the same fabric as utilized in the TSO Male Relaxed Fit Trouser (TSA-TSO- 024).
Customization “TSA” shall be embroidered in block letters on the topside of the shoulder board. The top edge of the letters shall begin 1 3/8” below the narrow edge (1 7/8” wide edge) of the shoulder board. The letters shall be ¾” tall. The color of the embroidery shall be metallic silver color MS51001. The total width of the embroidery shall measure 1 ⅝” wide. No type font used. Digitized per letter.
There shall be one metallic silver bar embroidered on the narrower end of the shoulder board (1 7/8” wide edge). It shall be placed ¼” off the edge. There shall be one metallic silver bar embroidered on the wider end of the shoulder board (2 ¼” wide edge). It shall be placed ¼” off the edge. Each bar shall be 1/8” wide. The color of the bars shall be metallic silver color MS51001.
2.2.5 TSO Shoulder Board—Lead Officer Design
The shoulder board shall taper, measuring 2 ¼” at the armhole end and 1 7/8” at the button end.
The shoulder board shall measure 3 ½” in total length.
The shoulder board shall be fused with Pellon or equivalent for reinforcement.
The loop shall be closed with a ¼” seam, single needle lock stitched.
The ends of the shoulder board shall be turned under ¼” and edge-stitched (to finish).
Fabric The fabric shall be a polyester/cotton blend.
The fabric shall be navy in color.

2.2.6 TSO Shoulder Board—Supervisory Officer Design
The shoulder board shall taper, measuring 2 ¼” at the armhole end and 1 7/8” at the button end.
The shoulder board shall measure 3 ½” in total length.
The shoulder board shall be fused with Pellon or equivalent for reinforcement.
The loop shall be closed with a ¼” seam, single needle lock stitched.

2.2.7 TSO Unisex Polo Shirt
Design The shirt shall be a knit polo shirt.
The shirt shall have short sleeves.
The shirt shall have a rib knit collar and sleeve welts.
The shirt shall have a clean finished placket.
The fabric shall be 50% cotton and 50% polyester knit fabric.
Color The color shall be royal blue.
Collar The collar shall be dyed to match knit color.
Sleeves The sleeves shall be one piece ending in a 1” dyed to match sleeve welt.
Front The shirt shall have a three-button front.
The shirt shall have a top horizontal buttonhole. The shirt shall have two other holes that are vertical.
All buttonholes shall correspond to a button for closure.
Back The shirt shall have a one piece back.
Hem The shirt shall have a straight tail.
Seaming The side seams shall have a clean finish.
Customization The “TSA Core Values” emblem (TSA-EMB-001) will be stitched to the left upper sleeve, centered 1 ½” below the sleeve set seam.
The “TSA Officer Badge” emblem (TSA-EMB-002) shall be placed on the left upper front.
The “DHS/TSA” emblem (TSA-EMB-005) will be stitched to the right upper sleeve, centered 1 ½” below the sleeve set seam.
Size Tag and Care Instructions Each garment shall be identified by permanent label that includes size, style number, care instructions, fabric content, and country of origin labeling.

2.2.8 TSO Unisex Long Sleeve Polo Shirt
Design The shirt shall be a polo shirt style.
The shirt shall have long sleeves.
The shirt shall have a rib knit collar.

The shirt shall have clean finished placket.
The shirt shall have a straight tail.
Fabric The fabric shall be 50% cotton and 50% polyester knit.
Color The color shall be royal blue.
Collar The collar shall be dyed to match knit color.

2.2.9 Unisex Nickel Screwback Nameplate
Design:
Brushed silver finished nameplate with no border, 2 13/19” by 7/8”. It will have a screw-on plastic back for security.
Engraving:
The nameplate will have two lines of engraving. The top line will be the officer’s last name. The bottom line will be the officer’s title.

2.2.13 TSO Men's Long Sleeve Shirt Design
The shirt should be of simple design and could be provided without pockets
The shirt shall have a banded collar.
The shirt shall have sleeve plackets and cuffs.
Fabric The shirt shall be royal blue.
The shirt shall have 65% polyester 35% cotton soft hand.
Front The left front placket shall have 6 vertical buttonholes.
front shall have six 20 ligne, 4-eye buttons that fasten to corresponding buttonholes.
Collar The shirt shall have a banded collar.
The collar portion shall be constructed out of two pieces of body fabric (stitched, turned, and topstitched at a 3/16” margin) and interlined with Pellon or equivalent.
The collar tips shall have slotted collar stays that are attached to bottom side of the interlining.
The band portion shall be constructed out of two pieces of body fabric (creased and edge- stitched) and shall be interlined with Pellon or equivalent.
The band shall fasten with a button/buttonhole closure.
Epaulets The shirt shall have pointed tapered epaulets on each shoulder.
The epaulets shall be constructed from two pieces of body fabric (creased and edge- stitched) and interlined with Pellon or equivalent.
The epaulets shall be functional as to accommodate shoulder boards.
A buttonhole shall be sewn in the center of the epaulet (parallel with the long edges of the epaulet) ½” from the tip of the pointed end.
The epaulets shall not have any “X” stitching at the armhole end.
The epaulets shall measure 1 7/8” wide at shoulder seam, tapering to 1 ½” wide at pointed end.
The epaulets length shall grade with the shoulder seam as shirt increases/decreases in size, with the tip finishing 1” from the neck seam.
Buttons The shirt shall have 20-ligne melamine buttons dyed to match the fabric color.
Seams The shoulder join seam shall be sewn with a single needle stitch.
Hem The shirt shall have a ¼” double turned, shirt-tailed hem that shall be single needle topstitched at a 3/16” margin.

The trouser shall have 65% polyester 35% Touchtex twill.
Waistband The waistband shall finish 2" wide and shall be closed with a crush-proof hook and eye, the eye being bar tacked for stability.
Ban-Rol or equivalent waistband stiffener, 3/4" wide, shall be sewn into the waistband on the front of the trouser from side seam to side seam.
The full length of the waistband shall be fused with non-woven fusible interlining.
The waistband shall have two pieces of 13mm pre-shrunk elastic, beginning 1” forward of each side seam and extending over the back panels.
Each piece of elastic shall be 1” wide and 4” long (relaxed).
The elastic shall allow the waistband to stretch a minimum of 1-1/2”.
The trousers shall be made with a continuous closed waistband.
The waistband shall be set on and stitched below the lower edge through the outer fabric and the waistband curtain.
Inside Trim The right fly lining is to be made from the same fabric and color as the waistband curtain.
The right fly lining is sewn to the left fly below the zipper and extends 1” beyond the crotch joining seam.
Belt Loops There will be a minimum of five (5) belt loops on sizes 12 and smaller, and a minimum of seven (7) on sizes 14 and larger.
Each loop is to be 3/4" wide, of double thickness, interlined with a non-woven fusible interlining, and stitched on the face side with a two-needle machine.
Except for the center back loop, which shall be inserted in the top of the waistband and dropped tack on the bottom; all loops shall be inserted in the top and bottom of the waistband.
They shall accommodate a 1 5/8” belt.
Zipper The trousers shall be closed with a YKK or equivalent brass zipper which has a brass bottom stop at the base of the zipper chain and a brass ratcheting cam lock slider.
The inside left fly shall be reinforced with Pellon or equivalent under the zipper stitching.
A straight bar tack shall be sewn through from the outside of the trouser to the inside at the bottom of the fly.
It shall be sewn through the zipper tape, the right and left flies and the right fly lining.
The right and left flies shall be joined by an additional bar tack on the inside of the trouser.
Buttons Buttons shall be used for the French fly and left, back hip pocket.
The buttons shall be 22 ligne melamine and 4-hole style.
The buttons shall be dyed to match the fabric color.
Hem Trousers shall be tapered according to trouser length to ensure a clean structured appearance.
Finishing and Pressing All loose threads shall be removed.
The trousers shall be pressed completely and properly with the side seam, inseam, and seat seam pressed open.
