About this file
This single source justification document outlines a purchase order awarded by the Transportation Security Administration to Grey Raven Group for personal protective equipment. The purchase order is for safety glasses meeting ANSI Z87.1 certification, with a value of $354,600, to be delivered within two weeks of the April 9, 2020 award date. The justification cites an urgent need to provide Transportation Security Administration screening personnel with protective equipment during the COVID-19 pandemic. Only Grey Raven Group could meet the specifications of durable, anti-splash safety glasses with short delivery given TSA's outreach to 10 potential vendors through a request for information, with most unable to comply with requirements or timelines. The contracting officer and acquisition officials approved the single source award as representing the best value based on cost estimates and Grey Raven's comparable previous sales.

The procurement request number is 2120200OSO015, and the Contracting and Procurement’s tracking number is
JA-2020-05-0490.
This acquisition is conducted under FAR Part 13, Simplified Acquisition Procedures.
SECTION II: Description of Action Being Approved
(a) Contractor: Grey Raven Group, 105 Bayshore Lane, Anderson, SC 29621 USA
(b) Type of action: Purchase Order
(c) Estimated Value: $354,600.00
(d) Period of Performance: Two weeks from date of award
(e) Grey Raven Group is the only known provider who is able to meet the required SPECs and short delivery deadline.
SECTION III: Description of Supplies or Services This requirement is for Personal Protective Equipment – Safety Glasses. In response to the COVID-19 pandemic, the Transportation Security Administration (TSA) will provide the TSA screening personnel stationed at airports with safety glasses for protection.
SECTION IV: Identification of the Single Source Justification
FAR 13.106-1(b)
Only one source is capable of responding due to the unique or specialized nature of the work.
Brand Name Only
An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.
A licensing agreement is required as a part of this purchase order, which is available from only one source.
SECTION V: Description of Rationale There are multiple types of safety glasses available on the market. TSA requires glasses that are ANSI Z87.1 Certified to assure the glasses provide the protection needed in the screening environment during the COVID-19 pandemic. TSA has specific criteria in addition to the Z87 certification. The safety glasses will be worn by TSA check-point screeners for multiple days or longer, requiring the glasses to be constructed of durable material. TSA is also evaluating available safety glasses for other criteria such as in splash and droplet ratings.
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value The contracting officer determines that the anticipated price is fair and reasonable and represents the best value.
This is based on similar products sold by the specified contractor. The cost is accompanied by an independent
SAP Single Source Justification government cost estimates completed by technical personnel and are consistent with the desired specifications and materials.
SECTION VII: Market Research Description TSA issued a Request for Information (RFI) via email to 7 GSA Schedule vendors and 3 companies identified by DHS for the immediate delivery of safety glasses. There were five responses from interested vendors. TSA reviewed the responses and determined the products, with the exception of the product offered by the Grey Raven Group, did not meet the requirements and delivery expectations. All interested vendors were timely notified.
Additionally, other government sources were examined and an internet search was conducted for similar products that would function satisfactorily. The market research showed that only Grey Raven, LLC. is able to provide the specified items in the time required without delay.
