SECTION 1 – DESCRIPTION OF AGREEMENT
1.1. Scope
Under this single award Blanket Purchase Agreement (BPA), issued in accordance with FAR Part 13 procedures, the supplier shall provide used luggage and contents to various locations within and outside the continental United States. All Contract Line Item Numbers (CLINs) will be activated by means of BPA Calls (or Orders). Requirements are discussed under the Section 3 Statement of Work, and are to be provided by the vendor if and when ordered by a TSA Warranted Contracting Officer (CO).
Each BPA Call will specify the type/mix of luggage/contents required. The final quantity of ordered items will be determined by programmatic need and may be significantly higher or lower than the estimated total quantity. The BPA will have a five year ordering period and an estimated value of $4,000,000. There is no minimum guarantee.
All BPA Calls will require shipment to locations throughout the continental United States (CONUS) and outside continental United States (OCONUS).
1.2.Extent of the Obligation
The Government is obligated only to the extent of authorized purchases actually made under the BPA. There is no guarantee that a BPA holder will be awarded an order.
1.3.Purchase Limitation and Individuals Authorized to Purchase
The dollar limitation for each individual BPA Call placed via Purchase Order by a CO is set to the threshold established under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. That said, it is anticipated all orders will be under $250,000.00.
The TSA is exempt from sales tax. TSA’s FEIN# 80-0038533.
SECTION 2 – PRICING
All BPA Calls resulting from this BPA will be firm fixed price. The BPA unit prices shall be the best prices that the vendor can offer and are considered competitively obtained which shall establish a fair and reasonable price on both the BPA itself and on the resulting BPA Calls. Note that the unit pricing shall include any escalation or increase to cost anticipated over the next five years.
All delivery costs are to be included in the unit prices and shall include shipping costs. The unit prices do not include the additional costs associated with shipping to OCONUS locations. That additional cost will be accounted for separately on the order, as required.
The below CLIN Table shall be populated as part of the quote submission. See Section 6 for instructions.
*Shipping must be included in cost, FOB Destination ** The TSA is exempt from sales tax. TSA’s FEIN# 80-0038533.
SECTION 3 – STATEMENT OF WORK
3.1.Scope of the Product, Service, or Outcome:
The Department of Homeland Security (DHS), Transportation Security Administration (TSA), Security Operations (SO) requires a variety of soft-sided and hard-sided used luggage/baggage with specific contents that mimic the type and variety of luggage normally carried in airports. This luggage will be ordered on a quarterly basis and needs to be shipped to multiple locations within and outside the CONUS and OCONUS.
The number of locations and quantity of used luggage requested will vary with each quarterly order. A quarterly order can range greatly in quantity, with some being for 1,500 pieces of luggage and others for 4,000+. The highest quantity order during FY19 was for 4,290 pieces of luggage. There may also be a few non quarterly orders during a given year, typically at much smaller quantities.

3.2.Technical Requirements/Tasks/Outcomes
3.2.1. General Luggage Requirements:
The Vendor shall provide soft-sided and hard-sided used luggage/baggage in a variety of sizes meeting the requirements listed below:
1. All used luggage must be clean and free from strong odors, any chemical staining and/or discoloration, dirt, hair or debris.
2. Used luggage must be in good working order with functional latches and/or zippers, and undamaged handles and wheels, where applicable.
3. All luggage must be completely closed by a zipper, buckle or clasp. Open or drawstring bags will not be accepted.
4. Each used luggage shipment must contain an assortment of various sized and colored used luggage that mimic the type and variety of bags currently carried by the traveling public. TSA will not accept a shipment containing only luggage of the same size.
5. Damaged luggage where the outer shell is cracked, torn or punctured will not be accepted. An exception will be made for minor damage to the interior lining or compartments of the used luggage. Cosmetic imperfections such as scuffs, scrapes or discoloration are permitted.
6. Each Shipment will contain the following types of Bags [either the Standard-mix or the Custom –mix. No combinations of the two anticipated CLINs will be authorized on this Blanket Purchase Agreement (BPA) Contract].
3.2.1.1.Standard Mix Luggage :
Approximately 40% of each order would consist of “standard mix” luggage. “Standard mix” is defined as follows:
Standard-mix Bags Dimension Guidelines Percentages (%) Large-sized Roller Bags
19"L x 13-1/2"W x 28"H
33%
Medium-sized Roller Bags
17"L x 12-1/2"W x 25"H
33%
*Small/carry-on Roller Bags
14"L x 10"W x 21"H** 33%
*Small/carry-on used luggage may include briefcases, backpacks, large purses and duffel bags, as are normally carried in airports.
**Do not provide any bags smaller than this.
Type of Luggage % of order Hard-sided 20% Soft-Sided 80%
3.2.1.2.Custom Mix Luggage:
Approximately 60% of each order would consist of “custom mix” luggage requests from airport sites. “Custom mix” is defined as any deviation from standard mix. Some example luggage requests submitted by airports:
• Airport A: 20 large
• Airport B: 50 large, 30 medium
• Airport C: 100 large, 50 medium, 20 small
In the above examples, unless otherwise stated, the % of hard and soft bags would still be 20% hard and 80% soft. So, using the above examples, the specific type of luggage required would be as follows:
• Airport A: 20 large (4 hard, 16 soft)
• Airport B: 50 large (10 hard, 40 soft), 30 medium (6 hard, 24 soft)
• Airport C: 100 large (20 hard, 80 soft), 50 medium (10 hard, 40 soft), 30 small (6 hard, 24 soft)
Airports may however request, for example, all large hard sided luggage, all medium soft sided rollers, or even all backpacks. With that said, based on FY19 ordering statistics, there was a preference for small and medium size luggage, with the majority not specifying a type (hard or soft). Of those that did specify a type, approximately 50% were for hard and 50% for soft.
3.2.2. Used Clothing and Toiletries
1. Each piece of used luggage, regardless of size, must be at least 50% filled with a variety of clean, used clothing, outerwear, hats, shoes and handbags.
2. Each piece of used luggage must contain a minimum of three toiletry items. The toiletries cannot be the same in each piece of luggage. All luggage must contain an assortment of toiletry items packaged in a mixture of zip locked plastic baggies and cosmetics bags.
3. Toiletry items must be in good condition with no leaking contents. Toiletry items must be chosen from the following list: deodorant, lotion, shampoo, conditioner, soap, toothpaste, toothbrush, mouthwash, facial cleanser, shaving cream, after shave, wet wipes, hair spray, and contact lens solution and suntan lotion.
4. Luggage delivered with leaking toiletries will not be accepted by the TSA representative at respective delivery destinations.
Contractor will ship used luggage/baggage with contents meeting the requirements listed above. Contractor will be responsible for all shipping costs (this cost shall be included in pricing). Contractor will coordinate with TSA regarding exact quantities and shipping locations. Delivery instructions will be provided by TSA when task orders are placed.
Anticipated delivery locations are as follows:
3.3.Period of Performance
The BPA Period of Performance is five years, beginning on the date of BPA Award. BPA Calls must be awarded within the BPA’s Period of Performance.
For each BPA Call, delivery is required within 30 days after receipt of order.
3.3.1. Delivery Location:
Multiple CONUS & OCONUS. Specific delivery location, point of contact information, and special instructions (if any) for each delivery site will be provided in a spreadsheet on each order.
The spreadsheet will also include the number/type of bags required at each site.
3.3.2. Special Delivery Instructions:
The vendor must notify the point of contact (as specified in the Delivery Order) at each delivery location at least 48 hours in advance of delivery. The luggage must be palletized and shrink wrapped for offloading.
3.3.2.1.DHS Form 700-21, Material Inspection and Receiving Report (Attachment 1)

2. The Contractor must send a copy of the shipper’s bill of lading and a completed DHS

3. After receipt, the TSA Point of Contact will inspect the quality of the used luggage and contents, and, upon approval, return the signed DHS Form 700-21 by email to the Contracting Officer’s Representative (COR) for review and signature.
4. Using the DHS Form 700-21, the TSA Point of Contact will inspect the shipment and accept only items meeting all requirements.
5. Used luggage, clothing or toiletries that do not meet TSA requirements will be returned to the Contractor at the contractor’s expense.

The invoices for this delivery order must be accompanied by the DHS Form 700-21 signed by the TSA Point of Contact and the TSA COR.
3.4.Post-Award Changes:
Additional items on this BPA may be necessitated due to the dynamic environment that the TSA operates in. The scope of the change (reviewing the item(s) to be added) will be considered and price analysis will be conducted by the TSA if this situation arises to determine price reasonableness.
