Attachment 4 – Government Responses to Industry Questions

1. Is there an incumbent? If so, what's their name, contact number and award amount?

Government Response: The previous contract was awarded to Greener Construction Services Inc. under purchase order 70T01023P7668N002.

2. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?

Government Response: Please refer to the answer for question 1.

3. What is the last day for inquiries, the announcement states conflicting information: "no later than 12:00 PM local Washington, DC time, on Monday, 9/10/2025" ? Is it Monday-8Sep or Wednesday-10 Sep?

Government Response: The last day to submit questions was Wednesday, September 10, 2025 at 12:00 PM local Washington, DC time. The date and time for the submission of quotes has been extended to Tuesday September 16, 2025 at 12:00 PM local Washington, DC time.

4. Is the dumpster area large enough for two dumpsters side by side to facilitate a dumpster swap?

Government Response: Yes, provided the Contractor has the capability to drop the new dumpster, pick the full one, and reposition the new dumpster next to the loading dock.

5. Clarification: Is the monthly schedule to be considered a single pick-up per month or multiple per month?

Government Response: Two pickups per month, i.e. one pickup every two weeks.

6. Are "over-tonnage situations" to be considered as overweight on a single pick-up or as the potential for requested additional pick-ups outside of the set schedule?

Government Response: Over-tonnage situation shall be considered as overweight on a single pick-up.

7. We would like to inquire if there is an incumbent contractor for this requirement. If so, could you kindly provide the name of the incumbent and the associated award ID?

Government Response: Please refer to the answer for question 1.

8. The description of work states; “Remove all equipment, materials, and vehicles from the work site at the end of each service call. The Government will not provide any storage at the work site.” Shall the container be dropped on site “On call” and on site for a specified time and remain off site until next service call?

Government Response: “Remove all equipment, materials, and vehicles from the work site at the end of each service call. The Government will not provide any storage at the work site.” This pertains to any additional equipment or materials outside that of a dumpster, i.e. chains, ropes, covers, dollies, or any other item to facilitate dumpster removal/positioning. Unless specifically requested, the container (Dumpster) shall remain in position until the next scheduled pick-up.

9. Is it the government’s intent that the container remain on site except when the container is removed for service?

Government Response: Yes.

10. Is Building A, Door 18 a loading dock where the container shall be placed for and replaced after each service removal?

Government Response: Building A, Door 18 is the main address for the facility; Door 50 would be the drop location, to be coordinated with on-site staff.

11. Shall the contractor set the schedule ie. first and third Tuesday or shall the government set the schedule?

Government Response: This would be coordinated between the parties and is situationally dependent (e.g.

inclement weather, facility lockdowns or unforeseen circumstances).

12. Please provide Site (guard house) hours of operation.

Government Response: 7:30AM – 3:00PM (M-F), Federal Holidays are the exceptions.

13. Please provide Incumbent, name contract term and price.

Government Response: Please refer to the answer for question 1.

14. Please provide History of disposal (tonnage) reports for trailing 12 months?

Government Response: The Government has not exceeded the 4-ton allotted weight, per pick-up, from the previous contract.

15. Do you have any tonnage numbers from prior services?

Government Response: Average tonnage is estimated to be 1.25 tons per pick-up.

16. Is it standard trash, or does it need to be handled in any special way?

Government Response: Per the SOW, Materials to be disposed of will consist of normal, non-hazardous office/warehousing dunnage.

17. Does pick-up require the truck to come "air side" or is it land side?

Government Response: The facility is not airport affiliated; therefore, Airside/Landside isn’t applicable;

however, work will be performed on a secure compound.

18. Are there any special security or badging requirements?

Government Response: A temporary access pass will be provided by the guard shack personnel.

19. Is there any special training required for the driver?

Government Response: The driver must be certified by the Department of Transportation (if applicable) for the vehicle being driven. Otherwise, no other special training is required.

20. Are there any constraints around the time of pick-up?

Government Response: Pickup must be accomplished within the hours of operation stipulated in the response to Question 12.

21. I have a question regarding the expected tonnage to be hauled. I would like to know if extra compensation will be provided for any tonnage that exceeds the estimated quantities outlined in the Statement of Work (SOW).

Government Response: Please reference the responses to Questions 14 and 15 for calculated estimates.

The Contractor will need to submit a request for equitable adjustment for any pickups that exceed the 4-ton allotted weigh per pickup.

22. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

23. Is there an incumbent? If so, what was the contact value?

Government Response: Please refer to the answer for question 1.

24. Do you anticipate exceeding the 2-ton capacity limit for the dumpsters?

Government Response: No. Please reference the responses to Questions 14 and 15 for calculated estimates.

25. When is the anticipated award date?

Government Response: The anticipated award date is September 29, 2025.

26. What is the budget allocated for this project?

Government Response: This information is procurement sensitive. The total value of the previous purchase order (i.e. Purchase Order No. 70T01023P7668N002) was $71,619.00 for a 12-month base period and four

(4) 12-month option periods.

27. Upon reviewing the solicitation, we observed that there is no formal proposal requested. Is the completed attachment the correct submission?

28. Do you have a tonnage report for the previous year(s) from the past hauler?

Government Response: Reference Questions 14 and 15 for calculated estimates.

29. What is the average weight of each dumpster hauled?

30. Is there a current incumbent for this solicitation? If so, could you kindly provide the name of the company?

31. If there is no current incumbent, could you please share the name of the most recent incumbent and the period of performance?

32. I was wondering if this contract has an established budget, and if so, could you please share what that budget is?

33. I’d like to know whether this contract has been awarded in the past. If it has, would you be able to provide information on who the previous awardee was and the amount they were awarded?

34. Is there a recycling program currently in place?

Government Response: TSA works in coordination with GSA to facilitate recycling. The Contractor will not be required to support this effort.
