When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;”
Any reasons why this contract is up for bid again? Was there anything that the incumbent didn’t do or should’ve done differently?
Government’s Response: TSA awarded Purchase Order No. 70T01020P9NREM600 to SRL Total
Source, LLC for janitorial services at TSA occupied leased space at Newark International Airport
(EWR) on 5/1/2021. The purchase order was awarded for a 12‐month base and four (4) 12‐month options and total firm fixed price (FFP) value of $719,307.09 to clean approximately 7,665 square feet seven (7) days a week, 365 days a year. Due to construction delays, the base award did not include any square footage for the newly renovated Terminal A. As such, the purchase order was later modified (i.e. Modification P00004) on 5/25/2022 to increase the square footage from 7,665 square feet to 15,197 square feet. A single source justification (JA‐2022‐ 01‐0803) was posted to sam.gov on 5/25/2022. No feedback was received from industry partners. The total value of the purchase order was increased from $719,307.09 by $190,743.20 to $910,050.29.
The Government intended to recompete this requirement during Fiscal Year 2023 in order maximize competition, and as such the purchase order was only modified to incorporate additional square footage for Option Period 1. In January 2023, TSA’s space allocations at the airport were unexpectedly modified by the Port Authority of New York and New Jersey due to space reductions and Terminal C renovations. Initially, TSA returned a significant portion of space
(approximately 5,757.77 square feet) to the Port Authority of New York and New Jersey. Some of this space was later returned to TSA under a new commercial lease. The purchase order was modified (i.e. Modification P00008) on 4/27/2023 to adjust the price for Option Period 2 and provide additional lead time to recompete the purchase order. A single source justification (JA‐
2023‐01‐0950) was posted to sam.gov on 5/3/2023. No feedback was received from industry partners. The total value of the purchase order was increased from $914,793.52 to $1,197,171.59.
A price adjustment was not applied to Option Periods 3 and 4 as the Government intended to recompete the requirement in Fiscal Year 2024.
TSA initially requires cleaning for approximately 15,965.23. The total amount of space will increase to 16,886.23 square feet starting in Option Period 1. TSA is recompeting this requirement given the significant change in requirements since Purchase Order No. 70T01020P9NREM600 was originally awarded. The incumbent’s performance has nothing to do with this decision.
Question 13: Is there going to be an opportunity to do walk through of this location prior to the 1/25 response date?
Government’s Response: Please see the Government’s response to Question #6.
Question 14:
Should the Proposal be itemized for Monthly and Bi‐annual services or is it all inclusive pricing?
Government’s Response: All‐inclusive pricing. Please see Attachment 3 – Quote Submission Form, Factor 3 – Price (Page 3) which states as follows: “Quoters must fill out the table below and ensure all blanks and spaces are completed. All options must be separately priced”.
Consumables must be Biodegradable, what about cleaning supplies or is it contractor choice (is there an approved list)?
Government’s Response: Attachment 1 – Performance Work Statement (PWS), Paragraph 8.0
“Contractor Furnished Resources” (Page 8) states as follows: “The Contractor shall use products and materials made from biodegradable based materials to the maximum extent possible without jeopardizing the intended use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable federal specifications and standards” and “The Contractor shall use products and equipment consistent with FAR clause 52.223‐10 Waste Reduction Program (August 2000). Accordingly, all products shall be considered environmentally beneficial and/or recycled, phosphate‐free, non‐corrosive, non‐flammable, and fully biodegradable. The Contractor shall minimize the use of harsh chemicals that may release irritating fumes”.
Further, please refer to RFQ No. 70T01024Q7668N001, Section III: Contract Clauses, FAR Clause
52.223‐2 “Affirmative Procurement of Biobased Products Under Service and Construction
Contracts” (SEP 2013) (Pages 36 – 37). In particular, please refer to FAR Clause 52.223‐2(a) and
(b) which state as follows: “(a) In the performance of this contract, the contractor shall make maximum use of biobased products that are United States Department of Agriculture (USDA)‐ designated items unless” and “(b) Information about this requirement and these products is available at http://www.biopreferred.gov”.
EWR/ SIDA Badging cost per employee?
Government’s Response: The Port Authority of New York and New Jersey does not charge employees or companies for SIDA badges. There is a $100 replacement cost if the SIDA badge is lost or stolen.
Parking cost per Day?
Government Response: Parking is paid on a monthly basis to The Port Authority of New York and
New Jersey in the employee parking lot (Lot F). The current total price is $70.00 – 80.00 per month and is subject to change by the Port Authority of New York and New Jersey. TSA has no control over the price of parking at the airport.
Optional Period 1 square footage increase ‐ will this be included in the initial contract negotiation or renegotiated when additional space is obtained?
Government’s Response: The additional square footage must be included in the pricing for Option
Period 1 and thereafter. Attachment 3 – Quote Submission Form has been updated to clarify.
Can consumables be drop shipped or do they need to be carried in?
Government’s Response: The Government will not accept any deliveries on the Contractor’s behalf. Attachment 1 – Performance Work Statement (PWS), Paragraph 9.0 “Government
Furnished Resources” (Page 9) states as follows: “There are no Government furnished resources on this contract. The Contractor will make arrangements directly with EWR for access to trash disposal, water, storage space and other resources necessary to provide janitorial services at TSA locations within this airport”.
What is the Projected start date?
Government’s Response: The projected start date for performance of services is 5/1/2024.
The scope of work only states that the pest control should include all leased areas and the initial application should be placed for small insect and monthly maintenance is required afterward.
Can you elaborate a little more about pest control and the specific areas you wanted sprayed or treated monthly?
Government’s Response: Please see RFQ No. 70T01024Q7668N001, Section II: Continuation of
SF1449 (Page 4) which states: “Period of Performance State Date 5/1/24”.
There are 2 shifts of 4 cleaners every shift for 4 hours, a total of 8 hours per day 8 cleaners?
Government’s Response: Please see Attachment 1 – Performance Work Statement (PWS), Paragraph 6.0 “Minimum Labor Standard” which states as follows: “The work described herein shall be performed by the minimum requirement of four (4) janitorial personnel and four (4) working supervisors within the schedule outlined below. The minimum labor standard is illustrated in the charts below:

4 4 4 365 5,840
Combined Shift Totals

Do you have a budget for this?
Government’s Response: The Independent Government Cost Estimate (IGCE) is procurement sensitive information and cannot be shared with industry partners.
Who is the incumbent?
Government’s Response: Please refer to the Government’s response to Question #8.
What is the award number or amount of the last 5‐year contract?
Are you requesting two separate quotes Janitorial and Pest control? Most janitorial companies only provide janitorial services only.
Government’s Response: No, we are requesting one quote for Janitorial Services to include Pest
Control as specified in Attachment 1 – Performance Work Statement (PWS).
Are you suggesting the offers get two quotes and combine and then present contracting with only one quote?
Government’s Response: Please refer to the Government’s response to Question #13.
Question 15: Do you guys have a square footage of how much carpet will be required to clean for this project?

4 of FOIA. Exemption 4 protects “trade secrets and commercial or financial information obtained from a person that is privileged or confidential”. Government’s Response: Attachment 3 – Quote Submission Form has been corrected and uploaded to sam.gov with this amendment.
