Questions and Answers

Question 1. Has this project been officially approved and funded? Are you able to disclose the budget that has been set aside for this project?
Govt, Response: Funding and budget information is not available to potential bidders. The project is approved.
Question 2. In addition to the Excel Price Sheet, could you please clarify what other documents should be included as part of our submission package, such as a short portfolio with previous work or our capability statement?
Govt, Response: A portfolio of previous/related work and a statement would be helpful to show the vendors capabilities. Photographs or examples of previous work would also be recommended.
Question 3. On page 1 of the Scope of Work (SOW) attachment, under Design Services: the SOW states that all 'themes, text, graphics, and display design will be developed with USCIS FAC, MMD and HOL.' Can you clarify if graphic design for the creation of the final layout is expected to be developed by the contractors?
Govt, Response: Graphic design will be expected by the vendor. USCIS will review and provide feedback, branding standards (colors, font, images, etc), and ultimate approval of the final design.
Question 4. On page 1 of the SOW under Design Concepts, we have two points to clarify:
A. The SOW mentions that the USCIS expects to receive three design concepts with their costs.
Can you confirm whether these design concepts and their associated costs are to be developed only by the awarded contractor after selection, or if this is required as part of the bidder's initial submission package?
Govt, Response: (3) Concepts to be developed after award.
B. The SOW refers to design concepts ranging from 'basic to high-end' solutions, which can vary significantly in price. Given this range, how would USCIS prefer that bidders approach pricing in their quotes? Should we provide pricing for a basic solution, a high-end approach, or a range covering both ends of the spectrum?
Govt, Response: Pricing for a basic, mid, and high-end approach is preferable over a range.
Question 5. On page 6, Job Start Meeting: the document mentions a requirement to hold a pre-construction meeting within 3 days after award. Can this meeting be conducted virtually instead of in person?
Govt, Response: Yes, virtual is acceptable
Question 6. Would the USCIS be open to considering a milestone-based invoicing schedule for this project? This approach would allow for payments to be tied to specific project milestones or deliverables as they are completed.
Govt, Response: Yes, USCIS is open to milestone invoicing.
Question 7. We understand that one of the key concerns for this exhibit is the ability to easily update content over time. With this in mind, would the USCIS be open to considering a digital alternative to the printed panels, such as a set of touchscreen displays? This digital approach would significantly streamline the process of updating content, allowing for quick and cost-effective changes without the need for reprinting.
Govt, Response: Yes, USCIS is open to digital content display.
Question 8. Regarding the Crew Disclosure section on page 6, we have a question about the requirement for all bidders to already possess a GSA-issued HSPD-12 badge. Given that the initial weeks of the project will involve developing design graphics and fabrication outside of federal facilities and information systems, would USCIS consider allowing the awarded contractor to apply for and obtain the badge after the contract is awarded, if they do not currently have one?
Govt, Response: Yes, USCIS is open to alternative approach to the HSPD-12 requirement including application for it after award.
