Statement of Work for U.S. Department of Homeland Security
Countering Weapons of Mass Destruction Administrative and Personnel Facility Security Support
1. GENERAL
The effort required under this Statement of Work (SOW) is to provide non-personal administrative services to Countering Weapons of Mass Destruction (CWMD). CWMD has an immediate need for administrative and personnel and facility security support services.
The duties would include, but not limited to: Administrative support to CWMD Office of the Assistant Secretary (OAS), and Directorates and personnel security, and facility support throughout the agency.
1.1. BACKGROUND
In December 2018, Congress passed the “Countering Weapons of Mass Destruction Act of 2018,” which established that the Countering Weapons of Mass Destruction Office (CWMD) shall be responsible for coordinating with other Federal efforts and developing a strategy and policy for the Department to plan for, detect, and protect against the importation, possession, storage, transportation, development, or use of unauthorized chemical, biological, radiological, and nuclear (CBRN) materials, devices, or agents in the United States and to protect against an attack using such materials, devices, or agents against the people, territory, or interests of the United States.
CWMD supports frontline operators by providing information, equipment, and expertise.
Additionally, CWMD coordinates with the operators to determine their needs and requirements to execute their mission. This enables CWMD to provide the appropriate mission support and increase interoperability and data sharing across the operational partners. CWMD helps strengthen the medical first responder system nationwide to prepare for emergencies.
CWMD provides an integrated approach to identify the capability gaps and provide the means to close them. This entails providing the right material support in a timely and efficient manner and improving the counter WMD information-sharing and integration to support coordination across the United States Government.
