About this file
This document contains questions and answers from an industry day held by the Department of Homeland Security Countering Weapons of Mass Destruction Office regarding their Thallium Bromide Human Portable Radiation Detection Systems Objective Resolution program. Key details include that the program aims to develop radioisotope identification device prototypes using Thallium Bromide detectors, with a focus on moving the technology from TRL 5 to 6/7. Integrators would develop 2-3 prototypes each to deliver for testing over a proposed 12-month contract. Questions covered intellectual property licensing, availability of presentation materials and detector performance data, and the program's criteria and openness to alternative detector technologies.

THOR Industry Day and follow-on sessions (7-9 Feb 2023)
Questions and Answers
# Vendor Question Answer
1 Is IP licensing going to be required for all participating vendors?
If companies want to team up with providers of Core Detector Modules (CDMs), those agreements would be decided based on their vendor-to-vendor negotiations. Additional information is available in the IP White Paper.
The original set of White Papers (including the IP White Paper) were posted during the 2021 Industry Day and is still mostly relevant. Updates to the White Papers are ongoing and will be posted to SAM.gov when available.
2 Will slides from the Industry Day presentations be made available?
Yes.
3 Do you have resolution vs energy plot?
CDM providers are aware of the desire for this information. It is not known if it is possible to provide the information by the end of March 2023 when the Thallium Bromide (TlBr) project contract concludes.
4 Will the CDM interface provide pixel-event data (list mode), or only accumulated spectra?
For RMD’s (Radiation Monitoring Devices, Inc.) technology: H3D's (H3D, Inc) spectrometer modules have two options in the Application Programming Interface (API). The user can either get spectra out in the n42 format or they can get list-mode event-by-event data.
That event-by-event data in a spectrometer-only module is not a pixel event but just the energy of that event with a timestamp. If a vendor wanted the 3D-position information in the list-mode data, that is an option but comes at an extra charge that can be discussed.
For BTI’s (Bubble Technology Industries, Inc.) technology: In normal operation, the CDM will provide spectra. However, list mode data will be available with some limitations on bandwidth at higher count rates.
5 Have intrinsic efficiency vs E curves been developed for the detector along with FWHM vs E?
CDM developers have not completed this measurement yet. So far, the focus is on detector performance improvements. It is unknown if this will be accomplished by the end of the TlBr project end of contract.
# Vendor Question Answer
6 Is isotope identification an important success criterion for the project?
Updated information on the TlBr Handheld Objective Resolution (THOR) Criteria to be posted with the Open Broad Agency Announcement (OBAA) topic.
7 Would CWMD consider using another detector technology for THOR if it has the same capabilities as TlBr?
THOR is a technology transition program focused on TlBr technology and help moving it from Technology Readiness Level (TRL) 5 to 6/7. Future acquisition programs are not planned to be restricted to TlBr.
8 Who can we contact at CWMD to see if Industry can purchase the TlBr modules?
CWMD does not own the TIBr modules and thus cannot sell them. Industry should contact the CDM providers directly for purchase inquiries:
H3D: Andy Boucher andy@h3dgamma.com RMD: Anton Zonneveld AZonneveld@rmdinc.com BTI: Vendors can contact Dr. Martin Smith (smithm@bubbletech.ca) or Andrea Norris (norrisa@bubbletech.ca) to enquire about purchasing TlBr modules.
9 Is the plan for the OBAA to award both phases at same time and to the same party?
CWMD plans to have both phases listed on the contract as Contract Line Item Numbers (CLINs) with Phase 2 being an option.
