Question # Reference Contractor’s Question Answer 1 General Can you please explain what do you mean by cooperative agreement? Is that a cost sharing?

A cooperative agreement is an agreement in which the Federal Government provides funding, or a thing of value authorized by public statute and the government plays a substantial role.

Cooperative agreements and/or grants transfer anything of value from the Federal awarding agency or pass-through entity to the non-Federal entity to carry out a public purpose. A cooperative agreement is distinguished from a grant in that it provides for substantial involvement between the Federal awarding agency or pass-through entity and the non-Federal entity in carrying out the activity contemplated by the Federal award.

Substantial involvement from the federal government refers to the degree to which federal employees are directly performing or implementing parts of the award program. In a grant, the federal government more strictly maintains an oversight and monitoring role.

In a cooperative agreement, the federal employees participate more closely in performing the program. When you read “cooperative,” think working “side-by-side.”

The specific ways this involvement is integrated varies.

Generally, cost sharing is applicable to grants and cooperative agreements but not usually to contracts on the Federal level.

This is because grants and cooperative agreements represent financial assistance rather than the acquisition of goods and services required by contracts.

2 General According to the original OBAA solicitation

Per the Topic Solicitation, the award type is anticipated to be in the form of Cooperative Agreements. FFRDCs are not eligible to apply for Cooperative Agreements. FFRDCs can still participate in the research as team members on a team lead by a prime Offeror who is eligible for a Cooperative Agreements.

3 General Are collaborative proposals between institutions allowed? If so, how does one prepare such

Each proposing team should submit a single proposal as a team with the prime Offeror being one that is eligible for a Cooperative proposals? Should the team submit a single proposal, or should each team member submit a separate proposal? If separate, does one proposal refer to the other? If joint, do all institutions need to submit separate budgets?

Agreement. Each proposal should include a single budget for the entire team incorporating costs for all members per the guidance in the Topic Solicitation.

5 General The solicitation indicates that this is cooperative agreement. Does this mean indirect costs are not allowed? Or in other words, do the budgets need to be prepared like a regular grant with overhead/IDC costs?

Indirect Cost (IDC) is allowable by the recipient and sub-recipients. IDC is based on a federally approved and negotiated rate.

Please provide a copy of the negotiated rate approved by the applicant’s cognizant agency at the time of application. Indirect costs on sub-awards are limited to the first $25,000 of direct costs.

6 General Is there a specific target for precision on the photofission cross-section measurements?

CWMD, in coordination with the successful Offeror, will determine the precision of the photofission cross-section measurements at the kickoff meeting. The Offeror should propose what precision can be used for optimal values of cost and detectors.

7 General Are there specific beam energy increments between 6 - 20 MeV that should be measured?

Initial measurements should be made with 4- 5 reasonable representative data points throughout the whole energy range to validate current cross-sections. If those representative data points are well matched with the current cross-sections, then we will consider the cross-section measurement completed. However, if the results from the 4-5 representative data points are not well matched with the cross-sections, the Offeror should measure 0.5 MeV steps in the range of 6-10 MeV and 1 MeV steps above 10 MeV.
