It is anticipated that a replay tool will be requested as part of a quotation/proposal.
2) What is the estimated time for issuance of an RFP?
The estimated timeframe for issuance of an RFP is not available at this time.
3) Are the response to RFI be used to help inform a decision on small business?

4) Is there an editable format for the NDA template provided in the RFI?
The NDA template in PDF format in the RFI is provided as a sample. Vendors may use their own format.
5) What Is the intended use of the replay tool? Will it be for operational or evaluation purposes?
The primary use of a replay tool is to investigate a system’s performance over a much larger parameter space and under more controlled conditions than is possible through direct experimentation.
6) What is the timeline for when we can get questions submitted in response to this RFI?
Questions regarding this RFI are due 5:00 PM (Eastern), September 18, 2019.
7) Do you plan to put out a draft RFP where we can provide feedback and questions?
If a draft RFP is issued, it is anticipated that vendors will have an opportunity to ask questions and provide feedback.
8) With respect to Dose Rate Range, can someone explain what is the cut off requirement?
The exact requirements will be provided in the solicitation.
9) What are the expectations of CWMD for preventative maintenance service and calibration? Will it be done by 3rd party or as a part of the solicitation?
The government desires systems that do not need preventative maintenance services or annual maintenance.
10) Is there a link with more information on the replay requirements?
The RFI contains a link to all of the information that is available for the requirements of a PRD replay tool.
11) There are questions on how the Replay Tool will be used to produce an effective tool. How will it be used, what environments will it be plugged into? Is it part of a larger modeling effort and architecture?
The RFI contains a link to all of the information that is available for the requirements and development of a replay tool.
12) Submission Instructions: This section states any party may submit responses including more than one device. Is this statement limited to current (launched) products or are interested parties able to provide information related to future launches, i.e. 6, 9, or 12 months from today?
DHS is looking to purchase COTS. Devices must be available as COTS at the time of quotation/proposal submission in response to a solicitation, if issued. Vendors may provide information on when devices are expected to be available as COTS.
13) Does the Government prefer the “additional capabilities of the PRD” be discussed in Vendor’s written narrative response or does the Government prefer we add the additional capabilities as lines to Attachment 1 – PRD Requirements?
Either one is acceptable.
14) Can the Government provide more information regarding what “protocol(s)” should be discussed?
Request available information on the protocols related to networking and data streaming with an emphasis on layers 2, 3 and 4 of the Open Systems Interconnection (OSI) model to include the standards and mechanisms for the PRD device connectivity to other devices and networks.
15) SL-28/KPP3 states Vendor shall provide smart phone applications and/or adapt their PRD data feed to use with existing CWMD STC mobile applications. Will the Government be providing their own app(s) for streaming/networking to the government geospatial system?
The vendor is expected to make the necessary changes in their instrument’s data format, to be compatible with the STC mobile application. Some degree of testing with DHS geospatial engineers will be required to ensure the data is properly populating STC maps. Specific requirements or schema will be provided in the solicitation.
16) If the Government is providing an app, what are the expectations of the vendor to integrate the device into the government geospatial system?
See response to #15.
