About this file

This is a Proposal Aid and Frequent Findings document for federal Protective Security Officer (PSO) Services solicitation 70RFPW26RW9000001 for Los Angeles, California. The document provides guidance to offerors preparing proposals and highlights common deficiencies observed in prior submissions, but serves as advisory material only and does not constitute official solicitation requirements.

Key proposal submission requirements include acknowledgment of all amendments (which may be issued after proposal submission), timely submission of Past Performance Questionnaires, complete teaming arrangement documentation, and accurate pricing with all formulas properly calculated. The Management Approach Exhibit (Attachment 8) is a mandatory minimum requirement that does not count against page limitations and will be incorporated into the resulting contract; therefore, clarity and consistency across all technical proposal sections are critical to avoid ambiguities that could affect contract terms. Offerors must cross-check technical proposals against pricing proposals to ensure alignment, review page limitations and document inclusion/exclusion rules, and avoid submitting executive summaries and organizational charts unless specifically requested, as these count against the five-page allotment. Government evaluators will assess proposals based solely on information within the proposal documents themselves ("four corners" evaluation), without assuming understanding of missing details or relying on offeror incumbency status or prior experience.

The updated SOW for PSO Services incorporates significant revisions throughout, including mandatory initial and annual NARCAN (naloxone) training with nasal spray added to contractor-provided equipment; 100% Post Tracking System (PTS) utilization with Form 139s acceptable only in rare and extreme circumstances; assignment of specialized X-Ray screening personnel exclusively to screening posts; provision of all mandatory break periods; and 100% relief coverage for each PSO on authorized breaks. A Secret level security clearance is required. Proposal due dates, question deadlines, and all RFP requirements are located in the SF1449 form Box 8, Instructions to Offerors, Solicitation Provisions, and the Proposal Submission Checklist (Attachment 9); omission of required documents results in proposal rejection. In case of discrepancies between this guidance document and RFP terms, the RFP terms take precedence.

Proposal Aid and Frequent Findings 70RFPW26RW9000001 – PSO Services for Los Angeles, CA

This document is meant to aid in the preparation of your proposal and should not be relied upon for quality control of your proposal. The information below is based on current, frequent findings across proposals and quotations received by our office in response to PSO Services solicitations. Additionally, this aid provides a high-level overview of the changes as we transition to an updated version of the National Template for the Statement of Work (SOW) for Protective Security Officer Services.

The information below is general in nature and not specific to any particular firm. It is the responsibility of each offeror to review the RFP Package and all amendments to ensure a complete, accurate, and timely proposal is submitted.

• Amendments – Any and all amendments shall be acknowledged. Offerors are reminded that amendments may be issued after your proposal is submitted. However, you will still be responsible for acknowledgement of any and all amendments issued under the applicable solicitation.

• Past Performance Questionnaires – It is recommended that you request to be cc’d on PPQs to ensure firms are submitting your PPQs in a timely manner. It is not the responsibility of FPS to ensure PPQs are submitted and available for all listed projects.

• Teaming Arrangements – Provide all the required information in relation to teaming arrangements as identified in the RFP Package and any amendments.

• Pricing – Review your submission for accuracy. All documents, including the Pricing Schedule and Price Element Breakdown should be reviewed to ensure nothing has been miss-keyed and all formulas are calculating properly.

• Pricing Narratives – Where they are offered you should consider including narratives to give the Government a better understanding of your price proposal. Specifically, the Price Element Breakdown (Attachment 6) offers several areas at the bottom of worksheet 1 (Model for Price Realism) which allow offerors to include a narrative in relation to Wages, Health & Welfare, relief, etc. Please be mindful of the Government provided notes on Attachment 6. In addition, you are encouraged to review the Price Element Breakdown Instructions (Attachment 6A) for a better understanding of completing the Price Element Breakdown.

• Management Approach Exhibit (Attachment 8) – This is a minimum submission requirement for this solicitation. It is recommended you review and complete each tab as instructed. This document does not impact your allotted page count for responding to the technical evaluation factors.

• Cross-check your technical proposal against your pricing proposal to ensure your pricing reflects the items offered in your technical proposal.

• Please note the proposal page limitations and which documents are included/excluded from the page count.

• Please note that the Management Approach proposal of the successful offeror will be incorporated into the resulting contract. Therefore, it is critical that there are no ambiguities/discrepancies between different sections of the technical proposal and that it is clear what is being proposed and will become the terms of the resulting contract.

• The Government evaluator will not assume understanding of missing details in the technical proposals. The technical proposals to be reviewed are redacted and significant past experience or status as an incumbent contractor cannot be assumed to understand solicitation requirements. In other words, the proposals will be evaluated based on the ‘four corners’ of the proposal documents.
