About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Federal Protective Service (FPS) Intrusion Detection System (IDS) installation project. Amendment 0001 increases the number of glass breaks from 9 to 10 and requires contractors to replace the original page 34 of 127 with a revised version. The solicitation is for a new IDS at a leased government facility, with specific equipment requirements including an Underwriters Laboratories (UL) IP-based alarm control panel from manufacturers like Honeywell/Ademco, Bosch/Radionics, or Digital Monitoring Products (DMP).
Key equipment includes 1 alarm control panel, contractor-determined power supply, 2 backup batteries, 3 keypads, 10 glass breaks, 2 panel tampers, contractor-determined PACS input/output module, 2 glass break testers, 1 Identiv Freedom Bridge Software Upgrade, and 1 year of software support. The contractor must complete a Monitoring Account Request (MAR) document, submit it to the FPS Project Manager, perform a 100% system test, and coordinate with the Digital Monitoring Center (DMC) to establish monitoring services. Any additional municipal permits, insurance, or regulatory requirements must be accounted for in the contractor's proposal.

h. The project site is a leased government facility. It is the contractor’s responsibility to determine whether any additional permits, insurance coverage, or regulatory requirements apply at the facility or municipal level. This includes coordination with local authorities, jurisdictional agencies, and the property management entity as necessary.
Should any such requirements result in additional costs—such as permitting fees, insurance premiums, or administrative expenses—the contractor shall account for these in their proposal and include them in the total project estimate.

B.2.3 New System General Information and Requirements:
Alarm control panel shall be Underwriters Laboratories (UL), IP based, commercially-grade listed panel from one of the following manufacturers: Honeywell/Ademco, Bosch/Radionics, or Digital Monitoring Products (DMP).
Before the system installation is complete, the installer must complete the MAR document and submit it to the FPS PM to establish monitoring services. Make sure to complete every item on the attached application to ensure proper setup of the alarm account. Failure to complete all sections will cause delays in setup and final testing. The contractor may contact the DMC Programming Department if additional assistance is needed in completing the application. The MAR package shall be received by the DMC no less than two full business days prior to the contractor attempting to place the IDS online and active with the DMC. The DMC will program the account.
When the alarm system is completely installed and programmed to the DMC specifications, the contractor must perform a 100% test of the alarm system. The test is to include all zones connected to the security system and monitored by the DMC. After the testing is performed, the installer must contact the DMC to confirm all signals have
