About this file

This file is a Questions and Answers document for a federal solicitation (RFQ #70RFPW25QWA000007) concerning the replacement and installation of an Intrusion Detection System (IDS) at a GSA Federal Building in Tukwila, Washington. The document addresses nine specific technical questions related to the IDS installation, covering details such as glassbreak sensor placements, cabling requirements, system integration between Intrusion Detection System (IDS) and Physical Access Control System (PACS), and system configuration needs.

Key technical requirements include configuring alarm systems to prevent triggering after valid card reads, integrating existing Building Management System (BMS) sensors with PACS outputs, and renewing the Freedom Bridge software support agreement. The project involves complex system integration, with specific requirements for door alarm shunting, sensor placement, and cabling methods. The solicitation is issued by the Department of Homeland Security Office of Procurement Operations, targeting a comprehensive security system upgrade for the federal building.

Master Questions and Answers for RFQ#70RFPW25QWA000007, IDS inTukwila, WA

QuestionAnswer
1There is a window behind a locked door in the AV Storage area on the west side of the Ceremony room that does not have glassbreak coverage. If you want coverage, do you want to add a glassbreak, or relocate one of the three other new glassbreaks in the Ceremony Room to the AV storage? Please see revised SOW dated 08/20/2025 and provided with AM0003, Section B.2, sub section c.(1).
2There is no glassbreak in the Desk Officer’s office on the east side of the building. If you want a glassbreak there, do you want to add another glassbreak or relocate the new glassbreak shown in the Sallyport? Please see revised SOW dated 08/20/2025 and provided with AM0003, Section B.2, sub section c.(1).
3There is bundled IDS cabling in the Parking Garage that is not in conduit, it is free-air. Can the BMS cabling for the P-1 and P-3 doors follow this same bundle/convention?No. Please see revised SOW dated 08/20/2025 and provided with AM0003, Attachment A dated 8/20/2025 , Section B.2, sub-section b and Attachments A-2 and A-3 provided with original solicitation.
4Solicitation Section B.2 (e) describes the requirement to configure the alarm system so that a door opened after a valid card read or REX activation doesn’t trigger an alarm and that “currently, this functionality is not operational.” Does this mean the IDS/PACS were already cabled, integrated, and configured to have this functional in the past and it stopped working, or does it need to be cabled and configured from the PACS outputs? The IDS and PACS systems is not cabled and integrated, and the capability to shunt selected man doors and garage doors equipped with card readers and request-to-exit(REX) motion sensors upon a valid card read or request to exit is non-operational. The Contractor's proposal shall include the cost for configuring the IDS and PACS systems to enable shunting at designated card-reader-equipped doors and vehicle entrances, as specified below. Please see revised SOW dated 8/20/2025 and provided with AM0003, Section B.2, Sub section e.
5Solicitation Section B.2.(b) identifies four BMS sensors at four garage doors that are currently not equipped with alarm protection. There are already BMS sensors at these doors that serve the PACS. Rather than installing additional BMS’s and running new cable, is it possible for the PACS outputs to be programmed, similar to the man-door outputs discussed in question #3, so the existing BMS’s can be integrated through the PACS system to provide alarm protection and shunt function? For garage doors and man doors equipped with existing BMS and REX sensor. The contractor may utilize the existing PACS outputs to integrate with the IDS, minimizing the need for additional BMS sensors or new cabling. The contractor shall include in their proposal the cost to program these PACS outputs to enable alarm protection and shunt functionality as specified. Please see revised SOW dated 8/20/2025 and provided with AM0003, Section B.2, Sub section b and Section B.2. Sub Section e, (NOTE), for further details.
6If Identiv programming needs to be done to facilitate IDS integration, would Convergint perform that programming? No. Please see revised SOW dated 08/20/2025 and provided with AM0003, Section B.2, sub section e.
7Can you specify which specific doors will need this alarm shunting feature configured? Please see revised SOW dated 08/20/2025, and provided with AM0003, Section B.2, sub section e.
8What is current version of Freedom Bridge? Please see revised SOW dated 8/20/2025 and provided with AM0003, Section B.2, sub section e.
9Does the existing Freedom Bridge have a current software support agreement that will need to be extended as part of this contract? No, the current software support agreement is outdated and shall be renewed by the awarded contractor. Please see revised SOW dated 08/20/2025 and provided with AM0003, Section B.2, sub section e, and Section F.2.3, sub section d.
