A. BACKGROUND

A.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the Federal Government.

A.2 The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), FPS to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

B. PURPOSE

B.1 Description of Existing Intrusion Detection System (IDS)

The existing alarm panel is a Bosch 9412GV4 located on the first floor in telephone room

109. There is a maintenance plan in place and is currently maintained and serviced by an existing contractor. The maintenance contract specifies that if any critical components become inoperable, they are replaced or repaired within 72 hours.

The existing Intrusion Detection System (IDS) is continuously monitored offsite by the Denver Mega Center (DMC). Backup power is supplied by a battery that was replaced on 02/07/2023. Contractor shall replace two (2) backup batteries and shall include the cost as part of the submitted quotation.

B.2 Description of New Intrusion Detection System (IDS)

a. The existing Bosch 9412GV4 panel has been discontinued. The contractor is responsible for assessing whether the alarm control panel and its components (e.g., keypads, transformer, expansion modules) require replacement due to discontinued technical support, discontinued manufacturing of keypads and modules, or if additional security components should be added to the existing system. All new components/devices shall be hardwired. No wireless devices shall be allowed. If the contractor determines that the alarm control panel and all its components are to be replaced, the new system shall be compatible with all existing components and the FPS DMC. The MegaCenter is capable of monitoring UL commercially grade listed panels

70RFPW25QWA000007 AM0003 Page 7 of 89 from the following manufacturers: Honeywell/Ademco, Bosch/Radionics, or Digital Monitoring Products (DMP). Also, If the contractor determines the alarm control panel and any components, or any additional replacement parts are needed, they shall be included in the contractor’s quotation.

b. Install hardwired High Security Balance Magnetic Sensors (BMS), heavy duty overhead door contact for all four (4) garage doors currently not equipped with alarm protection. See Section D for balance magnetic sensors minimum specifications.

Note: P1 & P3 Garage Entry & Exit Doors have existing conduit infrastructure for IDS & PAC and must be utilized for all related cabling.

c. Install glass break sensors on the first floor for the following locations. See Section D for glass break minimum specifications.

1) Six (6) hardwired glass break sensors in the USCIS area:

• (2) Ceremony Room

• (1) AV storage (located inside the ceremony room)

• (1) biometric waiting room

• (1) T168 room

• (1) Info Pass area

2) Three (3) hardwired glass break sensors in the Immigration & Custom Enforcement (ICE) area:

• (1) Desk Officer’s office

• (1) Room T132

• (1) Room T130

d. The contractor is responsible for assessing whether the alarm control panel and its components (e.g., keypads, transformer, expansion modules) require replacement due to discontinued technical support or manufacturing. Any recommended replacements must be listed as a separate line item in the contractor’s quotation.

e. The IDS and PACS systems is not cabled and integrated, and the capability to shunt selected man doors and garage doors equipped with card readers and request-to-exit (REX) motion sensors upon a valid card read or request to exit is non-operational. The Contractor's proposal shall include the cost for configuring the IDS and PACS systems to enable shunting upon a valid card read or request to exist at designated card-reader-equipped doors and vehicle entrances, as specified below. The existing Personnel Access Control System (PACS) is an Identiv Freedom Bridge Access Control System. The current software version is v11.2.1.6 and requires an upgrade to the latest available release. Additionally, the existing software support agreement is outdated and must be renewed for 1–12-month renewal. Cost for upgrading both the Freedom Bridge software and software support agreement shall be included in the Contractor’s proposal.

70RFPW25QWA000007 AM0003 Page 8 of 89

The following doors need to be shunted:

• 1st Floor East Entry & Exit Door

• 1st Floor South Entry & Exit Double Door

• 1st Floor Main Entry & Exit Double Door

• P1 Vehicle Entry

• P1 Vehicle Exit

• P3 Vehicle Entry

• P3 Vehicle Exit

• Loading Dock Man Door

• P3 Vehicle Entry Man Door

NOTE: For garage doors and man doors equipped with existing BMS and REX sensor. The contractor may utilize the existing PACS outputs to integrate with the IDS, minimizing the need for additional BMS sensors or new cabling. The contractor shall include in their proposal the cost to program these outputs to enable alarm protection and shunt functionality as specified.

f. Contractor to provide supervised auxiliary power if needed to all devices on the system. Provide load calculations for and all power supplies providing power to devices on the system. Power provided by the contractor shall not exceed 70% of full capacity of power supplies.

B.2.3 New System General Information and Requirements:

Alarm control panel shall be Underwriters Laboratories (UL), IP based, commercially-grade listed panel from one of the following manufacturers: Honeywell/Ademco, Bosch/Radionics, or Digital Monitoring Products (DMP).

The alarm control panel and power supply enclosure shall have a tamper switch installed as an individually programmed 24-hour zone.

70RFPW25QWA000007 AM0003 Page 9 of 89

When setting up internet accounts, it is the responsibility of the customer to ensure the firewall routing through to the FPS Denver MegaCenter (DMC) is completed. The installer may be required to enter the IP address of the system into the internet communicator to allow initial connection to the alarm system. Packet transmission should be verified on both ends before the account is scheduled. Once account testing has been completed the account must be locked out by the on-site technician before the account is placed online.

When the alarm system is completely installed and programmed to the FPS DMC, the installer shall perform a 100% test of the alarm system. The test shall include all zones connected to the security system and monitored by the FPS DMC. Before initiating any test, the contractor shall contact the FPS DMC prior to testing to coordinate. At the completion of the test, the installer shall contact the FPS DMC to confirm all signals have been received, request a report of the test results, and inform the FPS DMC testing is complete.

The IDS shall have sufficient back-up power to operate four hours in standby (non-alarm) and five minutes in alarm mode.

General guidelines that shall be adhered to:

a. All IDS devices shall be supervised.

b. End of line (EOL) resistors for supervision shall be placed at the individual sensor and not in the alarm panel or zone expansion module.

c. Alarm panels shall be in a locked container with a tamper switch.

d. Alarm panels shall be in a secure area that is only accessible to authorized individuals.

Secure area shall be protected by IDS.

e. Each alarm sensor or alarm point shall be wired as its own zone.

f. Double doors or split doors shall be zoned on each leaf, not both doors on one zone.

g. Cross zoning (the requirement of two or more sensors to be activated in a specific amount of time before activating an alarm) shall be avoided.

h. All door contacts shall be installed on the latch-side of the door and shall not allow the door to open far enough to allow tampering with the contact inside the door without going into alarm.

i. Security alarm panel devices shall be wired normally closed with EOL resistor in series, unless required for other reasons to be wired normally open. It shall be the responsibility of the contractor to note the change and receive approval from the FPS COR/TPOC/PM prior to making the change.

j. Each area/partition shall have at least one keypad.
