About this file

This document is a Request for Proposal (RFP) issued by the Department of Homeland Security's Federal Protective Service for the repair and replacement of video surveillance system components at the Wallace F Bennett Federal Building in Salt Lake City, Utah. The solicitation (70RFPW25QW8000015) requires the installation of four specific Avigilon cameras - two 12 Mega Pixel 360-degree Multi-Sensor Dome Style IP Cameras, one 2 Mega Pixel PTZ IP Camera, and one 2 Mega Pixel Outdoor IR Dome Camera - along with a monitor and necessary mounting equipment.

The project has a strict 10-business day performance period following the Notice to Proceed, with a total replacement of five system components (four cameras and one lobby monitor). The procurement is sole-sourced specifically to Avigilon branded equipment due to the proprietary nature of the existing security infrastructure, with a requirement that the new components must seamlessly integrate with the facility's current Video Surveillance System. The solicitation is a competitive Request for Quotation (RFQ) with a submission deadline of September 23, 2025 at 10:00 AM Pacific Time, targeting a Firm-Fixed-Price Purchase Order for the complete installation and system integration.

1. Nature and/or description of the item/service being procured and anticipated cost: The services to be performed consist of the repair and replacement of four (4) cameras and supporting appurtenances within the existing Avigilon Video Surveillance System (VSS) located at the Wallace F Bennett Federal Building (UT0032) in Salt Lake City, Utah.

(2) 12C-H5A-4MH 12 Mega Pixel 360 degree Multi-Sensor Dome Style IP Camera

2. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

(Check one and explain below):

Only one source reasonably available.

Urgent and compelling circumstances exists.

Exclusive licensing agreement exists.

x Brand name. If the brand name requirement applies to a portion of the procurement, please identify that portion.

Industrial Mobilization Other. Explain:

The requirement to procure only Avigilon-branded cameras is based on the proprietary nature of the existing security infrastructure at the Wallace F. Bennett Federal Building. The facility's Video Surveillance System (VSS) is a fully-integrated, end-to-end security platform built around Avigilon hardware and the Avigilon Control Center (ACC) video management software. The existing cameras, network video recorders, and software are engineered to function as a single, cohesive ecosystem, and this acquisition is for the replacement of several failed components within that system.

Introducing cameras from a different manufacturer would fundamentally break the system’s advanced functionality and compromise the facility’s security posture.

While a non-Avigilon camera may provide a basic video feed, it cannot integrate with the system’s most critical security features. The Video Management software leverages patented, self-learning video analytics that are embedded within Avigilon cameras. These analytics provide advanced pattern-based object detection, allowing the system to intelligently recognize the movements of people and vehicles while

September 2025 ignoring irrelevant motion, which is crucial for proactive threat identification. A non-Avigilon camera would be blind to this system, rendering these essential analytic capabilities inoperable. Furthermore, specific performance technologies, such as Avigilon's proprietary LightCatcher™ technology, which provides evidentiary color detail in extreme low-light conditions, would be lost, diminishing the system's effectiveness during nighttime hours.

The financial and logistical consequences of attempting to integrate an alternative product are untenable. It would require the government to abandon its investment in the current platform's core features. To regain similar analytic capabilities, the government would be forced into a costly system overhaul, requiring new management software, additional servers, and extensive integration labor, far exceeding the cost and scope of this component repair.

This technical and financial reality is compounded by an urgent operational need.

The Wallace F. Bennett Federal Building is a Facility Security Level (FSL) 4 facility. Per the Interagency Security Committee (ISC) Risk Management Process, critical security components at this level, including VSS cameras, must be repaired or replaced within 24 hours of failure. The complex, time-consuming, and cost-prohibitive actions required to attempt integration of a non-Avigilon product would make compliance with this 24-hour federal mandate impossible, leaving the facility vulnerable and non-compliant for an unacceptable period.

The use of the authority cited in FAR 13.106-1(b)(1) is therefore necessitated by these compounding factors. The circumstances restricting competition are that, as demonstrated, only one source's supplies can satisfy the agency's requirements. Any product other than Avigilon-branded equipment is technically incapable of integrating with the proprietary analytics and software of the existing VSS, would impose substantial and unacceptable cost and schedule burdens on the government, and would unequivocally prevent compliance with the mandatory 24-hour ISC security directive for this FSL-4 facility. For these reasons, procurement from any source other than one that can provide Avigilon-branded products would fail to meet the essential agency requirements, justifying this limited-source acquisition.

The sole source is only limited to the brand name requirement for Avigilon-branded equipment, as there are numerous vendors capable of completing the needed repairs and installing the replacement cameras.
