The answers to contractor questions are provided for informational purposes and do not amend or change the terms of the solicitation. If there is a conflict between the solicitation and the information provided in the answers to the questions, the solicitation governs.
1. Will category 6A cable need to be shielded?
Answer: Yes. Please see revised Statement of Work (SOW) dated 10/24/2024, provided with Amendment 0010, Section E.3 Electrical and Cabling Requirements, sub section E.3.11.
2. Will a manufacturer warranty be needed?
Answer: Yes. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section E.6 Warranty and Maintenance, sub section E.6.1.
3. How many category 6A cables for each camera location?
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section E Additional Project Requirements, sub-section E.3.11. Also, please refer to camera manufacturer requirements for cabling.
4. How many category 6A cables to each workstation?
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, Additional Project Requirements, sub-section C.1.4. Please refer to workstations manufacturer requirements for cabling requirements.
5. Will a scaled site drawing be issued showing OM4 12-strand from BLDG 56 to TE-1-1786 to BLDG 67
TE-1-SOC?
Answer: No, scaled drawings are not available.
6. What type of OM4 fiber connector? ST, SC, LC, ETC.
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section Electrical and Cabling Requirements sub-section E.3.12 provided with Amendment 0010.
7. Can J-hooks be used in lieu of conduit? If not, what size conduit is required?
Answer: Yes, if allowed by applicable code. Please see revised SOW dated 10/24/2024 provided with Amendment 0010, Section E Additional Project Requirements, subsection E.3.4.
8. Are new cameras and cabling going to existing camera locations?
Answer: Yes. Please see updated Design Prints CO0533_VSS_Design_10242024 for camera locations provided with Amendment 0010.
A site visit was provided to walk the facility and take note of any existing camera infrastructure in place.
9. Are existing camera locations in conduit from device to termination point, for demo?
Answer: Unable to confirm types of conduit and or routing. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub-sections C.1.2, C.1.3 and C.1.4.
10. What are the ceiling heights?
Answer: Approximately 15-30 A.F.F. (Above Finished Floor)
11. Where is the SOC room where the NVMS server will be?
Answer: There is no SOC in this facility. The Workstation which will be monitored by a Protective Security Officer (PSO) is outlined on the designs (Preliminary location). Please see CO0533_VSS_Design_10242024 and revised SOW dated 10/24/2024, Section C Scope, sub-section C.7.1 a), b), i) both provided with Amendment 0010.
12. Where is the Guard Station where the video monitor will be mounted?
Answer: Please see updated Design Prints CO0533_VSS_Design_10242024 and revised SOW dated 10/24/2024 Section C.7.1 b) both provided with Amendment 0010.
13. Confirm if the LCD monitor for the guard station will be desk mounted or wall mounted.
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C, sub -section C.4.1.
14. D.5.1 VSS Equipment List at a minimum
* Avigilon RM7-WKS-2MN-XX, 4 monitor capable. The 2MN designates the workstation is capable of just two monitors and the spec calls for 4 Monitor Capable. I will use the 4MN version which will allow for the required 4 monitor capability. Please confirm.
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section D.5 Equipment List.
15. The floor plan only shows symbols for 17 outdoor camera locations. The spec says there will be 25 new cameras installed. Where are the additional camera locations?
Answer: Please see revised SOW dated 10/24/2024, Section B, Purpose Sub section B.1.1 and revised Design Prints CO0533_VSS_Design_10242024 both provided with Amendment 0010.
16. Confirm the mounting types of each camera location.
Answer: Unable to confirm. It is the responsibility of the contractor to determine the mount type required. Please see revised Design Prints CO0533_VSS_Design_10242024 provided with Amendment 0010. Please also see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Purpose, sub-section C.2.1, C.2.2, C.2.4 and Section D Systems/Equipment Salient Characteristics and Requirements, sub section D.5.1.
17. Confirm camera model for each location.
Answer: Unable to confirm camera model. It is contractor responsibility to provide camera model that meets specifications for each location. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section D System/Equipment Salient Characteristics and Requirements, sub-section D.5.1.
18. Size of NVR storage is shown as a different size in two locations in the spec. Attachments with Device/Equipment Locations, c.7.1 a) One (1) Avigilon NVR5-PRM-224TB–S19-NA and the second place is D.5 Equipment List, NVR5-PRM-160TB-S19-NA. Confirm which size hard drive storage space is required.
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Attachments with Device/equipment Locations sub section C.7.1 (a) and Section D Equipment List, sub-section D.5.1.
19. D.5 Equipment List shows six SM50010RT3UTAA UPS and six SU1500RTXCD2U. Are twelve UPS required? If not, what is the actual quantity?
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010 Section D System/Equipment Salient Characteristics and Requirements, sub-section D.5.1 and Section E, Additional Project Requirements, sub-section E.1.4.
20. D.5 Equipment List calls for five 24 port PoE+ switches and five 16 port PoE+ switches. Please confirm quantity.
Answer: Confirmed. Please see revised SOW 10/24/2024, provided with Amendment 0010, Section D System/Equipment Salient Characteristics and Requirements, sub-section D.5.1 provided with Amendment 0010.
21. Will the new category 6A camera cabling go to the NVR Room or is there a separate IT Room?
Answer: Please see updated Design Prints CO0533_VSS_Design_10242024 provided with Amendment 0010.
22. Confirm all existing pathways and conduits on the interior and exterior of B56 and B67 can be used for this project and there is space available.
Answer: Cannot confirm if existing pathways and conduits have space available. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub-section C.1.5 and Section E Additional Project Requirements, sub -sections, E.3.1, E.3.2, E.3.4, E.3.12, E.3.13.
23. The map in Attachment B shows 12 strands of fiber are to be run from B56 to B67. Please confirm this is in scope and there is adequate space available in the conduit.
Answer Part A: Yes, it is within scope. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub sections C.1.5, C.5.7 and Section E Additional Project Requirements, sub-sections E.3.1, E.3.2, E.3.4, E.3.12 and E.3.13.
Answer Part B; Unable to confirm space available within conduit.
24. According to the site visit, there is an updated site and camera map - Version 3, can the government please provide Version 3?
Answer: Yes, please see Design Prints CO0533_VSS_Design_10242024 provided with Amendment 0010.
25. During the site visit, it was noted there might not be enough floor space in the IDFs for the UPS (racks and equipment) to run for 4 hours. Please confirm UPS capacity of 4 hours in the IDFs is a requirement.
Answer: Yes. Please see revised SOW dated10/24/2024, Section E Additional Project Requirements, sub-section E.1.4 provided with Amendment 0010.
26. During the site visit, it was noted that a few corner cameras could be mounted on glass. To provide views along the building perimeter, can cameras be repositioned or mounted on the soffit to avoid glass mounting? Is it possible to mount cameras on the roof with non-pen/parapet mount combination?
Answer: Cameras can be repositioned or mounted on the soffit. Mounting cameras on the roof with non-pen/parapet mount combination is acceptable. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub-sections C.2.9 and C.2.10.
27. If the IDFs need to run on UPS for 4 hours, and floor space is available, can a floor rack less than 42U be used to house the UPS equipment?
Answer: Yes, provided all equipment fits. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub section C.7.1 (h).
28. The D.5 equipment list does not include firewalls however firewalls are referenced in C.5.6, C.5.7, and E.6.6. Can the government confirm firewalls are required?
Answer: Yes, firewalls are required. How the contractor decides to provide a firewall is up to the contractor. It is not on the equipment list because firewalls do not necessarily need to be equipment based. But should still be configured per the method chosen and to manufacturer/industry best practice.

29. SOW references D.5.1 and C.7.1a Please confirm what size storage is required for the NVR as 2 different sizes (160TB, 224TB) are specified in the RFP.
Answer: Please see answer to Question #18.
30. Can you confirm all NVR camera video recording will be done on motion and not continuously?
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub-sections C.2.9 and C.3.1.
31. Can you confirm that the cabling required to be removed is only that which is associated with this project and only includes visible cabling?
Answer: Unable to confirm. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub-section C.1.2.
32. Can you confirm that the final mounting position of the monitor will be on a wall and not a desk?
Answer: Either mounting option is acceptable and contractor should provide a solution. Please see revised SOW dated 10/24/2024 provided with Amendment 0010, Section C, sub section C.4.1.
33. For how long is it desired that the UPS will backup the VSS? Will 4 hours suffice?
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section E, Additional Project Requirements, sub-section E.1.4.
34. Can you confirm that the workstation location already has a network port that is usable to link it to the system?
Answer: No. This is a new installation.
35. Can you confirm that the required on-site software maintenance support does not require emergency maintenance.
Answer: No, emergency maintenance is not required.
36. F.2 Requests items in this order:

Answer: No specific order is required as long as the items requested are provided.
37. During the site walk it was determined that there were multiple drawings with camera locations.
Solicitation states 1 fisheye but drawings show multiple. Will the government provide an updated drawing showing location of all cameras and cameras specified for each location? Also will the government update the sow to the correct quantities?
A. Please see amended Design Prints CO0533_VSS_Design_10242024 provided with Amendment 0010.
B. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section B, sub section B.1.1.
38. Does the contractor need to provide 120/20-amp power circuit to the Guard Station where the workstation and monitor will go? It was stated at site visit, by GSA representative on-site, that when power was put there, there were many issues getting it in that area. Will the government provide information about what the challenges were should the contractor need to provide this power circuit?
Answer: Part A - Unknown if the contractor needs to provide this power circuit.
Answer Part B - The government will not provide information about what challenges there may be.
39. In section E.1.4 calls for a least a 4 hour UPS Back up. If the buildings has Backup power will the government add the FPS standard of 15 minutes for systems on Back up power back into this section?
Answer: No.
40. In D.5.1 you have a quantity of (6) SM50010RT3UTAA TAA SmartPro 208/120V 5kVA 4kW Line- Interactive Sine Wave UPS and then have a quantity (6) Uninterruptible power supply & accessories (UPS) (such as SR42U & SU1500RTXCD2U. the SM50010 is a 208V input UPS. Are you all supplying 208V power at each location?
Answer: Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section E Additional Project Requirements, sub section E.1.2 and Section D sub-section D.5.1.
41. You asked for UPS calculations but you have quantity and part numbers of UPS. Would the government accept UPS for each location based on UPS sized based on the load and time calculation for each location?
Answer: Yes, UPS equipment numbers provided by the Government are estimates. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section E Additional Project Requirements, sub-section E.1.4.
42. In section E.1.4 calls for a least a 4 hour UPS Back up. If the buildings has Backup power will the government add the FPS standard of 15 minutes for systems on Back up power back into this section?
Answer: Please see answer to question 39.
43. In section D.5.1 the UPS in the equipment list is a SM50010RT3UTAA or equivalent, this UPS is significantly larger than necessary to power the system. Also, under section E.1.4 it specifically calls out the UPS requirement and under section F.2.6 A) the government requires the contractor to provide UPS back up calculation. Based on sections E.1.4 and the requirement of F.2.6 A) I asked will the government allow the contractor to supply the necessary sized UPS based on the calculation of the power requirement on the system in each location there is a need/ requirement for backup power?
Answer: Yes, please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section E Additional Project Requirements, sub-section E.1.4, provided with Amendment 0010
44. Can you clarify why you have (5) 24 port switches and (5) 16 port switches in D.5.1? Can you explain where each of these go? According to current drawings no more than 7 cameras go back to a switch.
Will the government accept a 10 port POE++ (90W per port) switch?
Answer:
a) No clarification needed this is what the government is requiring
b) Please see revised SOW dated 10/24/2024, provided with Amendment 0010, paragraph C.7 sub paragraphs h) & i). Additionally please see drawings Design Prints CO0533_VSS_Design_10242024 for location of communications closets
c) No, the Government will not accept a 10 port PoE switch.
45. Per E.18
E.18.1 The Contractor shall provide on-site software maintenance support for a period of 12 months.
This support shall start upon successful completion of the Substantial Completion Inspection (SCI) and include support for the Video Management software.
E.18.2 This support shall include screen development, report generation, software upgrades, OS patches, virus protection, system configuration, response plan implementation and other such support required for operation.
a) The amount of time/hours the government expects the contractor to provide “on-site software maintenance” in not clearly defined in this section, Will the government specify the amount of time/hours and the actual number of site visits the government expects from the contractor for this requirement?
Answer: No, the government will not define time/hours required to meet E.18.1 or E.18.2.
b) Will the government allow the contractor to do attended remote support sessions to provide software support for this requirement?
Answer: No the government will not allow remote support sessions
45. Can you confirm there is plenty of room and pull string in conduit that run between buildings 56 to building 67 for fiber?
Answer: The government is unable to confirm. Please see revised SOW dated 10/24/2024, provided with Amendment 0010, Section C Scope, sub-sections C.1.5 and C.5.7 and Section E, Additional Project Requirements, sub-sections E.3.1, E.3.2, E.3.4, E.3.12 and E.3.13.
46. With the network salient in section D.4 there is no longer a need a for POE injectors. Will the Government accept the quote without POE injectors? This will provide significant savings to government by doing this.
Answer: Yes, the Government will accept the quote initially; however, only offers that meet all published technical requirements as specified in the SOW will be eligible for award. Incomplete offers and/or those that do not meet all published specifications will be not be further evaluated or considered for award.
