A. BACKGROUND
The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.
The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.
B. PURPOSE
B.1 Place of Performance
B.1.1 The place of performance is at the U.S. Army Corps of Engineers Building at 4735
East Marginal Way Seattle, WA 98134.
B.2 Description of Existing Systems
B.2.1 The existing Video Surveillance System (VSS) at the U.S. Army Corps of Engineers
Building consists of a Dell server, workstation, keyboard and mouse, two monitors and
RFQ#70RFPW23QWA000006
nine cameras. The system has exacqVision software installed on it to operate the cameras. The software was last updated about 8-10 years ago.
B.3 Description of New VSS Requirements
B.3.1 This SOW states the requirements for the purchase, installation, and programming for a new Network Video Recorder (NVR) Server, workstation, switches, 16 new internet protocol (IP) cameras, HDMI extender with KVM control, HDMI extender, and three monitors. In addition to the cameras, this SOW includes the requirements for the following: camera mounts where needed, camera licenses and all appurtenances necessary to connect the new cameras to the new NVR for a fully functional IP VSS.
The VSS shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility.
B.3.2 A cyber cybersecurity acceptance test will be completed at project completion by
Department of Homeland Cybersecurity Office. Contractor shall be onsite for the test to provide any assistance, answer any questions and resolve any issues identified. The Contractor at the start of the final inspection shall have the attached (Attachment 1) SAMPLE Cybersecurity Final Inspection template completed. Contractor shall work with the FPS PM to schedule the final Inspection at least one week in advance.
B.3.3 Contractor may only reuse existing equipment racks and small form-factor (SFP) media convertors. Contractor must remove existing patch panels and terminate all network wiring directly to new contractor provided switches. Other than the SFP media convertors and equipment racks Contractor shall purchase and install all new equipment. If existing server rack is used, contractor to supply necessary hardware to support server and UPS.
B.3.4 To alleviate future maintenance/warranty issues that the facility is currently experiencing the new Contractor provided NVR/Server, workstation and cameras shall all be from the same manufacture.
B.3.5 All licenses, firmware and software fees shall be non-recurring. The Contractor shall provide confirmation on manufacturer letterhead that they are trained on the specific VMS platform being proposed. Also, licensing for the VMS software being proposed includes the right to upgrade to all future VMS versions and has no cost to upgrade and no recurring licensing fees. VMS solution can not have any additional licensing fees beyond the initial licensing in the contractor’s submittal. Should the hardware running the VMS solution reach an end of life the Government shall be able to transfer the licenses to the new VMS hardware at no cost.
B.3.6 When installing the new cameras, the Contractor shall mount all cameras using the manufacturer’s hardware so that the camera is in a horizonal plane. When mounting on a wall the Contractor shall use the manufacturer’s wall mount. When mounting on the ceiling the Contractor shall use the manufacturer’s pendant or ceiling mount. If the
RFQ#70RFPW23QWA000006
Contractor has any questions/concerns on how a particular camera should be mounted, the Contractor shall work with the FPS Project Manager (PM).
B.3.7 The old NVR/Server, workstation, switches, cameras, and mounts shall be boxed up and turned over to the FPS Project Manager (PM).
B.3.8 Unless otherwise noted the new cameras shall be mounted in a manner using the existing holes. If the existing holes are not used the contractor will use the existing wire penetration and patch the holes or use a plate to cover the existing hole. Plate must be powdered coated to match camera housing. Must use stainless hardware.
B.3.9 All equipment that is proposed by the Contractor shall be in compliance with section
889 of the 2019 John S. McCain NDAA. All existing equipment meets this requirement.
B.3.10 The Contractor may choose to reuse the existing Cat5 cabling. However, cable runs shall not exceed 270 feet. If an existing run is over 270 feet, the contractor must install the necessary number of extenders to keep each wire run between devices under 270 feet. Prior to using the existing cable, the contractor must test it. See below for testing of existing and new cable. If contractor chooses to use existing cabling it shall be warrantied to include cabling and labor for 12 months. If the contractor determines the cabling is unusable or chooses not to use the old cabling the contractor shall remove the old cabling and provide and install new cabling. All cabling not in the ceiling shall be in conduit and ran all the way to the camera. Some of the existing exterior cabling to cameras was left exposed. This will require additional conduit. The Contractor shall purchase and install the additional conduit needed. All cabling (existing and new) not in the ceiling shall be in conduit and ran all the way to the exterior camera. The contractor must properly secure all new and existing wiring that will be reused.
B.3.11 All existing and new cabling shall be tested to certify that the cable conforms to
ANSI/TIA/EIA-568-B standards. Tester shall be a Fluke DTX-1800 or equivalent with the ability to save results; those results shall be printed and provided to the FPS PM.
B.3.12 All PoE midspan extenders must meet IEEE802.3af PoE (15) and IEEE 802.3 at PoE
Plus (2-event signature) (25-30W) IEEE 802.3bt PoE (to 90W+, non LLDP) standard.
B.3.13 All midspan extenders must be powered by the system UPS.
B.3.14 The Contractor shall provide a drawing with their proposal showing the approximate wire length to all cameras.
B.3.15 The Contractor shall include on the same drawing or on a separate drawing, if applicable, the location of the PoE midspan extenders.
B.3.16 All camera housings shall be a minimum IK-10 Impact-Resistant for vandalism.
RFQ#70RFPW23QWA000006
B.3.17 Some camera locations may require a lift to get to. If the Contractor determines one is needed it shall be a line item in their proposal. Contractor shall notify FPS PM 24-hours in advance to when the lift will be on-site. Contractor is responsible for coordinating the scheduling, delivery, and removal of lift.
