A. BACKGROUND

The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.

The following Statement of Work (SOW) and guidelines have been developed by the

Department of Homeland Security (DHS), Management Directorate, Federal Protective Service

(FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

B. PURPOSE

B.1 Place of Performance

B.1.1 The place of performance is at the Fairbanks Federal Building at 101 NE 12th Avenue

Fairbanks, AK 99701.

B.2 Requirements

Due to weather conditions (snow and ice) and safety reasons the install must take place between the months of June and September.

PAGE 6 OF 64 PAGES

This SOW consists of a base requirement and two optional items. Both the base and optional items shall be included in the contractor’s proposal. The Base and the three

Optional Requirements shall be separate contract line items (CLINS) in the proposal submitted by the contractor. The Government reserves the right to award one of the three optional items, two of the three optional items, all three of the optional items or to make no award of the optional items if determined that it is not in the Government’s best interest. The Government will evaluate the total price for the basic requirement together with any optional quantity items at the time of award. (FAR 52.217-4).

A cybersecurity acceptance test will be completed at project completion by

Department of Homeland Cybersecurity Office. Contractor shall be onsite for the test to provide any assistance, answer any questions and resolve any issues identified. The

Contractor at start of the final inspection shall the attached templated document completed. Contractor shall work with the FPS PM to schedule the final Inspection at least one week in advance.

B.3 Description of Existing Systems

B.3.1 The Video Surveillance System (VSS) existing system at the Fairbanks Federal

Building consists of a Bosch Server, network switch, GPS time server, DX8100 series expansion unit, CM6800 matrix switcher, two KBD960 keyboards, 42-inch monitor, 19-inch monitor, 13 analog (seven fix and six PTZ) and fixed IP cameras.

The system can be controlled from both the PSO main entrance screening station and the PSO supervisor’s office. The 42-inch monitor is located at the PSO main entrance screening station. The recording equipment and 19-inch monitor are in the

PSO supervisor’s office. The existing system is not connected to the facility emergency power.

B.4 Description of New VSS (Base Requirement)

B.4.1 This SOW states the requirements for the purchase, installation, and programming for a new Network Video Recorder (NVR) Server, three workstations, switches, 29 new internet protocol (IP) cameras, and five monitors. The new contractor provided system shall have an NVR/server with Video Management System (VMS). The Contractor is providing 28 new cameras. (See Section B.4.14). The Contractor is to also connect the two IP cameras on the current system (See Section B.4.15). The Contractor shall remove four analog cameras that are not being replaced. (See section B.4.16) Patch any holes left by the removal and ensure there is no exposed cabling.

B.4.2 The Contractor can choose to connect the existing GPS Time Server (Veracity

TIMENET Pro) to the new contractor provided NVR/Server or purchase a new one. If contractor chooses to use the existing GPS Time Server, it shall be warrantied including labor for 24 months. If used it’s the Contractor’s responsibility for verifying the existing GPS timeserver (Veracity TIMENET Pro) is compatible with the new contractor purchased and installed system. If used the Contractor shall connect it to the

PAGE 7 OF 64 PAGES

new system and do any necessary programming to make it properly function. If the

Contractor determines the GPS Time Server is not compatible or doesn’t want to use it for any reason the Contractor shall purchase a new GPS timeserver and connect it to the new system and do any necessary programming to make it properly function. Any cost associated with using the existing GPS Time Server or purchasing and installing a new one shall be included in their proposal.

B.4.3 The Contractor may also choose to use the existing switch located in the basement security office. It is a Planet GS-4210-24UP4C. If contractor chooses to use the existing switch, it shall be warrantied including labor for 24 months. If used the

Contractor shall connect it to the new system and do any necessary programming to make it properly function. Also, if used the Contractor shall ensure the switch doesn’t exceed 70% of the PoE budget. If the Contractor doesn’t want to use the switch for any reason the Contractor shall purchase a new network switch (see D.9.1 for salient characteristics) and connect it to the new system and do any necessary programming to make it properly function. The Contractor shall provide load calculations for each switch (new and existing if used) with their proposal to ensure each switch doesn’t exceed 70% of the PoE budget.

B.4.4 The Contractor shall provide a detailed list of any existing equipment the Contractor intends to use with their proposal.

B.4.5 In addition to the cameras, this SOW includes the requirements for the following:

camera mounts where needed, camera licenses and all appurtenances necessary to connect the new cameras to the new NVR for a fully functional IP VSS. The VSS shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility.

B.4.6 To alleviate future maintenance/warranty issues the new Contractor provided

NVR/Server, workstations and cameras shall all be from the same manufacture.

B.4.7 All licenses, firmware and software fees shall be non-recurring. The Contractor shall provide confirmation on manufacture letterhead that they are trained on the specific

VMS platform being proposed within the past two years. Also, licensing for the VMS software being proposed includes the right to upgrade to all future VMS versions and has no cost to upgrade and no recurring licensing fees. Allows for VMS version upgrade at no cost to the Government at any time. In addition to adding the new cameras to the new system, the contractor shall connect all cameras that are not being replaced to the new system. If additional licenses, software, firmware are required to make them viewable, controllable, and recorded the Contractor shall purchase and install them.

B.4.8 When installing the new cameras, the Contractor shall mount all cameras using the manufacturer’s hardware so that the camera is in a horizonal plane. When mounting on a wall the Contractor shall use the manufacturer’s wall mount. When mounting on the ceiling the Contractor shall use the manufacturer’s pendant or ceiling mount. If the
