3. Section 2 Attachment 3 Exhibit 13, Page 234. Please provide Exhibit 13 (Post Exhibit) in Excel format. See answer to question #1.

4. Section C – Staffing, C.1 Staffing Plan, Page 427. Because a detailed Staffing Plan is required for the Technical (Non‐Price) Proposal, can the government please advise what the number of TAS and ESS hours were for the preceding five‐year period?

TAS and ESS hours will vary. The following historical information is provided for informational purposes and is not a representation of any future requirements: For TAS hours, the contractor provided approximately 7,230 hours of temporary additional services during the base year; 3,696 hours during the 1st option year ; 1,375 during the 2nd option year; and 45 hours during the 3rd option year. There were 3,696 ESS hours ordered during the 2nd year of the contract in support of Federal Emergency Management Agency (FEMA). TAS and ESS hours for the preceding years were affected by Posts closures due to the COVID‐19 Pandemic, and may not be a good predictor for the future.

TAS and ESS requirements are non‐recurring and generally unknown at this time. The Post Exhibit provides the current known service requirements but the government may order up to the maximum quantities specified in the 1449 pricing schedule; see 03. Maximum Quantities on page 12 of the solicitation.

31. We are requesting the Government add a term to the solicitation that allows for an Economic Price Adjustment where we would be able to increase the Labor Price if there is an unusual increase to inflation or other factors that could be impacted due to an extreme fluctuation in the economic environment Considering the economic uncertainty and inflation present in the labor market and material supply chain today there is serious doubt concerning price stability during the extended period of contract performance. The uncertainty is industry‐wide and outside the contractor's control. The solicitation pricing instructions require the contractor to include both labor and associated material and other costs into one firm fixed labor rate, which increases the economic risk to the contractor even further. The market variables for labor and materials are too unstable to permit a reasonable division of risk between the Government and the contractor. Under the current economic circumstances, would the Contracting Officer consider including the clause at FAR 52.216‐4, Economic Price Adjustment‐Labor and Material, or the clause at FAR 52.216‐5, Price Redetermination‐ Prospective, or an agency‐prescribed clause as authorized in paragraph (a)(2) of FAR 16.203‐4? No, see Price Proposal Instructions beginning on page 426 of the solicitation

32. We are requesting that the Government create a separate CLIN for items that are fixed i.e. ODCs so that we are able to capture those separately and not have to spread the price of those fixed costs over IDIQ hours? If the government is unwilling to include FAR 52.216‐4 or ‐5 in the contract, would the Contracting Officer consider separating the direct labor rate from materials and other ODCs and including the materials and other ODCs on a separate cost‐reimbursement CLIN?

No, see Price Proposal Instructions beginning on page 426 of the solicitation. See Attachments 6 and 6a, Price Element Breakdown and Price Element Breakdown Instructions. it is each vendor's responsibility to examine the requirement and include all costs within the hourly bill rates.
