Statement of Work Section

5.3.5

The Statement of Work at Section 5.3.5 states: “Once a completed personnel security package has been received, the standard processing time is generally up to twenty‐one (21) calendar days, so long as there are no derogatory issues.” For planning purposes, what is the true average processing time for clearances in the last 12 months? If processing time consistently exceeds 60 days, will the Government consider allowing entry on duty with Quick‐Checks?

PSD will not allow Quick Checks. According to Personnel Security Division (PSD), from July 2021‐April 2022‐in Region 8, the time to process a COMPLETE Contractor Information Worksheet (CIW) where no Letter of Interrogatory (LOI) is required averaged 27.6 days. The time to process a COMPLETE CIW where additional information/LOI was required averaged 52.6 days.

For April 2022, the average processing time for a COMPLETE CIW was 9 days and 49 days for a COMPLETE package that required an LOI. PSD identifies a COMPLETE package as one where the prospective PSO has responded to his/her Electronic Questionnaires for Investigations Processing (eQIP) email and has provided all information required to initiate the investigation. Contractors are reminded that many times the reasons for delays pertain to incomplete documentation submitted by the contractor or contractor employees proposed to work under the contract. Please ensure that fully completed documentation pertaining to suitability are submitted to facilitate prompt processing of the review.

2 General Pricing Are the incumbent PSOs medically qualified under the new SOW? Will new medicals be required for all incumbents during transition?

All incumbent PSOs that are active on the contract have met the fitness requirements per the SOW. As long as the employee has had the medical qualification within the last 5 years they will not need to go get another examination. Please refer to SOW Section 5.2.2.

When does the Government anticipate the new Post Tracking System (PTS) will become active on this contract? The new PTS is expected to be active as of the first day of contract performance.

Solicitation Pg.

C.1 Staffing Plan Would the Government please provide the number of TAS and ESS hours performed in each of the last three years?

TAS and ESS hours will vary. The following historical information is provided for informational purposes and is not a representation of any future requirements: For TAS hours, the contractor provided approximately 7,230 hours of temporary additional services during the base year; 3,696 hours during the 1st option year ; 1,375 during the 2nd option year; and 45 hours during the 3rd option year. There were 3,696 ESS hours ordered during the 2nd year of the contract in support of Federal Emergency Management Agency (FEMA). TAS and ESS hours for the preceding years were affected by Posts closures due to the COVID‐19 Pandemic, and may not be a good predictor for the future.

TAS and ESS requirements are non‐recurring and generally unknown at this time. The Post Exhibit provides the current known service requirements but the government may order up to the maximum quantities specified in the 1449 pricing schedule; see 03. Maximum Quantities on page 12 of the solicitation.
