About this file
This is a PowerPoint pre-proposal conference briefing for a Federal Protective Service (FPS) Region 7 solicitation for Armed Protective Security Officer (PSO) services at the IRS Complex in Austin, Texas. The competitive 8(a) small business set-aside RFP (No. 70RFP424RE7000007) seeks a contractor to provide comprehensive security services, with proposals due May 19, 2025, and an anticipated contract award by October 31, 2025. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type with a base period from March 1, 2026, to February 28, 2027, and three optional one-year extensions through February 28, 2030.
Key requirements include providing armed PSOs with valid firearms permits, utilizing a new National Statement of Work (SOW) from November 2024, and meeting specific FPS training and operational standards. The source selection will be based on three evaluation factors: relevant past performance, management approach, and price, with technical factors being more important than price. Contractors must demonstrate ability to manage quality assurance, transition, and staffing. The estimated contract value is not specified, but the solicitation requires detailed pricing schedules and insurance certificates. The Department of Homeland Security's Federal Protective Service will oversee the contract, with the Contracting Officer Adam L. Reynoso and Contract Specialist Stacy Powell as primary contacts.

2) Management Approach
3) Price
Source Selection Criteria (cont.)
The technical evaluation factors are listed in descending order of importance
The technical evaluation factors, when combined, are more important than price
Non-price factors, when combined, are more important than price. However, the Government contemplates the possibility that it may identify an offer(s) of such a high technical quality that it would not be in the Government’s interest to pay an additional price premium for any additional technical (non-price) advantage. As a result, offerors are advised that the Government may not evaluate the technical proposals of all offerors under this RFP
Relevant Past Performance Relevant past performance is recent (i.e. within the last three years) performance under projects that are of a similar or directly related scope, magnitude and complexity to that described in the solicitation
The Government will also consider the quality of the Contractor’s relevant past performance on all relevant past performance projects including, but not limited to, the past performance projects submitted by the Contractor
Information provided in response to this factor will be used to assist the Government in determining the degree of performance risk associated with award of this project to the Contractor
Management Approach Evaluation will focus on techniques and/or strategies described that demonstrate ability to successfully accomplish this requirement
Offerors shall address:
Quality Assurance (including supervision and QC)
Transition
Staffing
Successful Offeror’s management approach will be incorporated into the resultant contract
Basis for Selection The Government will select the responsible Contractor whose proposal, in conforming to this RFP, provides the overall best value to meet the Government’s requirements, price and non-price factors considered. Only apparent successful contractors determined to be responsible pursuant to FAR 9.104-1 will be issued a contract.
