About this file

This document is a modification (Amendment 0002) to the solicitation for the purchase and installation of additional and replacement cameras to the existing Internet Protocol (IP) Video Surveillance System (VSS) at the Limbaugh Federal Courthouse in Cape Girardeau, MO. The purpose of the amendment is to provide responses to questions received, update the Statement of Work (SOW), and extend the solicitation closing date to September 17, 2024.

The revised SOW includes specifications for various camera types, including 360-degree panoramic, 180-degree dual head, PTZ, and dome cameras from the Avigilon H5A and H6A series. It also details requirements for network switches, client workstations, monitors, and other supporting equipment. The Government will evaluate offers based on technical approach and maintenance plan, with technical factors being more important than price. Vendors are limited to submitting one quote that meets all solicitation requirements; partial or alternative quotes will not be considered.

Can you clarify “System Components” referred to in Section E12, Subsections E.12.5,E.12.6 and E.12.7 of the SOW by identifying specific components.

It is presumed that these sections apply to all Servers or Workstations but are not applicable to the actual cameras which are not directly connected to any internal network. Correct. System components refers to servers and workstations. Do not enable the FTP, TelNet and Remote desktop features in accordance with E.12.5-7.

SOW Section D.3 - RFP page 12

E.1.2

a. Statement of Work, page 14, Note E.1.2 says “Infrastructure Design – The system design shall include all conduit, junction boxes, cabling, fiber, network topology, and HVAC and power requirements for the proposed Network Video Management System (NVMS).”

b. Question: do we have to provide HVAC system for the existing building/ locations per Note E.1.2?

Installation in USMS control center room provides sufficient HVAC cooling. Additional HVAC components are not a requirement of this proposal. The current head end panel will be removed and replaced with a new and more efficient head end panel creating less heat dissepation.

SOW B.2.1.4-8 page

This is an Avigilon spec, but I didn't see how these cameras are to be mounted. Can you provide these details?

Also, A riser diagram would be helpful as well. Do you request a viewing workstation?

A. Vendor to provide all manufacturer acceptable mounting hardware, components and mounts for cameras specified. Reference SOW Section C.2.1.

B. Section B.2.1 specifies that the mounts are to be determined by by specific camera location, it is for the Installer/Integrator to determine the optimal camera mount for each location.

C. Riser diagram is unavailable. Server and client workstations are specified in Section B.2.1

7 SOW C.6.1 & B.2.1

For the remote stations indicating to have video decoders, are we safe to assume these will be PC workstations for the client software to access the cameras?

Yes - SOW amended to remove the requirement for decoders and add Client Workstations in Sections B.2.1.2 and B.2.1.3. The SOW has been revised; see Amendment 002.
