Vendor Questions Reference Answers
1. Will you consider giving vendors 1 week from the receipt of answers and distribution of Answers to Questions for submission of final response? This will help ensure that we have time to properly consider the additional guidance provided in the Answers.
RFQ Page 117, Solicitation Provsions Para. 5
The Government will consider it. However, the Government's requirement needs to be awarded as expeditiously as possible.
2. Are multiple UPS required - for example Interior FPS-PSO as well as PSO Guardhouse, which would need to be sized to support low voltage and high voltage device to include 120v powered items to include Monitors servers PC switches rack fans?
RFQ Page 28, SOW Sect. B.2.2
There are multiple UPS required. The UPS still need to hold for a minimum of 4 hours. This is applicable sections of the SOW which require a UPS.
3. Can the exact color code for the building be provided as it is possible to have the cameras made from the factory to match the color of the building and avoid any warranty issues with post manufacturing painting – often paint color post manufacture would void warranty as most cameras are white. If darker colors are requested it can affect the operating temperature of the cameras design, which will need to be considered.
RFQ Page 49, SOW Sect. E.2.5
The vendor will interface with FPS, GSA historic, and GSA property management in the post award phase since some areas of the building will require custom paint colors for differing locations, for example, darker paint for interior areas and lighter colors in exterior areas.
4. Page 50 E.3.4 states that all cable is conduit yet wire mold or cable tray may be utilized – can specifics be provided where (location, height, etc.) conduit is needed and where or if alternate viable support or protection is acceptable?
RFQ Page 50, SOW Sect. E.3.4
All cable needs to be protected by conduit or wire mold. In drop ceiling, cable can lay in cable trace following UL, NEC, and NFPA guidelines. No cable is to be left unsupported.
5. The request does not ask for Spares - the PWS states that we are to replace with temporary or loaner equipment. Does the location have in place loaner equipment? If not, should a CLIN be added for spare hardware to be utilized as loaner equipment?
RFQ Page 54, SOW Sect. E.6.2.(c)
No, there are no loaner equipment or spare hardware. No, an additional CLIN will not be required.
6. Service Time provide specifics for response. Are there any liquidated damages for not meeting the service response times of 2 hours and 24 hours onsite presence?
RFQ Page 54, SOW Sect. E.6.2.(c)
There are no liquidated damages for meeting the services response times of 2 hours and a 24 hour on-site presence. Liquidated damages will not be assessed for failure to meet service response times as required by SOW Section E.6.2(c). However, the Government may levy additional contractual remedies for failing to meet the required service response times
7. what is the average time for Contractor Suitability acceptance / rejection post submission of A-G and does any existing adjudication supersede this (ex. Adjudication via USMS for Federal Courthouse Security work)?
RFQ Pages 67 - 68, SOW Sect. G.8.1
After receipt of a complete security package, suitability determinations can range between a week or up to no more than 30 days, see SOW Sect. G.8.1. Another agencies adjudication does not supersede the adjudication process for DHS. Please see SOW Sect.
G.8 for sutiability requirements.
8. “Plaza Site” for exterior cameras indicated on the drawing, are exterior pathways conduits and fiber in place or are we to provide exterior conduit, fiber, power and mounting hardware to include concrete pads/ poles as required to mount 180 cameras, PTZ cameras and fixed cameras?
RFQ Page 81, Drawing
Only one location on the drawing is noted as being new and requiring a new pole. From GSA's perspective, trying to repurpose the existing mounts with different cameras to gain the coverage needed if it can be done or connecting directly to the building. A new pole would be very involved and could include penetrating or affecting multiple layers of waterproofing on the plaza. Conduit to all existing cameras is in place. GSA is unsure if coax or fiber cabling is used for the plaza except for the top of ramp guard booth which has a fiber run.
9. Page 81 shows this symbol, but it does not appear in drawings or legend. Can you confirm that it represents “monitor” as well as how many are to be installed per the diagram on p.81?
RFQ Page 81, Drawing
Yes, see RFQ page 81. Fiber run from the FPS Control room to GH. A PoE switch and NVR Workstation with one monitor to be installed. Per the revised SOW Sect. C.4.1, RFQ page 37, only one (1) monitor will be required in the guardhouse.
10. Page 102 (G.2.1) – states a 60-day PoP yet The RFQ does not provided an estimate of Award date – can an estimate of award date be provided
RFQ Page 102, SOW Sect. G.2.1
The Government anticipates making an award on or before 9/30/2024. In accordance with section F.1.2 of the SOW, The Contractor, after receiving a written “Notice to Proceed” from the FPS COR/TPOC, shall complete the installation, including PVT testing and final inspection within sixty (60) business days.
11. In order to be compliant with RFQ submission requirements, how should vendors organize responses?
RFQ Pages 117 – 120, Solicitation Provisions
Although the RFQ includes 2 SOWs, 1 technical quote and 1 price quote covering both the VSS and IDS requirements shall be submitted in accordance with the submission requirements on pages 117-120 of the RFQ.
a. combined pricing and technical volumes for both SOWs Enter the total amount in block 24 of the SF1449 (page 3) and break down the pricing for each CLIN in colum F (pages 5 & 6).
b. separate pricing volume and separate technical volume for each SOW See answer above
c. combined pricing and technical volumes for each SOW (2 volumes total) See answer above
12. Form 1449 (1001- 4001) Option Years 1 – 4 include maintenance for VSS only, which is CLIN 0001 – Please confirm that the only maintenance required for CLIN 0002 IDS is during the initial 12 month warranty period.
RFQ Page 4, SF
That is correct. The VSS requirement shall require addition maintenance option years [CLINs 1001 - 4001]. Regarding CLIN 0002, the Contractor shall be responsible for all of the items listed in the CLIN 0002 description. The 12 month warranty period is inclusinve of any maintenance to the IDS system.
13. Does the Anthony J. Celebrezze Federal Building have an existing contractor that performs electrical work and O&M and if so would FPS share this POC? This may expedite the 60day PoP to have an adjudicated group familiar with routing and electrical requirements.
Common electricians onsite are PJ Ellis, Hatzel & Buehler and Einheit.
14. Does any conduit need to be painted (ex. in garage)? No. Conduit does not need to be painted.
15. PSO Guardhouse – Does the PSO Guardhouse have existing room for all devices to include a Rack, UPS, UPS Batteries? Additionally, is the PSO Guardhouse conditioned for low voltage hardware (heating/cooling) and is the required 120v circuit available for our hardware at this location?
Yes, the guardhouse does not require a rack. Yes, the guardhouse has heating, cooling and powered by 120 volt circuits. Please see revised SOW Sect. C.4.1, RFQ page 37.
C.3.5 The Contractor shall ensure all system devices are configured appropriately for time synchronization. The local time zone where the system physically resides will be utilized. All devices shall be configured for time synchronization with a GPS enabled network time source. The GPS time source will not have any connectivity capability beyond receive functionality.
C.3.6 The Contractor shall demonstrate to the FPS COR/TPOC that the completed NVMS installation complies with the contract requirements. Using an approved test procedure, all physical and functional requirements of the project shall be demonstrated and shown. The test procedure shall include techniques and requirements for validating all significant system functions. The Contractor shall provide all test equipment and personnel required for final testing.
C.4 FPS Security Control Room and Guardhouse Monitors
C.4.1 Security Control Room Monitors: There will be a total of five (5) monitors installed in the security control room. Two (2) 32-inch monitors will be installed on the security control room console (desk) with the NVMS client workstations, and three (3) 55-inch monitors installed on a mobile monitor rack. See locations on attached drawings.
Guardhouse Monitor: There will be a total of one (1) 32-inch monitor in the guardhouse on 6th street (101 King Post) with a standalone NVMS client workstation.
This monitor will need to be installed vertically as to not obstruct the view on 6th Street.
Monitor will be Ultra High Definition (UHD) monitors (min 3840 x 2160).
C.4.2 At a minimum the 55” Monitors shall possess the following salient characteristics:
