ASBESTOS NOTIFICATION

NOTIFICATION TO EMPLOYEES AND OCCUPANTS REGARDING THE PRESENCE OF ASBESTOS

CONTAINING MATERIAL AT

Richard Bolling Federal Building 601 E. 12th St, Kansas City, MO 64106

This notification is being furnished to inform you about asbestos containing material (ACM) in this building and to provide the information required by regulation and GSA asbestos policy in order to help you avoid any unintentional contact with the ACM, to assure that appropriate precautionary measures are taken before disturbing any ACM, and to assist in making appropriate disclosures to employees and others.

GSA has engaged qualified asbestos consultants to survey the building for asbestos and to develop an asbestos management plan that includes, among other things, periodic re-inspection and surveillance, work procedures and other measure to minimize potential fiber release, emergency fiber release procedures.

During any period when work is being done in areas containing ACM, the area will be closed to all but those workers involved in the project. Please observe posted signs and comply with all instruction regarding access to the area.

With respect to any asbestos containing material remaining in the building, GSA has no reason to believe that such asbestos is currently in a condition to release asbestos fibers, which would pose significant health hazard to the building’s occupants; this should remain so if such ACM is properly handled and remains undisturbed. At the present time, all ACM in this building is in good condition and poses no health and safety concern to the occupants, and 100% contained.

The following asbestos containing materials and suspect/presumed asbestos containing materials are present at this building when a survey was conducted in 2020:

Because any tenant alteration or other work at the property could disturb ACM and possibly release asbestos fibers into the air, or asbestos dust onto surfaces, GSA must require that you obtain our written approval prior to beginning such projects. This includes major alterations as well as minor improvement, renovation, remodeling, etc., work including but not limited to telecommunications or computer lines upgrade, sanding or finishing floors, removing flooring, removing ceilings, removing walls, or other work which disturbs ACM.

In many cases, such activities will not affect ACM, but you must check with the building manager in advance, just in case. The building manager will make available such instruction as may be required. An individual or contractor who is not qualified to handle ACM should not attempt any such work.

If you have any questions, please contact our Stefanie Walters, Building Manager at 816-426-

Sincerely, GSA Building Management

A. BACKGROUND

A.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.

A.2 The following Statement of Work (SOW) and guidelines have been developed by the

Department of Homeland Security (DHS), Management Directorate (MGMT), Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

A.3 The work occurs at Richard Bolling Federal Building which is listed on the National

Register. All follow Secretary of the Interior's Standards for Rehabilitation. https://www.nps.gov/crps/tps/rehab-guidelines/stand.htm

B. PURPOSE

B.1 Description of Existing System

Currently, the video surveillance system installed consists of three (3) Digital Video Recorders (DVR), eighteen (18) fixed cameras, twelve (12) pan tilt zoom (PTZ) cameras, two (2) 42” monitors, three (3) 19” monitors and one (1) controller. The monitors, DVRs and controller reside in the ground floor security control room. There is 30 days storage for the DVRs with all cameras recording.

B.2 Description of New System

B.2.1 The proposed new system will consist of a Network Video Management System

(NVMS) and associated software and licensing, an upgrade from the outdated analog cameras to newer technology Internet Protocol (IP) cameras, four (4) client workstations for viewing live and recorded video, network switches, and all additional equipment and appurtenances necessary for a fully functional IP based NVMS system.

This system will have analytics enabled for searches based on multiple criteria.

The system will monitor vehicle and pedestrian traffic, parking areas, personnel entry and exits, emergency exits, intake vents, and the exterior perimeter of the facility. The system will retain video for a minimum of 30 days with an additional 20% of storage space for future system expansion. The four new client workstations will be in the security console room.

https://www.nps.gov/crps/tps/rehab-guidelines/stand.htm

For Official Use Only (FOUO) 5

The Following equipment is to be provided and installed:

1. One (1) Network Video Recorder supporting 30 days storage, replay at 15 FPS and analytics. Equipment to be located on the ground floor security console.

2. Equipment to be installed in the ground floor security console room.

(a) Four (4) VSS workstations and associated keyboard/mouse.

(b) Four (4) 43” wall mounted monitors

(c) Three (3) 1Two9” in console monitors

3. Six (6) 32MP 360-degree cameras with WDR, IR and appropriate mount and lens for specific camera locations.
