RFP 70RFP420RE7000002 Amendment 0004

Question No: QUESTION RFP ANSWER

Given the different PTO accruals, can the government provide a CBA specific seniority list, and indicate which PSOs are active/inactive in status column of certification file? RFP Attachment 10, page 484

The CBA Specific seniority list is provided on page 484 of the solicitation. The government will not provide an active/inactive status column as this is subject to change.

The RFP Post Exhibit indicates about 171,000 hours of post ordering, however Form 1449 indicates 262,650. Is this post exhibit inclusive of all posts currently ordered?

SOW Exhibit 13 Post Exhibits, page

Post Exhibits have been updated for a total of approximately 238,169.75 hours not including TAS. This number is representative of the current level of effort.

The RFP Post Exhibit does not include street, city, zip for most, if not all locations. Can the Government please provide?

SOW Exhibit 13 Post Exhibits, page 215 Post Exhibit has been updated. Address identified in columns C-E.

The RFP Post Exhibit does not include which posts require a PSO for relief and which are self relief. Can the Government please provide?

SOW Exhibit 13 Post Exhibits, page 215 Post Exhibit has been updated. Relief posts are identified on column K.

The RFP Post Exhibit indicates some posts as screening and states "metal detector".

However on tab two (SWA), one column indicates "FS" which has been used to identify x-ray locations. None of the locations currently listed include x-ray. Can the Government confirm which locations are NWDTP and which require use of x-ray, if any?

SOW Exhibit 13 Post Exhibits SOW paragraph 6.7.1.1 through

6.7.1.3 Post Exhibits has been updated in column G to identify X-ray screening station, non-X-ray screening station, or non-screening station.

The RFP includes four Wage Determinations - CBA 2019-12906, Rev 0 revised 10/28/2019; CBA 2019-12913 Rev 0 revised 10/28/2019; CBA 2019-12915, Rev 0 revised 10/28/2019; and CBA 2019-12916 Rev 0 revised 10/28/2019. However the H&W benefits and the wages on all four with attached MOUs only extend through 5/30/2020, and contain either TBD or Reopener clauses for the period beginning June 1, 2020. Are there any Amendments or MOUs that set the wages and H&W rates beginning on June 1, 2020? If so may copies be released for the RFP process?

CBAs, RFP Page 355

1. MOUs have been added in this amendment.

Do the incumbent PSOs meet the medical and Physical Agility requirements as described in this RFP/SOW? If so are these transferable to the new contract?

Master Certification List, SOW 5.2.2.1, page 65

1. Yes

2. Yes, however offerors shall consider that depending on when the incumbent PSOs last underwent a medical and physical exam they may need another exam as the exams are only valid for 5 years.

The RFP requires the contractor to have a Secret security clearance, and the Post Listing for Building 1370 requires the PSOs to have a Secret clearance. Does the FPS or Client facility allow interim SECRET clearances while their final Secret is pending in order for a PSO to work a post for this building?

SOW paragraph 5.9.6.1, RFP page 74

No.

The RFP on page 19 of 524 anticipates a Temporary Additional Services (TAS) level of 7% of the maximum hours used in a year. How many TAS hours have been used in the past year(s)?

RFP Page 13, Addendum to FAR 52.212-4, para 03 and RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(1)(b) and para 04 (E)(2)

Information requested is not considered necessary for submittal of pricing proposal. Solicitation is clear on its face. RFP page 19 of 524 pages anticipates a Temporary Additional Services (TAS) level of 7% of the maximum hours used in a year.

When was the last time Emergency Security Service hours (ESS) were needed on this contract?

Information requested is not considered necessary for submittal of pricing proposal. Solicitation is clear on its face.

A) There are multiple sites and multiple CBAs associated with this solicitation but there is only one Attachment 6 Price Element Breakdown to complete. Are we to understand that the multiple pay rates should be averaged out to create the final price on the Model for Price Realism Tab? B) On the Tab FTEs, Nonproductive Hours & Overtime there is only one place to fill out for example vacation hours or sick time but the four CBA's all have different PTO benefits for non-productive hours. How would you like the contractor to complete this sheet? Are we using an average in order to complete the tab to return one number?

RFP Attachment 6A, Note 1, page 472 and page 473 Instructions

A. Yes, there should be a weighted average. Offerors must provide written narrative describing the basis of the proposed Wage and Health & Welfare.

B. At the offerors discretion. Offerors should alter this spreadsheet to provide similar information based on their unique pricing strategy.

C. Yes, in the text box provided, insert a narrative to explain proposed PSO FTEs and pricing basis for government understanding.

Is the level of effort reflected on the Post Exhibit the same level of effort that is currently being performed by the incumbent guard force? SOW Exhibit 13 Post Exhibits See question 2

The Post Exhibits included in the PDF RFP include additional information that is not included in the Excel version. Would the government provide updated Excel Post Exhibits?

SOW Exhibit 13 Post Exhibits Yes. See revised post exhibit attached Amendment 0004.

The Excel version of the Post Exhibit tabs for IRS and SWA do not indicate City, which is necessary for pricing per the CBAs.

SOW Exhibit 13 Post Exhibits See question 3.

RFP 70RFP420RE7000002 Amendment 0004

The post exhibits do not indicate which posts require a dedicated relief officer if breaks or meals are provided.

SOW Exhibit 13 Post Exhibits

See question 4

The total annual post hours on the 3 post exhibits combined total 171,679 which is significantly less than the annual evaluated hours, which average around 293,000. Are the post exhibits representative of the current level of effort?

SOW Exhibit 13 Post Exhibits See question 2.

On the Excel version of Post Exhibit, SWA, Building LA1362 indicates a "No" under Fitness/Security. In addition, building LA1262 has no designation for Fitness/security.

SOW Exhibit 13 Post Exhibits

Updated Post Exhibits attached correcting Fitness/Security designation.

The RFP states the POP is 7/1/20 to 6/30/21. The Post exhibit shows 6/1/20 to 5/31/21. SOW Exhibit 13 Post Exhibits

Updated Post Exhibit reflect 07/01/2020 to 06/30/2021.

On the Post Exhibits, the number of annual work days do not correspond to the Base Year Contract Period of performance, and are inconsistent for 7 day a week posts (364 vs 365) SOW Exhibit 13 Post Exhibits Updated Post Exhibits reflect 365 days.

20 Which buildings/posts are required to be staffed or Mardi Gras? SOW Exhibit 13, Post Exhibits

All posts are required to be staffed IAW the post exhibits. Mardi Gras affects various posts year to year. The COR or CO will notify the contractor for changes as they occur.

21 Historically, how many TAS hours have been authorized on this contract?

RFP Page 13, Addendum to FAR 52.212-4, para 03 and RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(1)(b) and para 04 (E)(2) See question 9.

CLIN x002-series Emergency Services - What have been the last few years’ average actual quantities of Emergency Services hours ordered?

RFP Page 13, Addendum to FAR 52.212-4, para 03 and RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(2)

Information requested is not considered necessary for submittal of pricing proposal. Solicitation is clear on its face.

Exhibit 10, PTS Devices by Building includes 28 buildings that are not listed on the Post Exhibit. Please confirm

SOW Exhibit 10 CPE , SOW Exhibit 13 Post Exhibits All facilities listed on Exhibit 10 are included on revised Post Exhibits.

Exhibit 11, GFE Radio assignments, includes 4 location that are not listed on the Post Exhibit. Please confirm.

SOW Exhibit 11 GPE, SOW Exhibit 13 Post Exhibits

All facilities identified on the revised post exhibits with the exception of one radio at the incumbent's field office.

SOW Attachment 2 - LA Master Certification list - Given the different PTO accruals for each CBA, can the government provide a CBA specific seniority list? RFP Attachment 10, page 484 See response to question 1.

How many hours are required to train PSOs on the use of the PTS system, including setting up the biometric data

We estimate the training to be minimal, approximately 15 minutes. It is a six step process with additional information on the helpdesk process when needed.

There is no enrollment or setup of the biometric data necessary as we use the existing fingerprint data contained on the PIV card.

Will the incumbents training files exist in TAMS upon award of this contract or will the new Contractor be required to upload all of the training files to TAMS? SOW 7.4.6.4, page 94 New contractor will be required to upload training files.

If new Contractor is required to upload incumbents existing training information to TAMS, will the Government mandate the incumbent contract provide all PSO training information within 30 days after award?

No. Incumbent contractor provides personnel records at least 90 days prior to expiration of current contract for phase out.

It is stated that the Federal Bureau of Investigations have been identified as agencies which require the PSOs to have Secret Clearances, unless otherwise noted. Please confirm that no other agencies require PSOs to have a Secret Clearance?

Exhibit 13, page 215, SOW Sec 5.8 and Post Exhibits, Column M

FBI posts are the only posts that require Secret Clearances.

RFP 70RFP420RE7000002 Amendment 0004

In Exhibit 8 Contractor-Provided Training, a. Firearm Qualification Course (Handgun), it is stated that the minimum qualification score is two hundred out of two hundred-fifty.

But, under Marksmanship Rating, 220 is the lowest score displayed. Would the government please clarify what is the minimum qualification score?

SOW Exhibit 8, paragraph a, page 161 The minimum qualification score is 200.

In a recent procurement in Region 7, FPS indicated that CPARS can be used in lieu of past performance questionnaires as long they were within the last three (3) years. Does that same standard apply here? RFP Page 489 paragraph a & b The solicitation is clear on its face. Refer to RFP Page 489 paragraph a & b.

Will the Government please clarify if there are any additional stakeholder agency specific clearance or training/orientation requirements that are not noted in the solicitation; i.e., IRS or DoD sites?

Exhibit 13, page 215, SOW Sec 5.8 and Post Exhibits, Column M

1. FBI posts are the only posts that require Secret Clearances.

2. There are no additional stakeholder/agency specific training on this contract.

Exhibit 13 Post Exhibit provided as an excel file does not identify the address of the building. Would the government provide an updated Exhibit 13 excel file that included post addresses?

SOW Exhibit 13, page 215 See Question 3

Both reference documents show a total of nine (9) posts in two (2) different locations on the sheet) for building LA1274 in New Orleans. Are these all correct?

SOW Exhibit 13 Post Exhibit, page 215 Yes. LA1274 has multiple agencies that require PSO services totaling 9 posts.

None of the CBAs address the locations associated with Post numbers 18, 19, 20 for 1201 Elmwood Pk Blvd in the city of Harahan. With which CBA is this post associated? If it is not associated with a CBA, will you please include the prevailing Wage Determination for that location? RFP page 413 Confirmed this location falls under CBA-2019-12915 Local 711 New Orleans

In CBAs 2019-12916 and 2019-12906, there is conflicting language relating to the application of H&W in Section 15.1. “The Employer will make the following health and welfare contributions on all hours worked on post, and vacation taken, up to forty (40) hours per week and up to a total of 2080 hours per contract year for all Employees covered by this Agreement as described in this Article.” “Health and welfare payments are not paid for the following earnings: Holidays, Overtime, Bereavement, Jury Duty, Travel Time, Training, Vacation and Sick/Personal Leave.” For these two CBAs, is health and welfare paid on vacation or not?

CBAs 2019-12916 & 2019-12906, Section 11.3, 15.1

Vacations are at the straight time rate of pay without supplemental fringe benefit payments.

The SF 1449 has two CLINs per year, however the Post Exhibit has up to CLIN 0013.

What is the significance of the CLIN structure on the Post Exhibit? How does it correlate with the SF 1449? SF1449, SOW Exhibit 13

1. The significance of the CLIN structure is for invoicing purposes on the task order level.

Each CLIN on a task order is associated to a building location. In addition, CLIN #'s have been removed from the revised attached post exhibits

2. All posts exhibit locations correlate to the SF 1449 CLINs for Basic recurring services.

The total post hours in Exhibit 13 is 171,264.25. When compared to the ceiling hours in the SF1449, which increases annually, there is over 100,000 more ceiling hours than prescribed in the post exhibit. Please verify this is accurate and that all posts have been identified in Exhibit 13. SOW Exhibit 13, page 215 See question 2.

Will the Government identify any deficiencies in the incumbent contractor’s performance that it feels needs improvement by the successor? No. Incumbent past performance is proprietary information.

In the Master Certification list, there is not a “status” column identifying Active/Inactive/Military Leave/FMLA on this list. There are numerous expired dates for training/qualification items on the list at the RFP release date. Can the Government provide a status column and state status of each PSO; and confirm how many PSO’s are fully qualified to stand post at this time? This information is critical in determining the transition task timeline. Attachment 2 - MCL, page 339 Updated MCL (Master Certification List) attached

Does the incumbent contractor maintain a Project Office in Louisiana? What city is this located? N/A

1. Yes.

2. New Orleans

How many TAS hours has the Government ordered over the life of the incumbent contract? How many by calendar year?

RFP Page 13, Addendum to FAR 52.212-4, para 03 and RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(1)(b) and para 04 (E)(2) See Question 9

RFP 70RFP420RE7000002 Amendment 0004

How many ESS hours has the Government ordered over the life of the incumbent contract?

How many by calendar year?

RFP Page 13, Addendum to FAR 52.212-4, para 03 and RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(2) See question 22

44 The required font size is 11pt. Can we use 10pt for tables, graphics, images etc.?

FAR 52.212-2 Proposal Submission Requirements paragraph 4 page 487 No.

45 What are the fitness/security requirements for Posts 18, 19 and 20? SOW Exhibit 13, page 215 Security Requirements are reflected on column J of updated Post Exhibits.

Typically there is a column indicating whether relief is required for each post. If relief is required for any of the posts, will you please provide an updated Post Exhibit indicating such?

SOW Exhibit 13 Post Exhibit, page 215 See Question 4

How many hours on past performance projects does the Government consider to be fully relevant in Magnitude?

Relevant Past Performance on RFP

The solicitation is clear on its face. Refer to the Section titled Relevant Past Performance on page 488 of the RFP.

Can a seniority list by CBA be provided?

RFP Attachment 10, page 484 See question 1.

How many hours of TAS and ESS were ordered during the FY19 period under the current contract?

RFP Page 13, Addendum to FAR 52.212-4, para 03 and RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(1)(b) and para 04 (E)(2)

See questions 9 and 22

Can a copy of the post exhibit be provided in excel format?

Post Exhibit Yes. See revised post exhibits provided with Amendment 0004 in Excel format and posted on beta.SAM.gov.

Can a copy of the seniority list be provided in excel format?

Yes. See revised seniority list provided with Amendment 0004 in Excel format and posted on beta.SAM.gov.

Please confirm that the Model for Price Realism tab of Attachment 6 will only reflect PSO costs (not supervisors, admin, or professional) and that productive hours proposed will only include PSO hours.

FAR 52.212-2, Price Proposal page 494-496 No, this is not accurate. Follow the instructions as stated.

The RFP contains Exhibit 13-Post Exhibit on pages 215-217. On beta.SAM.gov, the Government posted an item titled “Post Exhibit.xlsx”, which required special access and submittal of an NDA to receive permission to access. Would the Government confirm which post exhibit documents we should use for proposal purposes?

SOW Exhibit 13 Post Exhibit, page 215, Post Exhibit on beta.SAM Post Exhibits have been revised and are attached to this amendment

This Post Exhibit does not contain post start and end times and also does not include the days of the week required for post coverage. Please update the Post Exhibit to include the post start and end times and the days of the week required for post coverage. SOW Exhibit 13 Post Exhibit, page

215 Post start and end times are located in columns L-M.

The Post Exhibit from beta.SAM.gov for the “IRS”” does not include the City where the post is located under the “Post Location” column. Would the Government please update the Post Location column to include the City?

SOW Exhibit 13 Post Exhibit, page 215 See question 3

The Post Exhibit from beta.SAM.gov for the “SWA”” does not include the City where the post is located under the “Post Location” column. Would the Government please update the Post Location column to include the City?

SOW Exhibit 13 Post Exhibit, page 215 See question 3

In both of these documents, there are 2 columns titled “HA” and “HS”. Would the Government please clarify the meaning of each of these columns?

SOW Exhibit 13 Post Exhibit, page

HA is marked for holidays that are to be worked whether the post is normally open that day or not. HS is marked when the holiday is worked only if it is a normally scheduled work day.

Do PSO Supervisor costs roll up into the PSO Services CLIN on the Pricing Schedule, or will a separate CLIN be issued for Supervisors?

FAR 52.212-2, Price Proposal page

A separate supervisory CLIN will not be established. In accordance with pg. 495, paragraph 5 The Contractor’s price shall be inclusive of all the Contractor’s direct costs, indirect costs and profit and shall include all costs associated with providing the services described in the Statement of Work, the Post Exhibits and the Contractor’s technical proposal.

RFP 70RFP420RE7000002 Amendment 0004

We have noted discrepancies between the SF1449 Continuation Sheet and the Exhibit 13 Post Exhibit file: 1. The CLIN structure for each Option Year in the SF1449 Continuation Sheet is 0001 to 4008. However, this CLIN structure does not match up with the CLIN structure from the Exhibit 13 or Post Exhibit.xlsx. Exhibit 13 and Post Exhibit.xlsx has CLINs 0001 through 0013. 2. In Post Exhibit.xlsx there are only 166,557 total hours for CLINs 0001 through 0013. In the RFP’s SF1449 Continuation Sheet, the Base Year CLIN0001 adds up to 262,250 total hours. There is a difference of 95,693 hours between these two documents. Can the Government explain these discrepancies or provide an updated solicitation with a matching SF1449 Continuation Sheet and Exhibit 13 or Post Exhibit.xlsx?

RFP page 19, Addendum to FAR 52.212-4, para 04 (E)(1)(a) and

SOW Exhibit 13 Post Exhibit page

See question 37. In addition, CLIN #'s have been removed from the revised attached post exhibits

SOW Section 5.7.2 states: “The Government has determined that performance of this contract requires Contractor, subcontractor(s), vendor(s), etc., (herein known as Contractor) to access sensitive Government information and will require access to classified National Security Information (herein known as classified information) up to and including Secret classification level. Those unique descriptions shall be itemized in the Post Exhibit. Refer to specific security addendums attached to DD Form 254 for any unique agencies requirements.” 1. Do all contract positions require a Secret security clearance? 2. If not, which positions require a Secret security clearance?

SOW Exhibit 13 Post Exhibit, page

1. No

2. Posts that require a Secret clearance are identified on the Post Exhibit in column J.

It has come to our attention that several of our customers have discontinued the use of Past Performance Questionnaires in lieu of the DOD-mandated Performance Assessment Reporting System (CPARS)/Past Performance Information Retrieval System (PPIRS). The only information they have regarding contract performance is housed in CPARS/PPIRS.

Our customers have stated that because of this discontinuation, they will not complete or submit Past Performance Questionnaires for this or any future solicitation efforts. 1. In lieu of submitting completed Past Performance Questionnaires, can Offerors submit CPAR Evaluation Reports that have been completed by our customers? 2. If the Government doesn’t receive completed Past Performance Questionnaires from Offerors’ customers, how will that affect the proposal’s evaluation? RFP Page 489 paragraph a & b The solicitation is clear on its face. Refer to RFP Page 489 paragraph a & b.

The Standard Form SF1449 instructions state “When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal.” 1. Does the Government want Offerors to include the completed 5-page SF1449 as the “cover page” for both Package One – Technical Proposal and Package Two – All Non-Technical Documents? 2. By "cover page" does the Government mean that the completed SF1449 should be the first five pages of both packages?

FAR 52.212-2 paragraph 3, page 487

1. Proposals shall be comprised of TWO (2) separate electronic files. The first file shall contain one (1) copy of the technical (non-price) submission. The second file shall contain one copy of the pricing submission and all other documents required by the solicitation (e.g. SF 1449, Pricing Schedule, Price Element Breakdown, Disclosures, Representation & Certifications, Subcontracting Plan (if applicable), etc.). Both of these files should clearly identify the RFP for which it is being submitted.

2. See response 1 to this question.

FAR Clause 52.219-4 on this page is not checked. Request the Government include this clause and send an updated RFP 70RFP420RE7000002 in a future amendment. See Amendment 0003 In accordance with Class Deviation Number 19-01 this clause is included.

RFP 70RFP420RE7000002 Amendment 0004

The Federal Protective Service (FPS), in a collaborative effort with the

Federal Bureau of Investigation (FBI), developed this Addendum to outline the fitness, security clearance eligibility, and information technology requirements in support of the FPS Protective Security

Officer (PSO) Security Services Contracts servicing FBI locations.

CLASSIFICATION GUIDANCE

1. Program name: Unclassified

2. The customer-contractor relationship: Unclassified

GENERAL REQUIREMENTS

The mission of the PSO program is to identify and protect Critical

National Assets and any associated vulnerabilities and threats to FBI facilities.

FITNESS AND SECURITY CLEARANCE ELIGIBILITY

REQUIREMENTS

A favorable Entry on Duty (EOD) determination and completion of all training and certification requirements outlined in the Statement of Work

(SOW) are the minimum standards a PSO must meet to begin working on FPS PSO Security Services Contracts. A favorable EOD is based on a review of the SF-85P and law enforcement checks, as determined by

FPS Personnel Security Division.

1. All PSOs assigned to perform duties at an FBI construction site must obtain and maintain a favorably adjudicated Tier 2

Investigation/EOD.

SOW Exhibit 17 FBI Security Addendum RFP 70RFP420RE7000002 Amendment 0004

2. All PSOs assigned to perform exterior perimeter duties at an FBI facility must, irrespective of post type or location, possess an adjudicated Tier 2 Investigation/Final MBI.

3. All PSOs assigned to perform duties at FBI facilities, which may include interior post and interior public common areas (i.e., Field

Offices), or requiring escorted access to FBI facilities and/or property, must possess an adjudicated Tier 3 Investigation/

Secret. An interim SECRET security clearance eligibility will not be authorized.

4. All PSOs assigned to perform duties within FBI facilities, (i.e., Field Offices) or requiring unescorted access to FBI facilities and/or property, must possess an adjudicated Tier 5

Investigation/Secret. An interim SECERT security clearance eligibility will not be authorized.

5. Cleared contracting companies that require access to FBI facilities and/or classified information and IT systems for official business must certify their appropriate level of clearance. A Visitor Access Request (VAR) must be sent to the Access

Control and Clearance Passage Unit (ACCPU), Security

Division for processing. PSOs should work with their organization’s security officers to properly complete the request.

VARs without all required information will be rejected. The

VAR must be submitted on the requesting organization’s letterhead and signed by the requesting organization’s security officer. Interim clearances are not accepted. The VAR must contain all the required information
