If the Government does not evaluate all proposals, there is no way for the government to know whether the relative non-price advantages of a higher priced offeror would outweigh any price difference. This is especially true where, as here, the non-price factors combined are more important than price. As currently written, the source selection criteria is contrary to regulations requiring the agency document why a superior non-price proposal is not worth the additional price, and the requirements that the source selection be based on a consideration of all stated evaluation factors. Accordingly, will the Government strike the language in the RFP stating that it may not evaluate the non-price proposals of all offerors?
No, the language will not be struck. The government may start with a group of more competitively priced proposals; but if these proposals do not obtain the highest possible technical ratings, the government will continue to evaluate until such time that we find a proposal(s) of such high technical quality that it would not be in the best interest of the Government to incur cost beyond the price of the technical proposals already reviewed. This would occur when the Contracting Officer determines that the Agency cannot achieve a best value nor pay any additional price premium for technical proposals from higher priced offerors given that one or more of the technical proposals from lower priced vendors have already been evaluated and assigned the highest technical value. The Government will then perform a best value analysis of the technical/price proposals already reviewed and make a best value determination in accordance with the terms of the solicitation.
48

3.Will the government provide detail concerning what characteristics of a past performance project(s) would result in it being found fully relevant in scope?
4.Will the Government provide the adjectival ratings scale(s), and definitions thereof, it intends to use to evaluate proposals on the non-price factors?

The Pricing Schedule requests a maximum of 294,500 PSO hours per year and the post schedule shows an approximate total of 269,432 hpy – a difference of 25,068 hpy (8.5%). How will the contractor be reimbursed for those costs?
The solicitation is clear on its face regarding the difference between the post exhibit hours and the SF1449 hours.
