A. BACKGROUND

A.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the Federal Government.

A.2 The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

A.3 Remove and replace/upgrade the Intrusion Detection System (IDS) at the Lewis F Powell United States Courthouse/Annex Building.

On August 2018, H.R.5515, the John S. McCain National Defense Authorization Act of Prohibition on certain telecommunications and video surveillance services and or equipment was signed for Fiscal Year 2019 to eliminate Huawei, Hikvision, Dahua, and subsidiaries of these China owned companies from supplying the military and Federal Government with security camera equipment and any telecom/data switchgear. As a result, the contractor shall not provide any equipment from these China owned companies. Contractor to comply with the H.R. 5515 Act and provide verification that furnished product(s) meet this Enactment.

B. PURPOSE

B.1 Description of Existing System

The existing IDS equipment is outdated and well past its life cycles.

Any mention of existing equipment counts, types, manufacturer, models, etc. should be considered a “guide” and may contain omissions, incorrect information, etc. It is provided as a general understanding of what is currently in use at the location.

Contractor is responsible for confirming all of this prior to placing a bid or starting the work.

The IDS system is outdated and in need of replacement. There are three distinctly different IDS systems in place, and during this removal and replacement/upgrade, this concept of separate systems will continue to be the case. Offerors are responsible for the removal of the perimeter system only. The alarm system for the perimeter is substantially a wireless system, comprised of approximately 5 keypads, 2 panel taper, 25 glass break sensors, 9 Delay Shunt interfaces and 25 door contacts. This is listed as account VA8672 under FPS MegaCenter Alarm Services.

Question # Questions Reference Response

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services? A new Contract

If not brand new, could you please provide the current / previous contract number? See answer to question 1

3 Is there a cost estimate , budget or ballpark figure for the project listed? Is there an actual start date for the project? SOW G.2 1. The cost estimate is not available to the public.

2. All work shall be completed within 60 days after "notice to Proceed"

4 Could you please share the list of attendees with me? Yes, the names will be attached to the amendment.

Please let us know if there are any alternative dates available for an addition site visit? There will no additional site visits

6 The provided drawings do not show any device locations, can we be provided those? A list of devices and device locations will be provided.

The SOW lists multiple systems, but refers to "existing system" when talking about the replacement is that just the wireless system?

B.1 This is for the replacement of the perimeter system only.

Is there designated contractor parking available during installation, or should we make alternative arrangements for vehicle and tool access?

No designated parking. It is the offeror's respnsibility for all parking and tool access.

Can you provide the official Court Week schedule for the next 60 days? We understand that no work is permitted during Court Weeks, and we’d like to plan our labor timeline accordingly?

DOJ / SOW C.1.11 Court Week is one week approximately every other month, and dates will be provided upon contract award.

Given the ongoing renovations and scaffolding covering much of the building exterior, we respectfully request the following documentation to ensure no coverage areas are missed: A. Architectural or floor plan drawings with: 1-Exact locations of all exterior doors requiring IDS coverage, 2-Doors with existing access control readers that must integrate into the IDS, 3- Locations of roll-up or service doors, 4- Locations of exterior-facing windows below 18’ requiring glass break detectors

Requested information is not available, please see attached Zone description & location document

Locations of existing or proposed: 1-IDS control panels,2- Access Control System (ACS) panels, 3-Telecom/IDF/MDF rooms for coordination of headend equipment and wireless infrastructure?

see answer to question 6

Is the intent to use a Bosch-branded wireless infrastructure exclusively, or are third-party wireless devices (e.g., Inovonics) still acceptable under the “equivalent” language in the RFQ?

C.3

All equipment needs to be compatible with the MegaCenter, and all devices need to be "or equal" will work.Common name and part numbers are provided for each componet. The list of parts is not exhaustive, nor is it to be considered all-inclusive of what is needed to perform this job. It is provided simply as a reference list of what should be considered a preliminary list of the major equipment needed.

Are we expected to coordinate directly with M.C. Dean for integration to the Hirsch/Identiv Access Control System, or will that interface point be provided?

B.2.1 / C.2.2 The USMS will provide coordination with their vendor for the final hand shake between systems.

1. The RFQ notes that all batteries must be tested and that a tester must be left on site. Can you confirm:1-Whether the tester model is specified,2-Where the tester should be secured for FPS access post-installation?

C.2.2 / D.1.1 1. Not specified. It is at the offeror's discrescetion.

2. Turned over to FPS during final inspection and walkthrough.

Have any RF surveys been performed to identify signal interference due to building materials or security zones, or should we plan to perform one during final layout design?

No RF surveys have been conducted. Offerors will need to plan according.

It is/was not explained how the IDS is wired into the ACS.

At each of the ACS-controlled doors, I only saw one contact. Even if they are DPDT, we don’t know which wire goes to what—yet we are supposed to remove the wiring.

How is this identification to be made?

Depending on Alarm panel model, shunting can be programed at the panel with access control system input. If needed, USMS will coordinate all integration with USMS ACS provider.

Section C.3 names several panels as belonging to the IDS.

Bosch/DMP/Ademco are the IDS. I saw the IDS headend identified by the writer of the RFP and leader of the site walk—it is an Ademco 128-FBP. However, there was a Bosch keypad. There was no sign of a DMP panel. When asked, I was told the Bosch keypad was for the second floor and not part of the scope. Additionally, I saw no Inovonics parts. Which is correct: the site walk or the RFP?

C.3.1 Offerors must utilize the RFQ.

How are we to integrate the IDS with the DPS? Will the ACS send a signal to the IDS when a valid card entry is presented? How will the ACS identify which door the IDS should ignore? (For our own safety, we need to confirm that Bosch has this capability.)

1.

2.

3.

Depending on equipment utilized from Bosh, DMP XR Series or Ademco, the USMS will provide ACS integration inputs to shunt the doors when an access card is used.

2. Each door will have a zone identified and coordinated with the ACS points.

3. Each panel has different capability's.

Can we leave the existing wiring in place? We believe it may cause fewer problems than removing it.

SOW C.1.2 All currently installed wire, cable, and fiber, which is not designated for reuse, shall be removed by the Contractor, and properly disposed of.

What about the windows I was not able to see? Can we exclude the windows of unknown height or location and submit a change order later if it becomes apparent they need to be included?

Offerors are to replace all items one for one. No change order will be authorized. The current list of sensors and locations is attached

a) UPS and/or battery backup. The contractor shall calculate the UPS power required to maintain operation of the VNMS, all cameras, networking equipment, and at least one workstation for a period of 4 hours following a loss of commercial electrical power.

b) Video storage. The Contractor shall calculate appropriate storage for all installed cameras described in section D.3, plus six (6) additional fixed cameras as described in section D.3.1, for future expansion. Calculate recording at fifteen (15) frames per second (fps) at the device (Camera, not total system), maximum resolution, and minimum compression. Installed capacity shall be capable of storing video for a minimum of thirty (30) days.

We would appreciate confirmation on whether this calculation requirement is applicable to this procurement, given that the current SOW and walkthrough discussions appear to focus exclusively on the Intrusion Detection System (IDS) without mention of a video surveillance system (VMS).

See Statement of Work (SOW) Section E.1.2

Additionally, one of our vendor partners raised a question regarding the scope of door coverage.

During the site visit, they were instructed to exclude a roll-up door and another entrance, and they have accounted for all exterior doors except those two.

Could you please confirm if the reference to “approximately 25 door contacts” in the SOW is inclusive of doors outside the perimeter (e.g., interior or ACS-controlled), and whether they are expected to be covered under this IDS project?
