The purpose of this amendment is to provide responses to questions received for this solicitation.

The IDS system is outdated and in need of replacement. There are multiple different IDS systems in place, and during this removal and replacement/upgrade, this concept of separate systems will continue to be the case. The alarm system for the perimeter is substantially a wireless system and is listed as account PA8989 under FPS. The existing system, which is comprised of, but not limited to the following: 3 three keypads: 1 Panel Tamper: 11 Motion sensors:

It states that Reps and Certs should be updated in SAMS and our SAMS registration to be active (Mare Solutions, Inc.’s Reps and Cert are up to date an we are of active status) . It states that we need to indicate in Paragraph B if this is the case. There is no place to indicate in paragraph B to do so, is it acceptable to just place an X next to the paragraph or since our Reps and Certs are active in SAMS, do we need to complete this step at all? Please advise.

At page 57 of the solicitation, there is a calculation of Video storage required to provide with the RFQ. However, the solicitation doesn't have section D.3 which is necessary to do the calculation according to section 5(b) at page 57 (document wise page 55 of 80).

The Contractor shall calculate appropriate storage for all cameras recording at fifteen (15) frames per second (fps) at the device (Camera, not total system), maximum resolution, and minimum compression, 24/7. Storage capacity shall be capable of storing video for a minimum of thirty (30) days. The Contractor shall calculate and provide video storage requirements; the Contractor shall include enough storage for an additional 25% auxiliary for future expansion maintaining the thirty (30) day minimum requirement, per sensor or MP.

56 How Many floors will be involved The Moorhead has 23 floors. The IDS will be limited to the main floor and underground garage areas.

B.2 Description of New Systems

B.2.1 This SOW is also for the removal of the existing FPS responsible IDS, purchase, install/upgrade of a completely new IDS system. This will consist of one IDS system utilizing existing POTs line with the ability to use IP protocols in the future, this system will have integration with the GSA access control system for all perimeter doors that are determined to be doors that require integration. Whoever wins this contract MUST make contract with the GSA ACS provider to perform the integration of the door contacts and ACS on doors that are required to have integration. This is because GSA has ownership of the ACS and their provider must be who works on their ACS under the GAS contract.

B.2.2 The IDS detection shall be inclusive of every perimeter door. Additionally, there are some interior doors that will need to be protected, and all glass that is 18’ or below must be protected with the use of glassbreak detectors. The use of wireless glassbreak detectors and wireless door contacts for non-ACS integration doors is the expected and necessary outcome to be considered a completed project.

C. SCOPE

C.1 General

C.1.1 As part of the pre-bid process, FPS may have a site visit and all interested Contractors are invited to attend. The purpose of the site visit is for Contractors to survey the site and review the requirements of this SOW. A onetime site visit will be scheduled by the COR/FPS PM. All questions relevant to this SOW shall be submitted in writing to the FPS COR/CO/TPOC. The Contractor shall not make or assume any changes to this SOW without written approval from the FPS COR/CO/TPOC.

C.1.2 The Contractor shall be responsible for the removal, inventory, packaging for storage and return of all removed IDS equipment to the FPS COR/CO/TPOC. All currently installed wire, cable, and fiber, which is not designated for reuse, shall be removed by the Contractor, and properly disposed of.

C.1.3 The existing IDS systems shall remain fully functional and operational to the extent possible during the installation of the new systems. The contractor shall cut over from the existing systems to the new systems in stages to minimize the number and duration

D.5.1 The Contractor shall demonstrate to the FPS COR/CO/TPOC that the completed IDS installation complies with the contract requirements. Using an approved test procedure, all physical and functional requirements of the project shall be demonstrated and shown. The test procedures shall include techniques and requirements for validating all significant system functions. The Contractor shall provide all test equipment and personnel required for final testing.
