A. BACKGROUND

A.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the Federal Government.

A.2 The following Statement of Work (SOW) and guidelines have been developed by the

Department of Homeland Security (DHS), Management Directorate, Federal Protective

Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and

Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

A.3 Remove and replace/upgrade the Video Surveillance System (VSS) at the Camden

Federal Courthouse & Post Office Buildings, 400 Cooper Street & 401 Market

Street, Camden, NJ. These facilities will be referred to as “The Complex” throughout this document.

Remove and replace/upgrade the Intrusion Detection System (IDS) at the Camden

Federal Courthouse & Post Office Buildings, 400 Cooper Street & 401 Market

Street, Camden, NJ. These facilities will be referred to as “The Complex” throughout this document.

On August 2018, H.R.5515, the John S. McCain National Defense Authorization Act of

Prohibition on certain telecommunications and video surveillance services and or equipment was signed for Fiscal Year 2019 to eliminate Huawei, Hikvision, Dahua, and subsidiaries such as HiSilicon, of these partially or wholly China owned companies from supplying the military and Federal Government with security camera equipment and any telecom/data switchgear. As a result, the contractor shall not provide any equipment from these China owned companies.

B. PURPOSE

B.1 Description of Existing System

The existing VSS and IDS equipment is outdated and well past their life cycles.

Any mention of existing equipment counts, types, manufacturer, models, etc. should be considered a “guide” and may contain omissions, incorrect information, etc. It is provided as a general understanding of what is currently in use at the location.

Contractor is responsible for confirming all of this prior to placing a bid or starting the work.

The VSS system also has several cameras displaying degraded images and in need of replacement, due to not being supported by the manufacturer. There are sixteen (16) existing analog cameras, all of which are on the exterior of the complex. There is one analog DVR with a monitor located in the first-floor security control room.

The IDS system is also very outdated and in need of replacement. There are two distinctly different IDS systems in place, and during this removal and replacement/upgrade, this concept of separate systems will continue to be the case. Due to the size of the complex, the fact that there is a physical separation of the facilities, and the functions of the facilities are somewhat different, are the reasons for this separation of systems. The alarm system on the Annex side is substantially a hard-wired system, with some wireless devices. The alarm system on the Courthouse side is mostly wireless.

With this replacement/upgrade, proper integration with the United States Marshal Service

(USMS) access control system (ACS) is essential and mandatory to ensure the system can and will be used successfully, without false alarms as occupants enter and exit the facility without setting off the alarm system. This will require the winning bidder to contract with the incumbent service provider for the USMS to ensure the integration is completed properly. This is because the ACS is owned, operated, etc. by the USMS and the IDS systems are the responsibility of the Federal Protective Service (FPS).

B.2 Description of New Systems

B.2.1a This SOW is for the removal of the existing FPS responsible VSS, purchase and install/upgrade of a completely new standalone dual HD Network Video Recorder

Premium with minimum 128-TB storage. Contractor to reference section C.3.1 for detailed storage requirements of the unit. New VSS IP camera location quantity will be

16, comprising four sensor/head cameras, client workstations, network switches, 4K flat panel monitors, new CAT 6/7 cabling, conduit, four hour minimum backup for entire system and all additional equipment and appurtenances necessary for a fully functional IP VSS system located at the Camden Federal Courthouse Building and

Camden Post Office Building. This SOW shall include the purchase, installation, and programming of all related equipment and software to provide a 100 percent turnkey

(functional) system.

B.2.1b This SOW is also for the removal of the existing FPS responsible IDS, purchase, install/upgrade of a completely new IDS system for the complex. This will consist of two separate IDS systems, with integration of the USMS access control system for all perimeter doors that are determined to be doors that require integration. Whoever wins this contract MUST contract with the USMS ACS provider to perform the integration of the door contacts and ACS on doors that are required to have integration. This is because the USMS has ownership of the ACS and their provider must be who works on their ACS under the USMS contract for such.

B.2.2.a The VSS shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility. The VSS shall retain video storage for a minimum of

30 days with 25% auxiliary storage space for future expansion. Storage shall be calculated at full camera resolution, full frame rate, and low compression, per sensor or

MP.

B.2.2.b The IDS detection shall be inclusive of every perimeter door of both buildings that are the complex. Additionally, there are some interior doors that will need to be protected, and all glass that is 18’ or below must be protected with the use of glassbreak detectors.

The use of wireless glassbreak detectors and wireless door contacts for non-ACS integration doors is the expected and necessary outcome to be considered a completed project.

C. SCOPE

C.1 General

C.1.1 As part of the pre-bid process, FPS may have a site visit and all interested Contractors are invited to attend. The purpose of the site visit is for Contractors to survey the site and review the requirements of this SOW. A site visit will be scheduled by the FPS
