1. Exhibit 10 Equipment: What quantity for each of these items are required?

Answer: The Quantity for each item is listed in last column of Exhibit 10 – Contractor

Provided Equipment

2. Attachment 2 Post Exhibit: What are the relief requirements for each of these posts?

Answer: All non- supervisory posts require relief under this requirement.

3. Attachment 8 Proposal Checklist Price Proposal: Will an excel pricing schedule be provided or are all offerors to only complete the SF1449 unit prices and totals for submission?

Answer: Please submit pricing in the schedule B section of the provided SF1449.

Attachment 6 was provided for offerors to provide their breakdown of their pricing for this requirement.

4. Can the government confirm that SOW 5.9.6.1 does not allow for any type of interim authorization for PSOs to work on TS/SCI posts while processing for TS/SCI, despite the fact TS/SCI clearances are taking upwards of 300+ days to process?

Answer: Please see amendment 0003. PSOs are not allowed to work on any post that require a Top Secret/ SCI clearance on an interim status. Interim Top Secret clearance will not be accepted for vendors under this requirement as well.

5. Can the government confirm that there are additional, unique site specific and recurrent training requirements associated with this contract?

Answer: All unique training is specified under Exhibit 9B – Other Special Training.

6. It is our understanding that there have been discussions on closing the NBACC facility. Is that accurate? If so, can the government provide any specific information in this regard?

Answer: To FPS’s knowledge there is no immediate plan to close the NBACC facility.

The government has no additional information to provide at this time.

7. It has been our experience that DHS Suitability for new hires takes at least 3 - 6 months to process (not the fourteen days noted in 5.3.5)? The personnel clearance process is currently backlogged and it’s taking upward of 12 months to get new candidates through the investigation process for their Top-Secret clearance. The SCI adjudication process takes an additional 6 months on average. Given the length of time that DHS Suitability has historically taken and given that the TS/SCI process can take nearly a year to complete, can these two investigations be processed simultaneously?

Answer: The DHS Suitability and Top Secret clearance packages can be submitted at the same time. The SCI cannot begin until an individual has received Top Secret clearance.

8. If the incumbent has additional proposed personnel that are currently in the process for their TS/SCI, will a new contractor (when the contract potentially is awarded to another contractor) then have to propose new/different personnel, or re-sponsor the currently processing employees at, or shortly after contract award, effectively re-starting the 300+ day process?

Answer: If an individual is currently going through the process of TOP SECRET/SCI clearance on the incumbent contract, during transition a new DHS 11000-25 form will need to be submitted so DHS OCSO-Personnel Security Division can make the latest change in ISMS and record the individual’s personnel security record with the latest updated information.

9. If our company has an individual with a TS/SCI clearance already at another location, facility or agency, will that significantly reduce the amount of time it takes to process individuals for the TS/SCI for the solicited effort?

Answer: Yes. Please refer to sections 5.7.4.1 and 5.7.4.2 of the SOW

10. The proposal instructions indicate that proof of a TS/SCI facility clearance is required.

Our understanding is that clearance at the TS/SCI level only applies to individual personnel, not companies. Can the government confirm that no TS/SCI facility clearance exists, and proof of a TS facility clearance is sufficient?

Answer: Please see amendment 0003. SOW section 5.7.3 has been updated with the following language: “The Top Secret facility clearance shall apply to the Contractor. The Top Secret/SCI clearance shall apply to the Contractor Employees.”

11. The SF1449 form states the Proposal due date is 2/15/2019 at 12:00 ET, but the due date under Solicitation Provisions (Page 49) is 2/15/2019 at 10:00am ET. Would the Government please clarify the time the Proposal is to be submitted on 2/15/2019?

Answer: Please see amendment 0002. This solicitation has been extended until 03/01/2019 at 12:00 EST.

12. The FAQ provided in the solicitation states that 9mm is the current weapons platform.

For Transition planning, pricing and training purposes, would the Government please provide the make and model of the 9mm weapon currently being used on the contract?

Answer: The make and model of the 9MM weapon being used on the current contract is Smith and Wesson M&P 9MM.

13. Will the Government please clarify if there are any additional stakeholder agency specific clearance or training/orientation requirements that are not noted in the solicitation?

Answer: All unique training is specified under Exhibit 9B – Other Special Training.

14. Per Attachment 2 Post Exhibit only Post 5 is a Screener post. Would the Government please specify whether it is specifically “X-Ray” (16 hours) or “Non-X-Ray” (8 hours)?

Answer: The screener post for this requirement is “X-Ray and requires 16 Hours training.

15. The Pricing Schedule requests a maximum of 57,000 PSO hours per year and the post schedule shows a total of 47,816 hpy – a difference of 9,184 hpy (16%). If an offeror allocates fixed overhead costs over the entire SF1449 requested hours and the Government requests only those listed on the post schedule, the offeror will not be paid for 16% of its overhead costs. Since this is an IDIQ procurement, how likely is it that the Government will purchase all 57,000 hours of PSO services? What is the historical (last 3 years) use of PSO Basic and TAS hours?

Answer: The Post Exhibit provides the hours currently required at this location. The Pricing Schedule states the maximum number of hours the Government may order under the contract. It is the vendor’s responsibility to determine how to price the proposal. See also Pg. 14 of the RFP, Section 03 Maximum Quantities.

16. What is the make/model of the weapon incumbent PSO staff are currently utilizing?

Answer: The make and model of the 9MM weapon being used on the current contract is Smith and Wesson M&P 9MM

17. Reference Section 26 of CBA-2019-12090 regarding health and welfare payments - how many employees are currently (1) enrolled in the company sponsored medical plan; (2) paid in cash; (3) contributing 100% to 401(k); and (4) contributing a combination of 50% to 401(k) and 50% paid in cash?

Answer: The Government does not have this information available at this time.

18. Attachment 2 Post Exhibit - Will the Government please clarify if post #5 located in the lobby will be responsible for x-ray or non-x-ray screening?

Answer: The screener post for this requirement is “X-Ray and requires 16 Hours training.

19. Attachment 2 Post Exhibit - Will the Government identify if any posts require relief by dedicated Relief PSOs?

Answer: All non-supervisory posts under this requirement require relief.

20. RFP Pg. 50 Proposal Submission Requirements 1 - "The resulting contract requires access to classified information. Offerors shall possess a Top-Secret/ SCI facility clearance by the time and date established for submission of offers. Offerors shall provide a certified statement of current Top-Secret/SCI Facility Clearance which will be verified by the Contracting Officer prior to award." The statement calls for a Top-Secret/SCI Facility Clearance. The offeror posses a Top-Secret Facility Clearance. Is it the USG intent that the offeror submitting a bid currently holds a Top-Secret Facility Clearance?

Answer: Please see amendment 0002. Offerors need TOP SECRET facility clearance at time of proposal submission for this requirement. Each offeror will have to provide proof of this active clearance in their proposal. PSOs working at the NBACC facility will be required to have a TOP SECRET/ SCI clearance.

21. RFP Pg. 50 Proposal Submission Requirements 2 - Standard Form 1449, Solicitation/Contract/Order for Commercial Items – When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal. Is it the USG intent that the offeror should submit the Standard Form 1449 as a cover page for each volume?

Answer: The offeror should submit the SF1449 as part of their price proposal.

22. Exhibit 10.2 Firearms and Ammunition Requirements - Pump-action shotgun, when applicable. Will this contract require pump-action shotguns? How many pump-action shotguns are required?

Answer: There is no shotgun requirement for this contract.

23. Exhibit 10.4 Communications Equipment Requirement - Not required. Is it the USG intent to provide all communication equipment?

Answer: The agency, NBACC, supplies the communication equipment for this requirement.

24. Exhibit 14.3.1 Vehicles, The Contractor shall obtain applicable permits, titles, inspections, and registrations in accordance with applicable Federal, state and local laws for the operation of vehicles. Exhibit 10 did not list vehicles. Are all vehicles required provided by the USG?

Answer: Vehicles are not required for this requirement.

25. Exhibit 14.3.2, All costs for the operation and maintenance of vehicles, including license and insurance fees, shall be borne by the Contractor. Is the contractor responsible for any vehicles maintenance or licensing in the performance of this contract?

Answer: Vehicles are not required for this requirement.

26. The resulting contract requires access to classified information. Offerors shall possess a Top-Secret/ SCI facility clearance by the time and date established for Request for Proposal Number 70RFP319RE3000002 submission of offers. Offerors shall provide a certified statement of current Top-Secret/SCI Facility Clearance which will be verified by the Contracting Officer prior to award. Since Secret Compartmented Information (SCI) is facility/program specific, offerors who currently have a TS-SCI clearance for another facility would still need the “Read-In” for this requirement post award, making a TS-SCI clearance irrelevant to this requirement. Therefore, offerors with a current Top Secret Facility Clearance are suitable to be “Read-In” to the requirements of this program post-award. Therefore, will the Government accept current offerors with only a Top Secret facility level facility clearance to be submitted with the proposal?”

Answer: Please see amendment 0002. Offerors need TOP SECRET facility clearance at time of proposal submission for this requirement. Each offeror will have to provide proof of this active clearance in their proposal. PSOs working at the NBACC facility will be required to have a TOP SECRET/ SCI clearance before they can stand post.
