| 13 | Does DHS_FPS agree to subcontracting post-award to perform the service? | A subcontracting plan is not required for the resultant contract. The awardee must perform in accordance with the subcontracting regulations of the FAR, which are included in the contract terms and conditions of this solicitation. Subcontracting post-award is at the discretion of the vendor; however, see clause 52.219-14 LIMITATIONS ON SUBCONTRACTING (JULY 2023) (DEVIATION JULY 2023) beginning on page 32 of the Contract Clauses attachment to the solicitation. | 20 | Does the current staff meet the training and hiring requirements? | PSOs currently standing post are fully qualified to stand post on the incumbent effort; however, if any training expires between now and when the new contract starts performance, there may be circumstances where the PSO is not fully qualified to stand post. It will be the awardee’s responsibility to ensure PSOs are fully qualified to stand post on the new contract. | 21 | When our guards are placed on site, please break down the background process that will be required for them to work on the department (for example fingerprints first, walk-in appointment, EQIP, Flash card or PIV, the timeframe it takes to get through background, etc) | The Statement of Work details the background process for this resultant contract. The post exhibit states the clearance level is DHS Suitability. Please see SOW section 5.3 and section 13.5, we are unable to provide a timeframe as it can vary due to numerous circumstances. |
| 22 | Are guards allowed to work on-site if they have passed our background check and submitted paperwork to the Department? | Contractor personnel shall not be able to perform under this contract until receiving a favorable Enter on Duty (EOD) or fitness determination from the Government. (i.e. 30 days or so) | The transition time for this requirement is 90 days. Amendment 0002 will be issued to correct the transition time referenced in SOW section 2.1.1 from 120 days to 90 days. |

See FAR 15.505 and 15.506 for more details regarding timeframes and information provided during a debriefing. |

Please see SOW Section 2.2 for the records provided to be provided to the incoming contractor after award. |
| 36 | Please provide insights on whether the government has any preferred Guard Management Software solutions, such as TrackTik, or if there are any specific recommendations or considerations we should consider when exploring options for our guard management needs. | The Government has no opinion on these guard management tools. The Statement of Work does require each offeror to comply with our Training Academy Management System (TAMS) and Post Tracking System (PTS) requirements. See SOW 7.1.2, 7.4, 9.3, and 14.8. |
| 37 | Are the trainers on the current contract NWDTP certified in accordance with the current solictation? | Yes; however, see 11.4.2 of the SOW for annual recertification requirements. |
| 38 | Are QC Monitors required to be employees of the Contractor? | No, they can be a third-party contract, but the awardee is responsible for their performance during the contract. |
| 39 | Is a joint venture and/or subcontract structure of providing service for this RFP acceptable? | Yes Joint ventures and subcontracting are acceptable. The joint venture will need to be an approved 8(a), or the prime will need to be an approved 8(a) if you using a prime/ subcontractor relationship.
