GENERAL QUESTIONS
On page 30 of the BAA, Section 5.2.4 reads “Volume II shall not exceed 30 pages.” On page 31 of the BAA, Section 5.2.4.3 reads “The Small Business Subcontracting Plan is included in the 40 page limit.” What is the page limit for Volume II?
The page limit for Volume II is 30 pages.
RTA-01: Mobile Active Interrogation using Neutrons (MAIN)
None submitted
RTA-02: Radiation Isotope Identification Device (RIID) Based on Thallium Bromide (TlBr)
Could you describe the anticipated CONOPS for this new instrument? Is it expected that it will be for both search and adjudication, or purely adjudication?
Anticipated CONOPS includes all CONOPS currently used for RIIDs. If possible, based on size, weight, and power (SWaP), would expand CONOPS into spectroscopic personal radiation detector space.
In the BAA, Milestone 1c requires a demonstration that both FOM and detection limit are met but the prototype device won’t be assembled until Phase 2. Will the test/demonstration be mainly via simulation/modeling (Physical test can only be done at sensor level)?
This demo can be a combination of simulation/modeling/experimental data, with all necessary supporting evidence and information to justify approach to the demonstration.
RTA-03: Nuclear Detection through Centralized Data Analytics
Does a successful proposal need to identify specific “named” data sources for this project (i.e. owner of the data source, name and location of data source, database content, knowledge of data security classification etc.)?
No. The data source does not have to be named. However, a general, and not classified, description of the data would be useful.
Does the offeror need to have direct access and prior knowledge of the specific raw data that is used for the project? Or will DNDO take ownership to provide access to DHS data to successful contractors?
The offeror should have general knowledge of the data, but it is not necessary to have direct access or specific knowledge. The offeror should provide a mechanism to utilize surrogate data especially in early stages of the program to demonstrate the capability. DNDO will work with the offeror to test the capability with actual data, subject to availability.
Can DNDO list what data will be provided at this stage (now) so that we can better formulate our proposal?
No.
Topic area RTA-03 asks for support with "potential trafficking or smuggling routes." Is there releasable information/documentation regarding specific trafficking or smuggling routes of concern that could be provided in support of preparing a proposal?
DNDO cannot provide potential trafficking or smuggling routes at this time. The offeror should use their best knowledge of the domain to give a demonstration case in the proposal.
In the letter responding to our white paper, in the first suggestion, DNDO refers to “non-commercial pathways.” Can DNDO clarify what is meant by “non-commercial pathways”?
Non-commercial pathways refer to those not being used for activities that involve commerce, at least relative to similar activities that do have a commercial objective or emphasis.
