The purpose of this amendment is to address questions and comments received in response to the RFP, and to provide the following updated solicitation documents:

The deadline for receipt of proposal is extended from 10/31/2023 to 11/17/2023. Proposals shall be received by the Government no later than 12:00 pm on November 17th, 2023.

The below changes have been made to the following documents as a result of Amendment 0001:
RFP 70RDAD23R00000011 Sections A-M
1) Section B.5.4 is amended to reflect that travel costs are to be proposed, evaluated, and awarded at the task order level.
2) Section C.4.11 is amended adding "unless additional sessions are required" to the second sentence.
3) Section C.4.13.1c is amended to reflect that the Contractor shall have a network of
Professional Care Managers.
4) Section C.4.14.1 is amended to clarify that each emergency back-up dependent care visit generally does not exceed 10 hours. This section is also amended to reflect that the employee pays up to a $10.00 copay to use the program or is reimbursed up to $100.00 for care provided out-of-network.
5) Section C.4.21 is amended to adjust the timeline to submit written proof of the IT
Security accreditation.
6) Section F.6.1 is amended adding a reference for G.3.3 and changing the reference/description for I.1.2.21.
7) Section G.3.3 is amended to reflect that the prime, its teaming partners, and subcontractors are all required to have the minimum professional liability insurance. This section is also amended to reflect that the Contractor shall provide proof of insurance within 30 days from contract award.
8) Section I.1.2.16 is amended removing
3052.219-72 and 3052.219-71.
9) Section I.1.2.18 is removed.
10) Section I.1.2.19 is amended adding the title.
11) Section L.6.1 is amended updating the deadline for when proposals shall be received.

12) Section L.6.3.1 is amended to reflect the prohibition from including any pricing information in Volume I does not apply to the dollar amounts included in the Subcontracting
Plan.
13) Section L.7.1 is amended removing the requirement of Offerors to complete Blocks 23 and
24 within the SF 1449.
14) Section L.7.2 is amended removing
"Additionally, the Offeror shall submit a copy of each policy referenced in Attachment J.1." If an
Offeror does not have a current policy or does not meet the minimum professional liability insurance limits, it must provide documentation from an insurance provider of its intent to provide the minimum limits as prescribed therein
Section G.3.3.
15) Section L.7.8 is amended to reflect that the
Government will accept URL links for information pertaining to the Offeror's financial resources.
16) Section L.8.7 are amended to reflect that
Offerors shall submit completed Attachments J.3 if the Assessing Official did not submit it directly to the CO and CS.
17) Section L.9.2 is amended to provide additional clarity.
18) Section M.3 is amended to reflect that the
Offeror will be evaluated on the basis of whether the prime, its teaming partners, and subcontractors all have the minimum professional liability insurance or documentation from an insurance provider of its intent to provide the minimum limits as prescribed therein Section
G.3.3.
19) Section M.7.1 is amended to correct citations listed under CLINs 0002-9002 and CLINs 0003-9003.
This section is also amended to correct the unit for CLINs 0004-9004 (Elective EAP and Work-Life
Services) from "Per Employee Per Month" to
"hourly", and CLIN 0008-9008 (Emergency Back-Up
Dependent Care Service) from “Per Employee Visit” to “Per Visit”. This section also clarifies when
