About this file
This document contains government responses to vendor questions regarding solicitation number 70RDAD21R00000011 for Conditions of Detention Subject Matter Expert services. The solicitation seeks proposals for subject matter expert support to the Department of Homeland Security's Office for Civil Rights and Civil Liberties. The government clarifies that the solicitation is for Conditions of Detention expertise rather than Medical Doctor services as incorrectly stated in the task order type section. Offerors are not necessarily disqualified if only one reference is provided, as the evaluation will consider relevant ongoing or completed professional projects, contracts, or task orders from the past three years. The response also notes that the past performance evaluation criteria on page 45 will be amended in an upcoming solicitation amendment.

2 General 45 & 48
If a person does not have any other contracts ... what are they suppose to do. Your RFQ requires 3 references ..... The RFP call for contract references for experience in the past 3 years.
Will a person be disqualified if they provide only one reference?
No. Also, the RFP instuctions states ongoing or completed professional projects/contracts/task orders [emphasis added] that demonstrate recent and relevant past performance. a firm could theoreticallyhave mutiple projects with a single reference entity/person). Please also refer to pages 45& 48, Technical Evaluation Factor 2: Past Performance for evauation info. Also, page 45, Technical Evaluation Factor # 2: Past Performance is amended to update submission instuction.
