The purpose of this amendment is to extend the proposal due date from July 8, 2020 at 12:00
PM Eastern Time (ET) to July 15, 2020 at 12:00 PM ET and to provide Government answers to vendor questions. The attached list is not an all-inclusive list of vendor questions that have been asked thus far. Additional Government answers to vendor questions will be addressed in a virtual industry day and provided in a forthcoming amendment.
The government anticipates holding a virtual industry day on July 9, 2020 to answer additional questions. Industry day information will be provided in a subsequent amendment to this solicitation and will include all instructions to register and participate in the event."

70RDAD20R00000012 “COVID-19 Testing Solutions” that was posted to SAM.gov. I see the per day testing requirement (500/day Mon- Fri) but I did not see how many locations are involved in the testing. I would greatly appreciate if you can provide the total # of sites and if you are able to provide a breakdown per state.
The scenario provided does not represent an actual requirement, it is only provided in order for price to be evaluated. Offerors shall assume it is a single site.
Specific locations will be identified at the IDIQ order level, in which each order is competed amongst the IDIQ contract holders.
2 General Please let us know if we can help you procure consumables and reagents for increased COVID19 testing for DHS.
Let us know which of the following you are in the most need of procuring.
Virus Transport Medium with swabs – VTM (2 or 3 ml) RNA extraction reagent for manual extraction (Nucleic acid extraction kit) RT-PCR Kits (Nucleic acid reagent kit for SARS Cov-2)
Proposing only test kits or elements of test kits will not meet the solicitation requirement. Section 3.0 of the solicitation states: For all testing solutions and functional categories, the government requires all the components necessary to administer the tests and for the results to be provided, to include any swabs or collection tools, test cassettes, devices to process tests results on-site or laboratory processing capabilities, transport media (if necessary) that does not impact test efficacy, and medical waste disposal.
3 General As a company that provides Covid-19 Test Kits is that something we can offer for the Covid-19 Testing Solutions?
Proposing only a test kit will not meet the solicitation requirement. Section 3.0 of the solicitation states: For all testing solutions and functional categories, the government requires all the components necessary to administer the tests and for the results to be provided, to include any swabs or collection tools, test cassettes, devices to process tests results on-site or laboratory processing capabilities, transport media (if necessary) that does not impact test efficacy, and medical waste disposal.
4 General I'm reaching out to clearly understand what your contract you are looking to fulfill is. Are you looking for a Test Kits? If so please let me know.
The requirements for the test kits and other services are stated in Section 2, Description of Services/Statement of Work.
5 Our company currently holds a DLA prime vendor contract that would support the interdepartmental transfer of funds (MIPR) procurement (from DHS to DLA) of the COVID-19 test kits that you are looking to procure.
The purpose of this solicitation is to establish a DHS wide Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
This contract would allow DHS to procure COVID-19 test kits (and any related services) using a DLA program and the procurement would take approximately 10 days to (versus the weeks to months that Beta.sam.gov requirement take)
6 5.1 Place of Performance
Section 5.1 Place of Performance states “The primary place of performance will be DHS component and component designated locations both CONUS and OCONUS to include the US Territories and will be specific at the order level”
1. Question: Is the expectation that every contractor be able to provide the testing at both CONUS and OCONUS sites?
2. Question: Can you provide a list of all the expected testing sites?
3. Question: Will all sites have 500 tests daily per the Managed Testing Scenario?
Offerors are required to have the capability to perform both CONUS and OCONUS.
There is no list available at this time. The scenario is for price evaluation purposes only. The volume of "500 tests daily" does not reflect an actual requirement at this time.
7 My company is interested in bidding on this business and I want to make sure that I am preparing and completing the RFP correctly and want to know if I can schedule time to ask you a few questions regarding the process or if there is someone else I should speak to.
We are not providing one on one meetings with vendors.
8 I came across your request for COVID-19 testing kits on sam.gov and wanted to get more information as to what kind of tests you are looking for and what type of quantity.
The requirements for the test kits and other services are stated in Section 2, Description of Services/Statement of Work.

9 General May I check if we can just submit the test kit part instead of including the serving part?

10 Section 11 3.2.1 Capability Questionnaire
The proposal instruction states that offerors shall complete and submit Attachment A for each functional category proposed. Please confirm that if an offeror is proposing multiple categories that the "Offeror Information Table" response is required for each categories response as the required information would be similar for all 3 functional categories.
If the contractor is proposing multiple tests duplicate offeror information tables aren’t required. For the additional kits, just ensure that the offeror name, kit type and any information that may be different for that kit is included on the offeror information table.
11 Section 11 3.2.1 Capability Questionnaire
The proposal instruction states that offerors shall complete and submit Attachment A for each functional category proposed. Given that

Attachment A for reach functional category they propose a solution for. For example, if an offeror is proposing a solution for FC2 and a solution for FC3, then two Attachment A's will be submitted by the offeror.
12 Article 10 Representation, Certification, and Other Statements
The RFP indicated that offerors shall complete paragraph (b) if the offeror has completed the annual update in SAM. In which Volume should the offeror submit this information?
This can be provided separately from the specific volumes. Please note that both volumes (a complete proposal) are submitted at the same time.
13 Section 3.0 Two Volume Proposal
Section 3.2.2 Pricing Proposal
Instruction to offerors indicates that the submission is two volume, however Section
3.3.2 indicates that pricing as part of the Pricing Proposal should be submitted in a separate document. Please clarify the number of volumes to be submitted.
The pricing proposal is a part of Volume Two but shall be a separate document from the Capability Questionnaire.
14 Section 6.3 Open Solicitation
The solicitation states that it will remain open for approximately one year to allow additional interested contractors an opportunity to submit a proposal for a DHS COVID-19 Testing Solution IDIQ. Can you please clarify the evaluation criteria for competition when making a submission outside of this initial submission period?
DHS anticipates the evaluation criteria remaining the same unless circumstances require a revision.
15 Section 5 5.1 Place of Performance
Does the contractor have to be able to provide a large quantity testing sites or could the contractor propose just a few sites such as the DHS law enforcement training centers?
Offerors shall have the capability to provide CONUS and OCONUS solutions; however, because the resulting award of this
RFP is an IDIQ contract, an offeror may choose to not provide a proposal at the order level when the requirements are further defined, such as specific locations.
16 Section 6 6.3 If a company cannot complete their response to the RFP and stand up the capability by the 7/23/2020 start date, what are the alternative closing and start dates?
DHS intends to keep the solicitation open for one year to provide offerors with the opportunity to provide a proposal in the future. Also, since the award resulting from this solicitation is an IDIQ contract, immediate standup/performance requirements are specified at the order level.
17 General The timeline for responding and implementing the requirements of the RFP is very aggressive. Did the government intend to include a phase in and phase out costs for implementing and closing out of this contract?
The resulting award from this RFP is an IDIQ contract.
Phasing will not be required at the IDIQ award level.
18 General Would the Government please consider extending the proposal due date in order to give offerors more time to prepare their proposals?
The proposal due date has been extended to 12:00 PM Eastern Time (ET) on July 15, 2020.
19 p. 6 Section 2 4.1 FC 1 Managed Testing Services
The RFP states, “The contractor shall provide COVID-19 diagnostic testing and associated services as a managed service, to include on-site screening, testing, and results tracking, on a routine basis at DHS designated locations.”

20 p. 6 Section 2 4.1 FC 1 Managed Testing Services
Can the Government clarify that variable costs such as including test kits, test diagnostic (lab) services and personal protective equipment (PPE) will be paid on a time and materials basis?
DHS cannot confirm that. It is anticipated that firm-fixed-price will also be used to the maximum extent practicable.
21 pp. 22-23 Section 7 7.8 Security Requirements
Will the contractor be expected to have the team working onsite at government facilities?
Yes, this is expected;
however, it may vary and will be further clarified at the order level.
22 “Business Continuity Plan”: In the case of resellers (entities providing kits but not medical services or manufacturing product), is it accurate to say that key elements of the BCP may include input from the appropriate supplier or manufacturer?
Yes, the offeror can coordinate responses from manufacturers/suppliers.
23 p. 5 Section 3.0 The Solicitation states: “As defined in individual orders, COVID-19 testing solutions shall be deployable to support DHS in the continental United States (CONUS), outside of continental United States (OCONUS), and U.S. territories. The Contractor shall furnish the necessary equipment, supplies, personnel, materials, travel, and other services required to satisfy the ordered testing solution requirements.”
The resulting award of this RFP is an IDIQ contract.
