CTL/SYSTEMWARE SPECTRUM GUARD SYSTEM
1.0 GENERAL
1.1 BACKGROUND
The Office of the Chief Security Office (OCSO) / Threat Management Operations (TMO) / Center for International Security and Safety (CISS) / Technical Operations Branch (TOB) must be able to provide technical security countermeasures (TSCM) for transmitters used to exfiltrate audio, video or data from DHS facilities. TSCM are methods and practices employed to detect and nullify a wide variety of technologies that are used to obtain unauthorized access to classified national security information, restricted data, and/or sensitive but unclassified information. Multiple types of equipment are necessary to effectively do this. The Spectrum Guard System is necessary to the practice of TSCM.
The Spectrum Guard System is being used by various government agencies to detect and nullify the wide variety of technologies that are used to obtain unauthorized access to classified national security information, restricted data, and/or sensitive but unclassified information.
1.2 SCOPE
Equipment under this contract shall encompass the minimum requirements listed in section 2.0 and be delivered ready to use.
1.3 OBJECTIVES
To acquire Spectrum Guard System (Brand Name or Equal) equipment to detect and nullify the wide variety of radio frequency technologies that are used to obtain unauthorized access to classified national security information, restricted data, and/or sensitive but unclassified information.
2.0 SPECIFIC REQUIREMENTS
2.1 TASK ONE. Spectrum Guard System Equipment
The Contract shall provide the equipment listed below:

Selectable Sweep resolutions as small as 1.8kHz Automatic WiFi protocol detection, Analysis, SSID detection, MAC address collection, and packet ananlysis Bluetooth detection, protocol detection

Zigbee detection, protocol detection Classify 48 modulation schemes on the fly User defined channel scanning

* The Quoter shall specifically state whether they are quoting a “Brand Name” item or if they are quoting an “EQUAL” product. If the quoter is quoting on an “EQUAL” product they SHALL provide sufficient documentation to show that the product meets the specifications as outlined above in the Statement of Work/Specification.
2.2 TASK TWO: Ship Equipment to DHS Address Specified
The Contractor shall deliver the items listed in section 2.1 to the following location:

3.0 DELIVERIES
Vehicles transporting freight for DHS Headquarter (HQ) destinations in Washington, DC, Arlington, Alexandria or the Transportation Security Operations Center are required to comply with security inspections at the Federal Protective Service (FPS) Vehicle Inspection Facility (VIF) prior to final delivery. Freight delivery vehicles must arrive at the final destination without damage, tampering or alterations to the FPS seal provided. All HAZMAT vehicles must be processed through the VIF. Due to size constraints of the loading dock at the 7th & D location, freight vehicles can NOT exceed 27 feet in length.
In instances where there are multiple DHS-HQ destinations for one vehicle, the driver will be issued multiple seals at the VIF. Delivery vehicles will also be subjected to explosive detection K-9s at the Government's discretion. All commercial delivery services such as FEDEX, UPS, DHL, are not
P a g e 4 | 5 permitted to make deliveries directly to DHS-HQ facilities located in Washington, DC, Arlington or Alexandria. Please make sure the freight invoice has special instruction for delivery through the FPS facility to final destination. As outlined below, the size of the delivery determines whether the cargo should be processed through the VIF or a Remote Delivery Site (RDS).
3.1 DELIVERIES OVER 45 LBS
Deliveries over 45 lbs. must be sent to the VIF for inspection. The vehicle will be properly sealed. Then the vehicle may proceed with their shipment to the designated location(s). The inspection site can accommodate delivery trucks no more than 30 feet in length.

3.2 DELIVERIES LESS THAN 45 LBS
Deliveries less than 45 lbs. must be sent to the DHS Consolidated Remote Delivery Site (CRDS) for inspection. The CRDS will complete delivery to the designated location(s).

4.0 OTHER APPLICABLE CONDITIONS
4.1 PERIOD OF PERFORMANCE
The period of performance for this contract is 45 days after award.
4.2 PLACE OF PERFORMANCE
All manufacturing, testing, acceptance, and training will take place at the contractor’s facilities.
Equipment shall be delivered to the Department of Homeland Security Headquarters (DHS HQ), 3801 Nebraska Ave, NW, Washington, DC 20528 per Sections 2.3 and 3.0.
5.0 GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
No GFE and information will be provided on this tasking.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all equipment necessary to fulfill the requirements of this contract.
7.0 SECURITY: UNCLASSIFIED

The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
8.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor shall have an opportunity to correct the rejected deliverable and return it per delivery instructions.
8.2 The COR will have 10 business days to review deliverables and make comments. The Contractor shall have 5 business days to make corrections and redeliver.

(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by—
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.
