About this file

This is a pricing template spreadsheet (Attachments B and C) for DHS Emergency Fuels and Services that includes detailed pricing tables for equipment staging, fuel dispensing, transportation, and labor across a base year and four option years. The template breaks down pricing for various equipment including fuel trucks (bobtail, transport, military grade), mobile fueling stations, storage tanks, and support equipment, with separate CONUS and OCONUS rates.

The document includes a price scenario requiring vendors to propose pricing for concurrent fuel delivery and dispensing services at three DHS locations (California, Florida, and Virginia) for a 5-day period, with specific daily consumption requirements: 2,000 gallons per day each of gasoline, biodiesel B20, Jet A-1, and diesel fuel #2. Vendors must include a detailed Basis of Estimate (BOE) outlining all costs including delivery charges, surcharges, fees, markups, overhead, profit and applicable taxes. The contract has a 48-hour Service Level Agreement for CONUS locations and will be awarded around April 7, 2025, with proposals due March 6, 2025, at 10:00 AM ET.
